1)        Number of experts per assignment Consulting firm with multiple team members shall collectively meet the requirements of the three expert profiles below. One individual may fulfil more than one profile where the technical offer demonstrates that the individual meets the requirements of each profile and that the proposed combination of roles is feasible.

1.1 Senior Evaluation Expert

The Senior Evaluation Expert will provide overall technical leadership for the evaluation and assume primary responsibility for its methodological quality, analytical coherence and final outputs. The Senior Evaluation Expert may also be required to act as the Team Leader and serve as the principal point of contact between the evaluation team and Expertise France. The expert will lead the evaluation design, oversee data collection and analysis, ensure the integration of contributions from all team members, facilitate the presentation of findings, and assume primary responsibility for drafting and finalizing the evaluation report.

Educational qualifications

§           A Master’s degree in evaluation, development studies, economics, public policy, public administration, international development, social sciences, environmental studies or another directly relevant field.

Professional experience

§  At least eight years of professional experience evaluating development programmes or international-cooperation interventions.

§  Experience designing and leading evaluations using OECD-DAC evaluation criteria.

§  Experience assessing theories of change or intervention logics.

§  Experience applying contribution analysis or another clearly identified theory-based approach to assess an intervention’s contribution to observed results.

§  Experience conducting consultations with senior- and technical-level representatives of government institutions and private-sector organisations.

§  Experience coordinating multidisciplinary evaluation teams.

§  Experience as the lead or principal author of evaluation reports.

§  Experience conducting evaluations in Sri Lanka or elsewhere in South Asia will be an asset.

1.2 Monitoring, Evaluation and Data Analysis Expert

The Monitoring, Evaluation (M&E) and Data Analysis Expert will lead the assessment of the Facility’s intervention logic, results framework, indicators and MEL system and support the collection, management and analysis of quantitative and qualitative evidence.

Educational qualifications

§          A Master’s degree in monitoring and evaluation, statistics, economics, development studies, social research, data science, public policy or another directly relevant field.

Professional experience

§           At least six years of professional experience in M&E, research or data analysis relating to development programmes, public-sector interventions or international cooperation.

§           Experience reviewing theories of change, results frameworks and progress against indicators.

§           Experience designing quantitative and qualitative data-collection tools and analysing the resulting data.

§           Experience conducting consultations with senior- and technical-level representatives of government institutions and private-sector organisations.

§          Experience in Sri Lanka or elsewhere in South Asia in a relevant MEL, research or evaluation assignment will be an asset.

1.3 Inclusive Green Economy and Sustainable Finance Expert

The Inclusive Green Economy and Sustainable Finance Expert will complement the team by providing technical and contextual insight into assignment design. The expert will support the interpretation of technical evidence and the assessment of relevance, performance, sustainability and future prospects, contributing to sound findings and recommendations suited to Sri Lankan context.

Educational qualifications

§           A Master’s degree in environmental economics, environmental science, climate change, sustainable development, energy, finance, economics, public policy, engineering or another directly relevant field.

Professional experience

§           At least seven years of professional experience in inclusive green economy, environmental sustainability, climate action, sustainable finance or closely related areas.

§          Experience assessing conditions affecting the sustainability, ownership, replication or scaling up of green-economy interventions.

§          Experience developing technical or policy recommendations in relevant green-economy or sustainable-finance assignments.

§          Experience contributing thematic analysis to evaluations, reviews or comparable assessments of green-economy or sustainable-finance interventions.

§          Experience in Sri Lanka or elsewhere in South Asia in a relevant green-economy or sustainable-finance assignments will be an asset.

1.4 Team’s cross-cutting and additional expertise

The following requirements apply to the proposed team collectively. The technical offer shall identify the expert or experts responsible for each area and provide supporting evidence in their CVs and/or the technical offer.

·         Experience integrating gender equality and social inclusion into evaluation design, data collection, analysis, findings and recommendations.

·         Proficiency in spoken and written English.

·         Proficiency in Sinhala and/or Tamil is an asset.

·         Experience undertaking evaluations, research or technical assignments commissioned by the EU, Expertise France, AFD or another bilateral or multilateral development partner.

Team composition and additional expertise

Bidders may propose additional experts, researchers, enumerators, translators or other support personnel where justified by the proposed methodology. Any additional personnel shall complement, and shall not replace, the three required expert profiles.
