Mission description

The successful candidate will serve under the supervision and responsibility of Expertise France and the Project Manager, providing day-to-day administrative, logistical, and operational support to the Project Team to ensure smooth project execution.

Following main tasks and duties are currently required: 

  • Manage correspondence, draft official letters, and maintain project filing systems.
  • Support preparation, editing, and formatting of project documents, reports, communication materials and presentations.
  • Organize and follow up on meetings: send invitations, manage attendance lists, book meeting rooms, prepare background files, organize catering, and translation/interpretation services if required.
  • Liaise with local authorities and service providers to ensure smooth event logistics.
  • Facilitate the travel of  staff and experts: book flights, hotels, and local transport, visa applications, etc.
  • Support procurement processes for services and goods in compliance with EU and Expertise France rules.
  • Assist with daily financial monitoring and budget follow-up, andmake payments in ATLAS system.
  • Maintain an up-to-date database of project partners, and support the Project Manager in following-up the project schedule.
  • Maintain project records and filing systems (contracts, deliverables, logistical and financial documents).
  • Prepare documentation for audits or evaluations.
  • Perform any other tasks as requested by the Project Manager.

Project or context description

About the project

The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.

Funded by the European Union, the overall objective of this program is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões – Instituto da Cooperação e da Língua, I.P., the International Finance Corporation (IFC), and the Fundación internacional y para iberoamérica de admón y políticas públicas (FIAP).

Expertise France is responsible for contributing to Specific Objective 1 and 2, focusing on: 

  • Outcome 1: Strengthen the policy and regulatory role of the National Waste Agency in boosting waste management services and creating circular business opportunities.
  • Outcome 2: Strengthen the effectiveness of Luanda’s provincial and municipal authorities’ solid wastes management plans, including promoting sustainability and circular business models (including recycling and recovery of materials).

EF project team is based in Luanda and is composed of:

  • Project Manager
  • Deputy Project Manager
  • Institutional Platform Coordinator
  • Technical Lead for outcome 1
  • Technical Lead for outcome 2
  • Communication and Awareness Officer
  • MEAL Officer
  • Project Assistant
  • Support functions integrated within the Country Office (finance, administration, logistics, etc.)

Required profile

Education:

  • University degree (Bachelor’s Degree) in in Administration, Business, Project Management, or related field.

Experience:

  • Minimum three (3) years’ experience in project administration, preferably in large-scale donor-funded projects (EU, UN, or any other bilateral/multilateral agencies).
  • Experience in organization of meetings, workshops, and events with multiple stakeholders.
  • Experience in managing travel logistics, visa processes, and international missions.
  • Prior exposure to reporting and audits is a plus.
  • Experience in working with multicultural teams.
  • Experience in Angola or similar contexts is desirable.

Skills:

  • Strong organizational and time-management skills.
  • Excellent drafting, reporting, and correspondence skills.
  • Excellent IT, database and document management skills (Microsoft Office suite  and online collaboration or document management tools).
  • Attention to detail and ability to multitask.
  • Resilience and ability to adapt to unforeseen circumstances.
  • Fluency in English and Portuguese (both written and spoken) is required.
