Mission description

Expertise France seeks to recruit a consultant or a team of consultants to carry out the final external evaluation of the mAIDan Ukraine Technical Assistance Facility. The evaluation will cover the full implementation period of the Facility, from September 2023 to August 2026, and will take place at a strategic moment, as a new phase of the mAIDan Facility is being launched.

This final evaluation will serve three main purposes. First, it will contribute to accountability towards the donor, the French Ministry for Europe and Foreign Affairs, Expertise France, and the Ukrainian partner institutions supported through the Facility. Second, it will provide strategic learning by identifying lessons learnt, strengths, limitations and good practices from the Facility’s flexible, multi-sector and demand-driven model. Third, it will support the valorisation of results by documenting the achievements, contributions and added value of the Facility in support of Ukraine’s resilience, reconstruction and European integration.

The evaluation is expected to provide an independent, evidence-based assessment of the overall performance of the Facility, including the relevance and effectiveness of its portfolio logic and governance model, its operational efficiency, its ability to adapt to a changing wartime context, its contribution to plausible effects and impacts, and the likely sustainability of results. It will also assess the extent to which the Facility has contributed to strengthening the visibility and positioning of French technical cooperation in Ukraine, including within the “Équipe France” ecosystem.

The evaluation shall follow the OECD-DAC criteria of relevance, coherence, effectiveness, efficiency, impact and sustainability. The methodology should adopt a utilization-focused and mixed-method approach, combining desk review, analysis of Facility-level and project-level monitoring data, portfolio analysis, semi-structured interviews, focus group discussions or group interviews where relevant, surveys if needed, and possible field visits in Ukraine subject to security conditions and approval by Expertise France.

The selected consultant or evaluation team will be expected to reconstruct and analyse the intervention logic of the Facility at portfolio level, while taking into account the diversity of projects, sub-projects and actions financed or co-financed by the Facility. Particular attention should be paid to contribution analysis, portfolio-level reasoning, triangulation of evidence, and the methodological limits of attribution in a conflict-affected environment.

The main deliverables will include an inception report, data collection and portfolio review, a debriefing note and presentation of preliminary findings, a draft final report, a final report, a communicative summary of approximately four pages, and restitution materials. The deliverables must be submitted in French.

Project or context description

Since the full-scale invasion of Ukraine by the Russian Federation in February 2022, Ukraine has faced major humanitarian, institutional, economic and infrastructure-related challenges. The war has created urgent needs in terms of continuity of public services, institutional resilience, recovery and reconstruction, while also accelerating the strategic importance of reformslinked to Ukraine’s European integration.

In this context, the French Ministry for Europe and Foreign Affairs launched the mAIDan Ukraine Technical Assistance Facility, implemented by Expertise France, in order to strengthen and structure the French technical cooperation offer to Ukraine. The Facility was designed as a flexible instrument able to respond to urgent and evolving needs linked to reconstruction and economic resilience, while also supporting Ukraine’s accession path to the European Union.

The Facility is implemented by Expertise France for a total budget of EUR 14.5 million over the period September 2023 – August 2026. It operates at national and subnational levels, including in Kyiv and selected oblasts and municipalities, depending on the interventions financed or co-financed. Its target groups include Ukrainian national administrations, local authorities and public institutions benefiting from the Facility and from its projects, sub-projects and short-term actions.

The mAIDan Facility operates both as a financing mechanism and as a platform for strategic and operational coordination. Its intervention model is multi-project, multi-sector and demand-driven. It finances or co-finances technical assistance projects, sub-projects and short-term actions, while supporting the identification of needs, the mobilisation of French public expertise, coordination with French stakeholders, and alignment with Ukrainian priorities.

The Facility supports Ukrainian public administrations and local authorities in a broad range of sectors, including governance, rule of law and anti-corruption, local governance and decentralisation, economic and financial governance, social protection and human development, defence and security, cyber resilience, innovation, digital transformation, inclusive growth, as well as ad hoc actions and emergency support.

The overall objective of the Facility is to mobilise French technical cooperation in support of Ukraine to address urgent needs and prepare for reconstruction and the EU accession process. Its specific objectives are to identify the needs and sectors in which French technical cooperation should focus its efforts, mobilise technical solutions to address the most urgent needs and initiate structural cooperation initiatives, and finance or co-finance technical assistance projects with leverage potential.

The Facility seeks to contribute to three main expected results: Ukrainian authorities are better prepared to carry out the reforms needed to plan and oversee reconstruction; Ukrainian authorities and institutions are supported in aligning their legal framework and practices with European standards; and French-Ukrainian cooperation, as well as the coordination of French and international efforts in support of Ukraine, are strengthened.

The Facility has been implemented in a highly demanding and volatile environment, shaped by security risks, destruction of infrastructure, rapidly evolving priorities, and the growing complexity of the international aid architecture in Ukraine. It has required close coordination with the French Embassy in Kyiv, the French Ministry for Europe and Foreign Affairs, the wider “Équipe France” ecosystem, Ukrainian institutional partners, French public institutions, and other international stakeholders.

The final evaluation will therefore be expected to take into account the specific nature of the Facility: a flexible, multi-sector and portfolio-based instrument implemented in a conflict-affected context, where the measurement of higher-level effects and impacts requires careful methodological choices, contribution-based reasoning and explicit attention to the limits of attribution.

Required profile

The assignment is expected to be carried out by a team of at least two experts with complementary expertise in evaluation, international cooperation, public administration reform and technical assistance. The proposed team should demonstrate strong experience in evaluating complex, multi-stakeholder and multi-sector cooperation programmes, preferably in crisis-affected, politically sensitive or reform-oriented environments.

The proposed expert or experts should hold a postgraduate degree in a field relevant to the assignment, such as public administration, organisational management, financial and administrative management, international cooperation, political science, monitoring and evaluation, or a related discipline.

The evaluation team should demonstrate:

  • at least five years of experience in public administration reform;
  • at least three years of experience in managing or implementing development cooperation projects or technical assistance programmes;
  • at least three years of experience in monitoring and evaluation, particularly in the implementation of external evaluations;
  • strong command of project-cycle management and monitoring and evaluation tools, including theory of change, logical frameworks, evaluation matrices and results-based approaches;
  • proven ability to conduct portfolio-level analysis, contribution analysis and evidence triangulation;
  • excellent analytical, writing, synthesis, communication and organisational skills;
  • prior experience in policy-making or policy evaluation, which would be considered a strong asset;
  • good knowledge of the Eastern Neighbourhood, Ukraine, EU enlargement and/or European integration processes, which would be considered an asset.

The evaluation team must have an excellent command of written and spoken French and English. Excellent command of written and spoken Ukrainian is also expected. Where Ukrainian language skills are not available within the proposed team, interpretation and translation resources must be included in the financial offer.

Additional information

Tenderers are expected to submit a technical offer demonstrating their understanding of the terms of reference, the proposed methodology, team composition, relevant experience, a detailed workplan, distribution of roles and responsibilities, and a draft evaluation matrix to be refined during the inception phase. The financial offer should include the overall budget, daily rates, breakdown of working days by expert and by phase, additional costs, translation or interpretation costs where relevant, and proposed payment terms.
