II. Description of the assignment
1) Scope of work
The expert will contribute to the preparation, facilitation and follow-up of the five-day workshop (7–11 December 2026) in Accra. The workshop will combine a collective introduction, parallel thematic sessions tailored to GMMB management, GMMB staff and start-ups, and a joint closing session exploring synergies and opportunities for collaboration. Both beneficiary groups shall actively share their respective expertise, with GMMB representatives presenting their institutional needs and operational challenges, and digital and cultural start-ups sharing their innovative solutions and exploring their potential application to heritage and museum management.
For GMMB, thematic priorities include:
(i) management tools for public institutions (management trackers, planning tools and related solutions);
(ii) booking management systems, including reservation and availability management, booking changes, communications and reporting, with potential applications for guided tours, school groups and visitor flows; and
(iii) visitor engagement technologies, such as audio guides and headsets, multimedia guides, interactive displays, mobile applications, QR codes and digital storytelling for forts, castles and museums.
For the entrepreneurs, start-ups and artists, thematic priorities include:
(iv) (i) Digitalisation and technology adoption in the CCI, including digital tools and solutions that improve business management, productivity, operational efficiency and service delivery for start-ups, creative enterprises and artists.
(v) (ii) Green innovation and sustainable creative practices, including solutions that promote resource efficiency, reduce environmental impact, support circular economy approaches and encourage more sustainable production and distribution models within the CCI sector.
(vi) (iii) Digital skills and entrepreneurial capacity development, including solutions that strengthen the digital capabilities of creative entrepreneurs, facilitate technology adoption and enhance their capacity to innovate, scale and compete.
(vii) (iv) Digital innovation and market access, including e-commerce platforms, digital distribution channels, creative marketplaces and solutions that improve the visibility, commercialisation and market reach of Ghanaian creative businesses and artists.
(viii) (v) Cultural heritage preservation and the digitalisation of intangible cultural heritage, including digital solutions for documenting, safeguarding, preserving and transmitting traditional knowledge, oral histories, languages, music, dance, rituals, craftsmanship and other forms of intangible cultural heritage, as well as technologies that support the digitisation, archiving and accessibility of cultural assets and heritage sites.
(ix) (vi) Inclusive digital solutions for creative entrepreneurs, particularly those that address barriers to technology adoption and expand access to digital tools, skills, networks and business opportunities for women-led and youth-led start-ups and creative enterprises.
Target participants
The workshop is expected to involve approximately 35 participants in total (indicative), including:
· GMMB management officials and staff from relevant departments and regions; and
· Representatives of approximately 10 selected Ghanaian digital and cultural start-ups & artists.
The exact number and selection of participants will be confirmed by Expertise France and its partners.
Workshop Structure
The workshops sessions should be structured to accommodate varied levels of digital familiarity and make room for discussion and practical examples rather than assuming advanced technical proficiency. General context
Ghana has a rich cultural heritage, with numerous museums, monuments and historical sites that play an important role in preserving the country's history and cultural identity. At the same time, the country has a growing digital and creative ecosystem, with entrepreneurs and start-ups developing innovative technologies and services. The increasing use of digital technologies offers new opportunities to strengthen cultural heritage management, improve access to cultural sites and enhance visitor experiences. However, fully leveraging these opportunities requires strengthening institutional capacities and fostering closer collaboration between public cultural institutions and private-sector innovators.
In this context, Expertise France is implementing two complementary projects in Ghana: SANKOFA II and the Green, Digital and Inclusive Private Sector Development (GDI PSD) project.
SANKOFA II
Implemented by Expertise France and funded by the European Union, SANKOFA II is a multi-sectoral initiative designed to contribute to Ghana’s sustainable cultural and economic development by supporting Cultural Heritage Management and fostering growth within the Cultural and Creative Industries. The project has two components:
(1) Cultural Heritage Sector: enhancing heritage valorization and management and making Ghana’s heritage more accessible for diverse audiences; and
(2) Cultural and Creative Industries: supporting innovation, inclusion and professionalization, with a special focus on youth and women.
This assignment falls under the first Component of SANKOFA II, which encompasses other activities including the inventorying and digitization of heritage documentation, support to the establishment of an Arch Lab, and the development of virtual reality content to enhance the valorization of Ghanaian heritage sites, history and culture. The Ghana Museums and Monuments Board (GMMB) is the primary beneficiary of this component.
Ghana Green, Digital and Inclusive Private Sector Development (GDI PSD)
The Ghana Green, Digital and Inclusive Private Sector Development (GDI PSD) Programme, funded by the European Union and implemented by a consortium led by the Netherlands Enterprise Agency (RVO), together with UNCDF and Expertise France, aims to foster sustainable economic growth, job creation and private-sector competitiveness across Ghana. By supporting green transition initiatives, digital transformation and inclusive entrepreneurship, the programme targets high-potential sectors to improve business-enabling environments, expand access to markets and finance, and strengthen key ecosystem actors.
Ghana’s Cultural and Creative Industries (CCIs) constitute a dynamic sector with high potential for job creation, youth empowerment and economic diversification. However, ecosystem assessments conducted under the GDI PSD Programme—including the CCI ecosystem assessment by Communiqué, the gender analysis by Chapter54 and the Entrepreneur Support Organization (ESO) mapping by Briter Bridges—highlight persistent challenges affecting creative entrepreneurs and MSMEs, including limited access to finance and business development support, weak coordination between public and private actors, business and managerial skills gaps, geographic disparities in access to support, and specific barriers faced by women entrepreneurs.
Building on these complementary objectives and in response to the identified needs, SANKOFA II and GDI PSD are joining forces to organise a capacity-building workshop bringing together GMMB staff and digital and cultural start-ups. By combining institutional capacity building with private-sector collaboration, this joint initiative aims to enhance capacities of the 2 target groups, foster knowledge exchange, strengthen links between public cultural institutions and private-sector innovators, and identify opportunities for future collaboration.
About the Workshop: Digital innovation for cultural heritage: connecting public institutions and start-ups
The workshop is jointly coordinated by Expertise France through SANKOFA II and GDI PSD, in partnership with the GMMB, reflecting the collaborative spirit of the French Team in Ghana and various European Union-funded projects in the country
A recent Needs Assessment conducted under SANKOFA II identified the application of new technologies to heritage and museum management as a key area for GMMB’s capacity development. Following consultations with the GMMB, the first workshop, “Digital innovation for cultural heritage: connecting public institutions and start-ups”, has been scheduled for 7–11 December 2026 (five days) in Accra, Ghana.
Activities are envisaged partly at the GMMB’s premises and partly at the Google AI Center in Accra (subject to confirmation). This first edition of this workshop will introduce key concepts, practical applications and international best practices, with a subsequent workshop in 2027.
The workshop will adopt a triangular approach:
· External Experts – Digital Technologies and Cultural Heritage : External experts will be engaged to design and deliver the capacity-building programme, provide specialised knowledge on digital technologies and their applications to cultural heritage management, introduce key concepts and share international best practices.
· Target Group/Beneficiary 1 – Ghana Museums and Monuments Board (GMMB): GMMB staff will initially benefit from capacity-building activities while providing in-depth knowledge of cultural heritage management, institutional experience and understanding of the sector’s specific needs and challenges. They will also share their expertise with the second target group, fostering peer-to-peer learning.
· Target Group/Beneficiary 2 – Digital and Cultural Start-ups: Start-ups specialising in digital technologies applied to the cultural sector will benefit from the programme while providing practical knowledge of innovative solutions, digital tools and entrepreneurial approaches. They will also share their expertise with GMMB staff, promoting mutual learning and exchanges between the cultural heritage and digital innovation sectors.
Beyond their role as beneficiaries, both target groups will be recognised as experts in their respective fields, actively contributing to the learning process. The workshop will therefore combine expert-led capacity building with peer-to-peer knowledge exchange between GMMB staff and digital and cultural start-ups. This approach will foster a collaborative learning environment in which complementary expertise is valued, practical challenges are explored collectively, and opportunities for collaboration between cultural heritage professionals and digital innovators are identified.
Eligibility
· Master's degree or equivalent qualification in digital technologies, digital transformation, cultural management, innovation, information systems, or another relevant field;
· Excellent command of English, both written and spoken;
· Strong communication, presentation and facilitation skills, with the ability to adapt technical concepts to audiences with different levels of digital knowledge
Required experience
The consultant shall demonstrate:
· At least 7 years of relevant professional experience in digital transformation, digital innovation or the application of digital technologies in the cultural heritage and creative sectors;
· Good knowledge of digital tools and solutions relevant to cultural institutions, such as management systems, booking and ticketing solutions, visitor engagement technologies or digital storytelling;
· Proven experience in designing and facilitating capacity-building activities, workshops or training programmes for diverse audiences;
· Experience working with public cultural institutions, digital start-ups or innovation ecosystems would be considered an asset;
· Experience facilitating collaboration between public institutions and private-sector actors would be considered an asset;
