I. Objectives and desired results
1. General Objective
The focus of this assignment is to prepare the implementation of the future capacity building programme for Business Support Organisations (BSOs) supporting satellite-based digital innovation in Central Asia. The assignment will assess and analyses relevant BSOs across 3 Central Asian countries (Kazakhstan, Kyrgyz Republic and Turkmenistan), with the objective of identifying their current capacities, existing incubation practices, maturity levels and specific needs to effectively support start-ups and SMEs developing solutions based on satellite technologies, Earth Observation data and related digital technologies.
BSOs, including incubators, accelerators and innovation support organisations, play a key role in fostering entrepreneurship and supporting the development of innovative businesses. However, many organisations require additional capacities, tools, methodologies and networks to integrate new technological fields such as satellite applications, Earth Observation and IoT into their support services.
This assignment will therefore provide Expertise France with a comprehensive understanding of the operational readiness and capacity gaps of potential BSO beneficiaries. Based on this assessment, it will formulate recommendations for the design of a tailored capacity building and Train-the-Trainer programme, including the required training approach, thematic priorities, support modalities and expected outcomes. The assignment will also contribute to refining the Terms of Reference and technical requirements of the future capacity building programme.
2. Specific objectives

1) Planned activities
The expert shall identify and analyse relevant Business Support Organisations already active in entrepreneurship, innovation support and digital business development in the three countries, based on available information and existing stakeholder databases. For the purpose of this assignment, Business Support Organisations (BSOs) refer to public, private or non-profit organisations providing non-financial support services to entrepreneurs, start-ups and SMEs. These organisations include, but are not limited to, incubators, accelerators, innovation hubs, technology parks, entrepreneurship centres and other organisations supporting innovation, business creation and enterprise growth.
Within the framework of this assignment, the focus is placed on BSOs with the potential to support start-ups and SMEs developing digital solutions based on satellite technologies, including Earth Observation, satellite connectivity and IoT applications.
The objective of this task is to identify and analyse the landscape of Business Support Organisations (BSOs) operating in Kazakhstan, Kyrgyz Republic and Turkmenistan, with a focus on organisations supporting entrepreneurship, digital innovation and technology-based start-ups.
The expert shall identify relevant organisations, including but not limited to incubators, accelerators, innovation hubs, technology parks, university-based entrepreneurship centres and other organisations providing support services to entrepreneurs and SMEs.
The analysis shall provide an overview of:
· organisational profile and type of organisation;
· geographical coverage and target beneficiaries;
· thematic areas of intervention;
· existing incubation and acceleration programmes;
· experience supporting digital or technology-based innovation;
· partnerships with private sector, academia, investors and international organisations;
· preliminary relevance for supporting satellite-based digital innovation.
The expert shall establish an initial database of relevant BSOs to be further assessed under Task 2.
The objective of this task is to assess the capacity, maturity and suitability of identified BSOs and recommend the organisations that should participate in the future capacity building programme.
Based on a predefined assessment framework validated with Expertise France, the expert shall evaluate candidate BSOs according to criteria including:
The expert shall conduct interviews and consultations with shortlisted organisations and provide a comparative assessment.
Based on this analysis, the expert shall recommend a shortlist of BSOs for participation in the future capacity building programme, subject to Expertise France’s validation and local ministries approval.

The objective of this task is to identify the specific capacity gaps and support needs of selected BSOs in order to prepare them to support entrepreneurs developing satellite-based digital solutions.

D3.1 – Capacity Needs Assessment and Gap Analysis Report

The objective of this task is to translate the findings from the BSO assessment and capacity needs analysis into a comprehensive framework for the future capacity building programme and to support the preparation of the related procurement process.
Based on the identified needs, maturity levels and gaps of selected BSOs, the expert shall define recommendations regarding:
The expert shall also review and update the draft Terms of Reference for the future capacity building assignment, ensuring alignment between the proposed intervention and the actual needs of selected BSOs.
The expert may also provide technical support as an observer during the assessment of applications received under the future procurement procedure, by reviewing technical proposals against the approved evaluation criteria and providing recommendations.

4. Coordination
The component 3 coordinator will be the expert’s main contact person for Expertise France.
In their absence, the contact person will be The Project Team Leader.
A launch meeting shall be held 5 days after the contract award has been notified.
Close collaboration must take place with C4CA personnel from assignment preparation right up to completion. Furthermore, regular exchanges must take place with Component 3 coordinator on assignment progress and any difficulties that may be encountered.

The structure and content of the final report (D5) shall be agreed upon with Expertise France during the inception phase of the assignment. The report shall include, at minimum:

Expertise France (www.expertisefrance.fr) is the public agency for international technical cooperation. The agency addresses the technical assistance needs of partner countries in the main fields of public action: democratic and financial governance, security, sustainable development, and human development. Through its action in the field, it contributes to the objectives of solidarity and influence of French and European development policy. To achieve this, the agency carries out projects in the main areas of public action:

Expertise France is leading the Consortium for implementation of Team Europe Initiative on Digital Connectivity in Central Asia, Soft Pillar. The project covers all five Central Asian countries (Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan) with regional activities and with the main office established in Astana, Kazakhstan.
2. Digital Connectivity in Central Asia
The penetration of digital solutions into all aspects of life has reached the highest level in history. The use of information and communication technologies has become an everyday basic need. Providing the population with internet access is one of the main tasks of any state. Central Asian countries are not the exception, as they are taking a variety of measures to increase internet coverage among nations with particular attention to rural areas, where it is more difficult to deploy the necessary infrastructure. Team Europe Initiative (TEI) on Digital Connectivity was designed with the aim to bridge the digital divide in Central Asia by leveraging the potential of satellite connectivity to reach out to the most unserved or underserved regions. To do so, a complex approach has been developed to create an enabling policy and regulatory framework to safely deploy satellite connectivity (e.g. telecoms reform, cybersecurity and personal data protection) and to ensure that more and better access to internet will be a catalyst for achieving the Sustainable Development Goals (SDGs) and meet the ambitions of Central Asian governments’ digital strategies.
The project is being implemented by the TEI Consortium led by the Expertise France (France). The Consortium includes Central Project Management Agency (CPVA, Lithuania), Central Financing and Contracting Agency (CFLA, Latvia), E-Governance Academia (EGA, Estonia) and Finnish Institute for Public Management (HAUS, Finland). The CFLA, Latvia is supported by Latvian IT Cluster (LITC) and Riga Technical University (RTU).
The project consists of four components:
· Component 1: To foster the development and use of ICT connectivity through the development of policies and regulations, designed and validated in a multi-stakeholder approach;
· Component 2: To improve transparent and inclusive access to public and private connectivity services, with a focus on rural areas, gender equality and marginalised right-holders;
· Component 3: To promote the use of satellite-based technologies to foster local digital innovation and tackle local challenges;
· Component 4: To build cybersecurity capacity and awareness among stakeholders, and establish comprehensive cybersecurity frameworks.
Expertise France is leading implementation of activities under Component 3 of the project that aims to support the development of a dynamic innovation ecosystem in Central Asian countries, by promoting exchange, cooperation, access to capacities and funding to digital innovators. This objective will focus on satellite-based digital solutions, including but not limited to IoT sensors and geospatial data applications, which provide relevant solutions to tackle local challenges (climate adaptation, urban planning, natural resources management, economic inclusion, etc.).
As part of promoting “Output 3.2 - Digital innovations using satellite connectivity and/or related ICT technologies are developed and incubated” and enhancing the use of satellite-based technologies, IoT and geospatial data, Expertise France will support BSOs in the Central Asian region by building capacity of BSOs and developing the incubation programmes for selected businesses on satellite and IoT technologies.
The objective of this assignment is to prepare the implementation of the future Capacity Building Programme for Business Support Organisations (BSOs) under Component 3 of the C4CA project by conducting an operational assessment of pre-identified BSOs and refining the design of the future Train-the-Trainer programme.

2) Profile of the designated expert(s) responsible for contract execution
The expert will be responsible for the overall implementation of the assignment, including the preparation phase, delivery of analytical outputs, development of recommendations and technical support during the evaluation of proposals received under the subsequent procurement procedure.
A. Qualifications and skills:
· Holder of a postgraduate university degree (Master’s degree or equivalent) in innovation management, entrepreneurship, business development, digital transformation, engineering, space technologies, public policy or related fields.
· Strong knowledge of innovation ecosystems, entrepreneurship support mechanisms, incubation and acceleration programmes, notably in Central Asia
· Demonstrated capacity to assess the maturity, operational capacities and support needs of Business Support Organisations (BSOs), including incubators, accelerators and innovation hubs.
· Strong analytical, organisational and reporting skills, with the ability to translate assessments into practical recommendations and implementation frameworks.
· Ability to identify capacity gaps and formulate recommendations for the design of capacity building activities for innovation support organisations.
· Good understanding of digital innovation sectors, including satellite technologies, Earth Observation data, geospatial applications and IoT-based solutions.
· Excellent communication, facilitation and stakeholder engagement skills.
· Excellent written and spoken English. Knowledge of Russian or Central Asian languages is an asset.
B. General professional experience
· Minimum 10 years of professional experience in innovation ecosystem development, entrepreneurship support, incubation/acceleration programmes, digital innovation or related fields.
· Proven experience working with Business Support Organisations, start-ups, SMEs, incubators, accelerators or innovation hubs.
· Demonstrated experience in assessing the capacities and needs of innovation support organisations and developing recommendations for capacity strengthening activities.
· Experience working in international technical assistance projects, preferably funded by the European Union or other international donors.
· Solid understanding of the challenges related to technology adoption, digital entrepreneurship and innovation ecosystem development in emerging markets.
· Experience in Central Asia or comparable regional contexts is an asset.
C. Specific professional experience
· Proven experience conducting ecosystem assessments, organisational diagnostics, maturity assessments or gap analyses of innovation support organisations.
· Demonstrated experience developing Terms of Reference, technical specifications or programme frameworks for capacity building and entrepreneurship support activities.
· Experience supporting the selection or evaluation of service providers, including assessment of technical proposals against predefined criteria.
· Experience related to space technologies, Earth Observation, geospatial data, IoT or other advanced digital technologies is highly desirable.
· Ability to provide practical recommendations for integrating new technologies into incubation and acceleration programmes.

The assignment will be implemented over a period of 6 months, including the preparation phase of the future BSO capacity building programme and the provision of technical support during the evaluation of proposals received following the publication of the related procurement procedure.
