The mission will deliver an introductory, hands-on training programme for public-sector officials working with economic or fiscal data. It responds to the need to build a shared foundation in economic analysis and modelling before participants move towards specialised forecasting and public financial management work.
The training focuses on reading key Libyan economic indicators, understanding the links between macroeconomic accounts, building simple revenue and expenditure projections in Excel, and testing oil-price or production scenarios. It is a foundational capacity-building assignment; it does not include the development of a national macro-fiscal model or establishment of the Ministry of Finance’s Macro-Fiscal Unit, which fall under separate technical assistance.
Invest4Libya is an EU-funded programme implemented by Expertise France. Component 1 supports improved public financial management in Libya through institutional reform, technical tools, capacity building and coordination. The C1 reform roadmap prioritises improved macro-fiscal forecasting and economic analysis, including practical skills transfer to national institutions.
The approved training agenda provides for a three-day cross-institutional introductory course in Tripoli on 17–19 November 2026. The course will be delivered in Arabic, with training resources in Arabic and English, and uses Excel and relevant Libyan data as its main practical instruments.
The overall objective of Invest4Libya is to strengthen public financial management and support investment. Within Specific Objective 1, the project strengthens the capacity of Libyan institutions to design and implement targeted PFM reforms.
At the end of the course, participants should be able to:
· Explain the purpose, uses and limitations of basic economic models in public policy, budget preparation and planning.
· Identify the principal macroeconomic indicators and accounts and locate key Libyan economic and fiscal data sources.
· Apply simple projection techniques in Excel to illustrative revenue and expenditure data.
· Test an oil-price or oil-production scenario, review its fiscal implications and communicate results in a concise management note.
The trainer will carry out the following tasks under the technical direction of the Key Technical Expert of Component 1 and in coordination with Expertise France:
1. Training design and preparation. Review the approved agenda; confirm participant entry level and available datasets; prepare a concise facilitation plan, exercises, presentations, short entry and final tests, and editable Excel files. Use real Libyan data where feasible and clearly distinguish assumptions or illustrative datasets.
2. Day 1 – Concepts and Libyan data (17 November). Explain the uses and limits of economic modelling; introduce GDP, growth, inflation and employment; explain national budget, balance-of-payments and monetary accounts; and guide participants through the main Libyan data sources and indicators.
3. Day 2 – From data to projections (18 November). Explain links between the oil sector, growth, the budget and the external accounts; introduce ratios, trends and growth-rate projections; guide participants in creating simple revenue and expenditure projections in Excel and checking for errors and consistency.
4. Day 3 – Scenarios and results (19 November). Demonstrate oil-price and production scenarios using Excel; facilitate group exercises; guide groups in presenting results and their budget implications in a short management note; and complete participant assessment and feedback.
5. Training evaluation and reporting. Administer or support entry and exit assessments, collect participant feedback, consolidate attendance and exercises, summarise results and recommend appropriate follow-up modules and/or coaching based on observed learning needs.
6. Coordination and technical consistency. Work with the Component 1 team and the macro-fiscal expert to ensure the exercises are consistent with the wider fiscal-capacity-building programme, without duplicating their specialised modelling assignment.
The course will use a progressive, practical learning approach suitable for beginners. No prior modelling experience is required, but participants should have working knowledge of Excel and bring a laptop with Excel installed.
· Interactive delivery in Arabic, with slides, exercise instructions and key reference materials available in Arabic and English.
· Short presentations followed by guided demonstrations, individual tasks, group work and peer review.
· Use of Libyan macroeconomic and fiscal examples, making clear where data are incomplete or illustrative.
· An initial quiz, regular short knowledge checks and a final assessment to identify practical learning gains.
· Editable Excel workbooks with visible formulas and clear instructions; materials usable after the course.
· Adaptation of pace to actual participant needs while covering the full agreed three-day agenda.
The trainer must maintain technical accuracy, clear and accessible language, methodological transparency and a practical focus on skills that public officials can apply. All data sources and key assumptions will be documented. Exercises must be reproducible and the training materials supplied to Expertise France in editable formats.
Expertise France will provide project management, quality control and oversight. The Key Technical Expert of Component 1 will provide technical guidance and ensure consistency with the wider PFM roadmap. Participating institutions will nominate suitable officials and facilitate participation as agreed.
The trainer will submit all materials and reports to the Invest4Libya Technical Coordinator. Technical clearance will be provided by the Key Technical Expert of Component 1, with final approval according to Expertise France project procedures. Any changes to the programme or data requirements should be agreed in advance.
