Description du projet ou contexte

The PravoJustice4EU Program, implemented by Expertise France (EF) with funding from the European Union and the French Ministry for Europe and Foreign Affairs, supports Ukrainian authorities in the continued reform and strengthening of the justice sector.

PravoJustice4EU is structured around two specific objectives: supporting the EU accession process by aligning the Ukrainian justice system with EU standards, including independence, efficiency, quality, integrity, transparency and access to justice; and supporting accountability for core international crimes in line with European and international standards while fostering a holistic transitional justice approach.

Within this framework, the Program will continue to strengthen the institutional capacity of justice-sector bodies contributing to effective rule-of-law implementation, including judicial governance bodies and the bodies responsible for the selection and evaluation of judges and members of judicial governance bodies.

The Project aims to reinforce the judiciary on the basis of merit-based selection, evaluation and career systems. To this end, it supports the Ethics Council in the selection of new members of the High Council of Justice (HCJ), the Selection Commission in the selection of inspectors of the Service of Disciplinary Inspectors (SDI) of the HCJ, the Selection Commission in the selection of new members of the High Qualification Commission of Judges of Ukraine (HQCJ), the Expert Council in the selection of SDAC and SAAC judges, and the Advisory Group of Experts (AGE) in the assessment of candidates for judges of the Constitutional Court of Ukraine (CCU) (together, the "selection bodies"). This support contributes to meeting the interim benchmarks under Chapter 23 (Judiciary and Fundamental Rights) of Ukraine's EU accession negotiations.

The Senior Analysts will coordinate the work of the Secretariat of a selection body and ensure the quality of the materials prepared within it. This includes organizing the work of the selection body, coordinating the preparation of draft requests to state institutions and draft correspondence with nominating authorities, overseeing the preparation of candidate dossiers, verifying draft background checks and other draft materials prepared by legal analysts, and providing expert advice on the operation of the selection body. All decisions remain with the selection body.

The assignment will contribute to well-coordinated, transparent and timely selection procedures, to decisions of the selection bodies based on complete and verified information, and to the timely appointment of duly vetted candidates.
