Description de la mission

The consultant will provide technical, analytical, facilitation and documentation support to the CCDA Adaptation Division for the elaboration of the Provincial Adaptation Plans in three targeted provinces: Jiwaka, Morobe and New Ireland. The Consultant will work closely with the provincial administration and relevant national counterparts including DPLGA. CCDA will retain overall technical and institutional leadership of the PAP process, while the Consultant will work in accordance with the agreed PAP Methodology and under the direction of the mission team.

It is expected that this assignment will be developed through the following steps:

1. Coordination

  • Act as a resource person supporting the CCDA Adaptation & Projects Division / PAP Technical Team and the EU-FCCB/Expertise France team (Ms Mathilde Richelet, Technical Coordinator, and Ms. Stephanie Rere, Climate Change Adaptation Officer) in the preparation and conduct of the province scoping mission.
  • Liaise with the provincial administration and relevant national counterparts, including DPLGA, to support coordination of the mission.

2. Role in the PAP scoping mission

  • Prepare, ahead of the mission, a review of available evidence from the scoping missions in the three provinces, including existing Climate Change Vulnerability Assessments, climate-risk and GIS information, provincial and district development plans, sector strategies, disaster risk management plans, demographic and socio-economic information and previous or ongoing climate adaptation and resilience initiatives
  • Support the mission team in facilitating institutional coordination meetings include stocktake of the UN Secretariat, presenting the PAP purpose and development pathway, and supporting the administrative processes associated with the PAP Memorandum of Understanding (MoU) with the provincial administration.
  • Prepare and support the validation of a stakeholder and institutional mapping matrix across provincial, district, LLG, sector, community, civil society, private sector and development-partner levels identifying mandates, existing coordination mechanisms, relevant data or initiatives and potential role in PAP development and implementation in the three targeted provinces.

·       Prepare an evidence and information-gap matrix identifying information that is available and suitable for direct-use; available but requiring updating or provincial validation; or unavailable or representing a significant information gap, and recommend appropriate actions and potential sources for addressing the identified gaps.

  • Support preliminary discussions on key climate risks, vulnerabilities, existing responses and adaptation issues for the three provinces by facilitating discussions with provincial stakeholders to document preliminary climate hazards, vulnerabilities, priority sectors and geographic areas, vulnerable groups, existing adaptation responses and emerging adaptation issues. These findings shall be treated as preliminary scoping information requiring further technical assessment and validation during the PAP development process.
  • Support the assessment of provincial institutional readiness for PAP development, including focal points, technical representation, coordination arrangements, data and information management responsibilities and risks for subsequent PAP consultations in the province
  • Identify practical entry points for mainstreaming PAP priorities into existing provincial, district, LLG and sector planning, budgeting and development processes, avoiding the creation of parallel planning mechanisms.
  • Provide recommendations for subsequent PAP technical consultations, including stakeholder participation, geographic coverage, information requirements consultation sequencing, logistics and institutional or operational risks requiring early attention.
  • Participate in the mission debrief and support validation of preliminary findings with provincial counterparts, ensuring that confirmed findings with provincial counterparts are distinguished from matters requiring further assessment and support agreement on immediate follow-up actions, responsibilities and timelines.

3. Follow-up

Prepare and maintain a follow-up action matrix and support agreed actions from the Scoping Mission during the contracted assignment period and contribute to mission reporting, including to:

  • Contribute structured inputs to the Provincial Scoping Mission Report / Provincial Inception Profile for the three provinces, including evidence and information gap matrix, validated stakeholder and institutional mapping, institutional readiness findings, preliminary climate risk issues, PAP mainstreaming entry points, consultation requirements and agreed follow-up actions
  • Support the consolidation of the three provinces’s findings for presentation and validation at the Joint PAP Development Inception Workshop in Port Moresby

Description du projet ou contexte

The state of Papua New Guinea (PNG) occupies the eastern half of the Island of New Guinea, together with the main islands of New Britain, New Ireland, and the Autonomous Region of Bougainville. The majority of PNG’s society remains rural and heavily dependent on natural resources, both through subsistence and small-scale agriculture and through access to forest and marine resources. The country is identified as one of the 10 most at-risk countries to climate and environmental hazards and is ranked 149 out of 181 countries in terms of its capacity to adapt to climate change.

Forestry, Climate Change and Biodiversity (FCCB) have been central to PNG’s development framework since independence, with the wise use of natural resources and protection of the environment being one of the key objectives stated in the constitution. This commitment has continued into PNG’s central and sectoral planning frameworks, including Vision 2050, the National Development Strategic Plan (DSP) 2010-2030, and the Medium Term Development Plans (MTDP). The MTDP 4 (2023-2027) emphasizes the need for Climate Change and Environmental Protection to be managed responsibly and sustainably under the Strategic Priority Area (SPA) 10, with a focus on climate change adaptation and mitigation.

Building on the EU’s extensive experience as one of PNG’s main development partners, in 2022 the European Union decided to put in place a new major cooperation programme in terms of the “Forestry, Climate Change and Biodiversity” nexus (hereafter the “EU-FCCB Programme” or the “Programme”). With approved funding in the amount of €54.7 million (PGK 213 million), this EU-FCCB Programme is one of the EU’s most ambitious forest-related programmes anywhere in the world. Its General Objective is “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three Specific Objectives (SOs) are as follows:

  • SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”.
  • SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”.
  • SO3: “Increased inclusive and gender-responsive green public and private sector investment, jobs and growth and deforestation-free livelihoods”.

The EU-FCCB programme is structured according to three components: the first, “support at the national/institutional level with spillovers at the local/community level” (€33.5 million), is implemented by Expertise France; a second, supporting the Managalas Conservation Area (€18.2 million), is implemented by CIFOR-ICRAF; and a third, on the extension of the National Forest Inventory (€3M), is implemented by FAO. The national component, implemented by Expertise France, started in July 2023 and provides support to PNG-based public sector institutions, research and awareness institutions, communities, civil society organisations and the private sector. With regard to gender equality and women’s rights, the project has been marked as Level 1 (Significant) according to the OECD-DAC gender equality policy marker.

Under the National Component of the EU-FCCB Programme, CCDA is leading the development of Provincial Adaptation Plans (PAPs) across six target provinces, commencing with New Ireland, Jiwaka and Morobe. As a first step, CCDA is undertaking provincial scoping missions to assess provincial readiness for PAP development and establish the institutional, evidence, stakeholder and operational foundations required for the Joint PAP Development Inception Workshop and subsequent province-led technical consultations. This Terms of Reference covers the National Consultant position supporting the elaboration of the Provincial Adaptation Plans for the first three targeted provinces: New Ireland, Jiwaka and Morobe.

Profil souhaité

Education

  • Master’s in Public Administration and Business Administration (MBA) University Degree in environmental science, climate change, development studies, natural resource management, social sciences or a closely related field.

Work experience

  • A minimum of 10 years of experience in climate change adaptation and mitigation mainstreaming into planning and development, disaster risk management, disaster reduction and response at the National, Sub-National and Community levels in Papua New Guinea.
  • Prior experience working with CCDA, Provincial Administrations or on provincial-level planning processes in Papua New Guinea is an advantage. Familiarity with the three targeted provinces (Jiwaka, Morobe and New Ireland) is an advantage.
  • Prior experience working with development partners such as World Bank, UNDP, ADB, EU, would be an advantage.

Competencies

  • Fluency in written and spoken English.
  • Established strong working relationships and a strong convening ability with PNG climate change and provincial stakeholders, in particular the CCDA, National lead sector agencies and Sub-national Provincial Administration, and enabling effective coordination across institutions to advance PAP development.
  • Strong inter-personal and diplomatic skills, in particular demonstrated stakeholder engagement and excellent oral communication skills.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • High level planning, organizational and time management skills, including flexibility, attention to detail and the ability to work under pressure to meet challenging deadlines.
  • Ability to quickly adapt to change, and to remain calm under pressure.
  • Willingness and ability to travel to the provinces for the duration of the mission.

Informations complémentaires

The assignment requires a good understanding of climate change adaptation and disaster risk management in the PNG provincial context, strong facilitation and stakeholder engagement skills, and familiarity with the institutional ecosystem of the provinces, notably DPLGA and the representatives of the provinces. 

Functional coordination

The Consultant will be expected to coordinate and liaise closely with Expertise France. The point of contact at Expertise France is Ms. Mathilde Richelet, Technical Coordinator – National Component of the EU-FCCB Programme, and Ms. Stephanie Rere, Adaptation expert of the EU-FCCB.

Place and duration

This assignment covers the 3 PAP scoping mission and will then cover the technical consultations in the three provinces (Jiwaka, Morobe and New Ireland). Mission preparation and reporting will be carried out from Port Moresby, with mission days spent in Mt Hagen, Lae and Kavieng.

The Consultant’s offer must include:

·       A financial offer.

Contractual modalities

The Consultant will be hired through Expertise France’s labour hire contractor.
