Mission description

The Anti-Corruption Fund (ACF) aims to strengthen public institutions in partner countries in the area of anti-corruption and to finance projects led by civil society actors and independent media. It is organized around two main components:

  1. Creation of an expertise platform to quickly respond to requests from public entities in beneficiary countries engaged in the fight against corruption. This expertise will focus primarily on:
    • The fight against money laundering and financial crimes;
    • Support for transparency of interests and assets of public officials (elected and appointed);
    • Organizational and technical strengthening of local LCC institutions.
  2. Funding for civil society and independent media projects, aimed at supporting initiatives for transparency, oversight of law enforcement, access to information, and transparency of public officials.

Particular attention will be paid to taking into account how corruption affects women and men differently with the aim of reducing its particular impact on women.

In this perspective, the FLCC will contribute to:

    • Support the missions of state and non-state actors in the fight against corruption, in particular their initiatives for gender equality
    • Improving knowledge, advocacy and inter-institutional dialogue on the one hand, and on the other hand between public institutions and civil society on the phenomena of corruption, and in particular their impact on women

Project or context description

Mission Description

  • This mission consists of assessing the skills of APC staff members in order to design a suitable training and skills strengthening program.

Mission objectives

The main objective of this mission is to assess the skills and abilities of APC staff members, with the aim of strengthening their effectiveness and performance in the fight against corruption. The results of the assessment will help design appropriate training and mentoring programs to ensure continuous skills development and improve the agency's performance.

Expected deliverables

  • Carrying out the assessment of the skills of approximately 15-20 APC staff.
  • Preparation of a report detailing the results of the skills assessment.
  • Development of personalized training and mentoring programs, based on the results of the assessment.

 

Required profile

  • Education and experience:
    • HR management diploma and/ or Training relevant to the mission.
    • Minimum 5 years of experience in skills assessment, human resources management, organizational development in the public sector or international organizations.
    • At least one successful experience in skills assessment and implementation of professional development/training programs.

Additional information

  • Specialized knowledge:
    • Knowledge of the issues related to the fight against corruption and governance in public institutions.
    • Knowledge of Montenegrin is desirable.
  • Skills and abilities:
    • Ability to work independently and to collaborate with different institutional actors.
  • LANGUAGES:
    • Fluency in English is desirable.

Duration of the mission

·       The mission is expected to last 3 to 9 months, with a total of 12 working days spread over this period. The distribution will be as follows: 10 days of work on site in Montenegro and 2 days remotely.

Date of taking up office

·       Preferably in April 2025.
