Mission description

The deputy team leader will be in charge of coordinating the activities managed by Expertise France (EF) and within the framework of the project to support the fight and prevention against corruption and organised crime in the Republic of Moldova funded by the European Union, and will in particular manage component 4 of the project aimed at providing the secretariat for the coordinating body of donors working on this issue in the country. Based in Chișinău, she/he will be placed under the supervision of the team leader, and will work closely with the operational coordinator of the Project, the three component managers as well as the shared office of Expertise France in Moldova.

More precisely, she/he will be in charge of:

  • Steering and implementation of component 4

Provide the secretariat for the network of technical and financial partners that aims to support the fight against corruption in Moldova (convene meetings, prepare agendas, writing minutes, monitoring and sharing information, including progress);

Ensure coherence between all project components and their alignment with EU membership, and promote synergies between projects.

  • Support for the management and coordination of the Project - under the supervision of the team leader:

Support the definition of activities and resources planning in accordance with the European Commission’s Reform Agenda;

Contribute to the establishment of smooth and regular communication links with the institutions involved in the Project;

Support the team leader on a daily basis for the implementation of the project, particularly in the partnership dimension with the consortium’s partner agencies (CIVIPOL and UNDP), and ensure overall consistency between all the Project’s actions (support for the Project component managers, convening regular follow-up meetings...);
Ensure internal project management exercises (monthly reporting, annual reviews, operational and budgetary programming, in conjunction with the team leader);
Oversee the operational framework for deploying short-term expertise;
Support the preparation of working meetings.

  • Monitoring and evaluation, accountability and learning (M&E)

Supervise and facilitate the M&E, accountability and learning exercise;

Participate in the evaluations commissioned by the Delegation of the European Union, share the results of these evaluations and take into account the recommendations of the evaluators for improvement;

Participate in the evaluation of feedback and the dissemination of good practices (capitalization), in collaboration with the EF team based in Paris.

  • Participation in project governance

Support the organization of project governance bodies (convocations, minutes of steering committee meetings and follow-up technical committees);
Represent the project alongside the team leader with partners and governance bodies, and drafting related documents;

Support coordination with other implementing agencies (CIVIPOL and UNDP Moldova) to ensure complementarity of actions.

  • Reporting

Supervise/aggregate the technical reporting according to current procedures (donor reporting and internal planning reports/exercises at Expertise France);

Consolidate the interim and final technical reports for all project components (integrating the parts of the consortium partners).

  • Quality control of product deliverables

Monitor the quality of mission reports and deliverables produced by the experts, in collaboration with the team leader and the head of component 2.

-    Any other task required by Expertise France as part of the project.

Project or context description

The project aims to support, by 2029, Moldova in establishing effective, efficient, independent and accountable justice, prosecution and investigation systems capable of combating and preventing corruption, organised crime and financial crimes. (including money laundering).

This project consists of the following components:

1.    Capacity building to conduct and coordinate investigations on anti-corruption and financial crimes (including money laundering);

2.    Strengthening the operational capacity and integrity of judicial bodies to improve judicial proceedings and final convictions;

3.    Integrity framework – Integration of anti-corruption in the various public services.

4.    Coordination of the project and the Secretariat of anti-corruption donors in Moldova.

EF was mandated by the European Union to work on components 2 and 4.

The project is financed by the European Union and the French State, for a total of €10.250.000, including €7.250.000 for the financial envelope that EF will be responsible for. 
The expected implementation duration is 36 months (three years). 

Required profile

Qualifications and skills

  • Solid knowledge and understanding of issues related to the fight against corruption, financial crime (including money laundering) and organized crime, as well as international cooperation in Europe, particularly in Moldova;
  • Excellent command of written and spoken English; knowledge of Romanian and/or French would be an asset;
  • Good understanding of the EU enlargement process and sound knowledge of the acquis communautaire in the relevant areas (fight against corruption, financial crime – including money laundering – organised crime etc.);
  • Knowledge and experience of Moldova, in particular with the institutions concerned by the project (law enforcement agencies, prosecutors' offices, Ministry of Justice) would be an asset;
  • Ability to work independently and strong sense of responsibility; Excellent coordination and teamwork skills;
  • Strong interpersonal and intercultural skills, including diplomacy; Ability to develop complex action plans and coordinate their implementation;
  • Ability to write implementation reports;
  • Ability to work independently and manage multiple tasks and projects simultaneously;
  • Strong time management and organizational skills, with particular attention to detail; knowledge of European Union and/or Expertise France management procedures is an asset.

Professional experience

  • At least 5 years of experience in project management and implementation, as well as international cooperation, preferably in the context of EU enlargement. Previous experience in Moldova would be an asset;
  • At least 5 years of experience in the fight against corruption, financial crime (including money laundering) and/or organized crime;
  • Experience of more than 5 years in EU-funded projects would be a major asset.
