Mission description

a.       Conference Overview:

·       Name: Developing Green Budgeting Practices at regional and central level “Best Practices & Lessons Learned”

·       Location: Milan, Italy

·       Dates: 20 May 2026

 

This one-day event will gather around 40–50 participants including representatives of participating authorities, the European Commission, and local experts who have supported the project implementation. Conference agenda includes high-level opening speeches, panel discussions reflecting on participants’ journeys and challenges and opportunities around green budgeting and the green transition to foster peer learning and disseminate the knowledge built during the project.

 

General Objective: The final conference of the project will bring together project partners, Beneficiary Authorities, EU institutions, and expert partners to reflect on the progress achieved by the project and explore future directions for green budgeting in public policy and the green transition. It is designed to serve two key objectives:

 

§  To showcase the achievements, tools developed, and lessons learned, particularly focusing on Beneficiary Authorities supported. By highlighting concrete examples of institutional change, successful technical support, and implementation of methodological tools, the conference aims to strengthen mutual learning and exchange among stakeholders.

§  To contribute to the broader policy debate on how green budgeting and other green public financial management tools can support the alignment of public spending with climate and environmental goals, including innovative approaches to Green and Brown Budget tagging in terms of methods and tools, particularly AI

 

b.      Expert Responsibilities

On this purpose, the Green Budgeting and PFM Expert will work in close collaboration with the Facilitator of the Conference and the Project Team, while maintaining close coordination with moderators and peer panellists. The Expert will undertake the following tasks:

 

·       Preparation ( Max. 4 working days) April to May:

Ø  Contributing to conference preparation: Engaging in preparatory meetings with the event facilitator to refine the objectives, content, and expected outcomes of the relevant panel discussion session, with a particular emphasis on innovative approaches to green budgeting and the integration of AI.

·       Conference participation in Milan (1 working day) May 20th:

Ø  Participating as a panellist in the session on Innovative Approaches to Green Budgeting and AI, bringing strategic insights and practical experience to the discussion. The Expert will also actively enrich other sessions by posing thought-provoking questions and contributing forward-looking, evidence-based perspectives.

·       Reporting (Max. 5 working days): May 20th to June 1st :  

Ø  Participation in debriefing call with the organizing team

Ø  Draft a brief summary report (5-7 pages) with the key outcomes and messages of the Conference, particularly in terms of the innovative approaches discussed

Project or context description

Funded by the EU via the Technical Support Instrument and implemented by Expertise France, the project supports three administrations - Greece at national level, and Baden-Württemberg (Germany) and Lombardy (Italy) at regional level - in developing or strengthening green budget tagging methodologies tailored to their contexts. The project combines methodology development with capacity building and peer exchange, generating potential transferable approaches for other EU regional and national administrations.

 

The overall purpose of the project is to support the beneficiary authorities in their efforts to design, develop and implement green reforms for integrating climate objectives in the budget cycle and for redirecting public spending to green priorities. To this end, the project provides tailored technical support to the Ministry of Finance of Baden Württemberg (Germany) and the General Directorate of Climate and Environment of Lombardy (Italy) to develop and pilot test green budget tagging methodologies, strengthen skills on green budgeting methods, and learn peers from other EU regional and national administrations, and tailored technical support to the Hellenic Ministry of Economy and Finance (Greece) through peer-exchanges with other EU national administrations and tailored-technical recommendations based on the knowledge shared by peers and EU green budgeting best practices .

 

The project has to date contributed to improving green budget tagging methodological frameworks in Baden Württemberg, the development and pilot execution of a new framework for green budget tagging and improvement of inter-departmental collaboration in Lombardy; and providing tailored technical recommendations to Greece for  the improvement of tagging practices and for the introduction of new tagging practices, as tax and revenue tagging and SDG tagging.

Required profile

·       Proven experience (minimum 4 years) as speaker or panellist high-level international or EU events, particularly in the public policy, green budgeting or development cooperation fields.

·       Strong knowledge of green budgeting or climate action in public administration.

·       Excellent communication skills, including managing participatory and multi-stakeholder sessions.

·       Demonstrated ability to synthesize complex topics and steer engaging, inclusive discussions.

·       Fluency in English

·       Experience working with EU institutions or EU-funded projects is highly desirable
