Mission description

Expertise France is recruiting a resident financial control and fight against corruption Expert[1] for a 12-month assignment in Monrovia as part of the Financial Governance for natural resource management Project (renewable contract based on the performance under the total duration of the project, 48 months).

The selected technical expert, under the supervision of the project Team Leader, will be responsible for ensuring the proper implementation of the activities of the project's SO2 in relation to his/her field of expertise. He/she will be responsible for implementing these activities by carrying out technical missions in this area.

Based in Monrovia, he/she will work under the supervision of the Team Leader.

 He/she will be required to work closely with certain beneficiary’s authorities of the project including the national public institutions responsible for internal control (Internal Audit Agency –IAA-) and for external control (General Audit Commission –GAC-, Liberian Anti-Corruption Commission –LACC-, Public Accounts Committee of the Legislature –PAC-, Legislative Budget Office –LBO-) in Liberia.

 

The activities will be adapted to the requests expressed by the beneficiaries and to their specific context but will be focused, aligned with the ARREST agenda, on the following tasks:

   

·       Framework Standardization: Deploy specialized Risk-Based Internal Audit (RBIA) manuals to the Internal Audit Agency (IAA) to move toward a systematic, risk-focused approach across MACs.

·       Targeted Compliance Training: Provide technical training for internal auditors focused on payroll integrity and procurement compliance to prevent "ghost" transactions.

·       Automated Tracking System: Implement an Automated Audit Recommendation Tracking System for the General Auditing Commission (GAC) to ensure audit findings lead to concrete corrective action.

·       Legislative Integration: Support the Public Accounts Committee (PAC) of the Legislature in holding officials accountable for unresolved audit queries.

·       Secretariat Support: Provide technical support for a dedicated secretariat within the PAC and LBO to review audit reports and concession agreements.

·       Legal Sanctions Framework: Support the drafting of a legal "Sanctions Framework" for the Liberia Anti-Corruption Commission (LACC) for non-compliance with asset declarations, specifically for officials exiting government.

·       Investigation and Prosecution Capacity: Development of Guidelines to select cases for investigations, SOPs for the conduct of investigations and prosecutions; Support the LACC through coaching to investigate and prosecute corruption cases.

·       Verification Capacity: Support the LACC "Verification Unit" in cross-referencing asset declarations with bank and property records.

·       Institutional Evolution: Support the Bureau of State Enterprises (BSE) in its transition toward becoming the State-Owned Enterprises Authority (SEAL).

·       Legal Reform: Provide technical assistance for an omnibus SOE Act and subsequent regulations to clarify mandates and eliminate regulatory confusion.

·       SOE Governance and Performance Framework: Assist SEAL in developing a comprehensive SOE governance framework, including standardized board charters, performance contracts for CEOs, and a unified reporting template for all SOEs

·       Financial Discipline: Mandate International Financial Reporting Standards (IFRS) compliant reporting for all major State-Owned Enterprises (SOEs) (e.g., LEC, NPA, LPRC) to monitor fiscal risks.

·       Provide appropriate training in their financial monitoring and develop tools for efficient oversight. 

·       Capacity building activities: implement awareness campaigns among SOEs regarding reporting legal obligations and anti-corruption.

 

 Expert responsibilities will include (as indicative tasks):

·       Technical assistance

 o   Carry out technical assistance assignments on the subjects listed above;

o   Produce strategic deliverables for each assignment carried out;

o   Carrying out training plan development assignments and implementation;

o   Participate in the drafting of technical progress reports for the EUD on his/her topics;

o   Support the Team Leader in identifying Short-term expertise related to his/her area depending on beneficiary’s authorities’ needs

o   Support the coordination of actions between the TAs of the various PTFs on common area

o   Support the steering of capitalisation work

o   Support the project's visibility and communication activities, in particular in conjunction with the project Team Leader;

o   Support the steering of the monitoring and evaluation system (definition of indicators for each mission, etc.), in particular in conjunction with the Team Leader;

o   Ensure coordination and dialogue with other projects financed by the PTFs (in particular other EU projects and initiatives)

 

·       Coordination of stakeholders

The project can be used as a platform to maintain a dynamic dialog with the beneficiaries and the TFPs to catalyze this coordination, therefore support the government in the design and implementation of public financial reforms.

 The Expert must ensure regular sharing of quality information. This includes:

o   Establish mechanisms for cooperation with beneficiaries: comitology, information sharing;

o   Exchange regularly with EU and other relevant partners on the progress of the project;

o   Present the project to donors and help identify synergies;

o   Participate in focus groups between donors. Several projects related to PFM projects in Liberia - it will be essential to ensure regular monitoring and coordination with projects;

o   Identify partners, particularly European, relevant to the provision of quality expertise.

Project or context description

Background:

 

Liberia remains a nation in transition, grappling with the legacy of protracted conflict while striving to consolidate democratic gains and foster institutional stability. As a Least Developed Country, Liberia is characterized by significant institutional fragility and a high reliance on extractive sectors, particularly iron ore, rubber, and timber. These economic pillars, while vital for the national treasury, are frequently subject to challenges regarding transparency, sustainable management, and equitable revenue distribution. The demographic profile of the nation is exceptionally young, with approximately 78% of the population under the age of 35. This demographic "bulge" presents both a risk and an opportunity; the absence of economic stabilization and job creation efforts could lead to social unrest, while successful reforms could harness this youthful energy for national growth.

The political landscape underwent a significant shift following the peaceful democratic transition of 2023, which resulted in the inauguration of a new government in January 2024. This administration has articulated a bold commitment to anti-corruption, transparency, and comprehensive governance reforms. The central policy framework guiding this transition is the ARREST Agenda for Inclusive Development (AAID, 2025–2029). The AAID strategically links governance improvements, specifically the Rule of Law, with critical service delivery areas: Agriculture, Roads, Education, Sanitation, and Tourism. By ensuring that Public Financial Management (PFM) reforms directly support these policy outcomes, the government aims to maximize country ownership and deliver tangible benefits to its citizens.

To support this ambitious reform agenda, the European Union decided in December 2024 to provide a package of budget support and additional measures totalling EUR 63 million. Of this, EUR 56 million is allocated to direct budget support managed by the EU, while EUR 7 million is dedicated to additional technical assistance managed indirectly by Expertise France. The overarching objective of the budget support is to strengthen financial and economic governance while promoting sustainable management practices in the forestry and agricultural sectors. These sectors are critical for Liberia's food security and biodiversity preservation, yet they currently suffer from budget allocations that fail to meet operational needs, forcing a heavy reliance on external funding.

 

The project:

 

Overall objective:

To promote accountable and sustainable natural resources governance in Liberia through strengthened public financial management, effective domestic revenue mobilization, and an increased transparency system.


Specific objectives:

      Specific Objective 1 (SO1): Improve the effectiveness of public financial management and domestic revenue mobilization systems.

      Specific Objective 2 (SO2): Strengthen the framework for participation, accountability, oversight, and the fight against corruption.

 

Outcomes and outputs expected:

 

Outcome 1: Improved PFM and DRM Systems (Component 1)

      Output 1.1: Budget preparation, execution and reporting is strengthened for increased predictability, credibility and accountability

      Output 1.2:  Domestic revenue mobilization performance is improved, including from the natural resources sectors

Outcome 2: Strengthened Oversight and Integrity (Component 2)

      Output 2.1: Internal and external audit systems are bolstered.

      Output 2.2: Mechanisms for fighting against corruption are enhanced.

      Output 2.3: SOE Accountability and Efficiency is strengthened.

      Output 2.4: Civil Society and Public Participation are empowered for independent monitoring/oversight of public finance management.

Required profile

Qualifications and skills:

·       Master's degree or equivalent in a field relevant to the assignment;

·       Proven expertise in budget management in a public administration;

·       Proven taste for teamwork and networking;

·       Good interpersonal and communication skills;

·       Initiative, sense of responsibility;

·       Sense of organisation and rigour;

·       Autonomy, flexibility and responsiveness;

·       Analytical skills and ability to synthesise;

·       Proficiency in the Office suite (Word, Excel, PowerPoint, etc.) and other languages (Eviews, Stata, Python, etc.)

·       Diplomacy and discretion;

·       An excellent command of English is mandatory;

·       Knowledge of French would be an asset.

 

Work Experience: 

·       At least 10 years' experience in public finance management and in fight against corruption;

·       Experience in implementing international cooperation projects with African public institutions;

·       Experience in institutional support, capacity building, organizational strengthening, training and/or change management;

·       Experience of projects financed by international donors (in particular the EU)

·       Good knowledge of EU procedures;

·       Proven experience of working in a multicultural environment;

·       Experience in a complex institutional environment;

·       Field experience in Africa, particularly West Africa

The provisional duration of the mission is 12 months, renewable based on performance over the duration of the project (48 months).

The expert will be based in Liberia. The project team might be located within beneficiary’s offices and/or dedicated project office.
