Mission description

General Objective

The objective of the assignment is to support EF in the in the design, formulation, and implementation of the Euroclima Action related to green finance and SME support in the Dominican Republic, enhancing climate-aligned business models and financial practices.

Specific Objectives

The consultancy will focus on:

  • Conducting a detailed diagnosis of the Dominican Republic's SME sector with respect to its potential for green business models and sustainable practices.
  • Formulating Terms of Reference (ToR) for specific project activities, including green finance programs, capacity building for financial institutions, and entrepreneurial support initiatives.
  • Defining key performance indicators (KPIs) to monitor the implementation of project activities, ensuring alignment with EU and EF requirements.
  • Providing technical expertise to EF’s teams and local stakeholders on green finance strategies, business model development, and entrepreneurship support.
  • Supporting EF in identifying funding opportunities and fostering partnerships with local and international stakeholders.

Description of the Assignment

The Senior Expert must perform the following activities:

1)    Diagnostic Assessment

  • Conduct an in-depth analysis of green finance opportunities and challenges in the Dominican Republic, focusing on the SME sector and its alignment with the country's green transition goals.
  • Assess the financial sector's capacity to support green business models and identify barriers to the development of green financial products.
  • Refine the logical framework.

2)    Formulation of Terms of Reference (ToR)

  • Draft ToRs for key activities, including capacity-building activities for SMEs, technical assistance to financial institutions, and the development of green business models.
  • Outline clear deliverables, timelines, and expertise requirements.

3)    Technical Support

  • Facilitate communication with key stakeholders to maintain project momentum.
  • Ensure the quality and consistency of deliverables.
  • Support EF in organizing and delivering capacity-building activities (incl. workshops, events) for Dominican financial institutions and SMEs to foster green finance and sustainable entrepreneurship.

4)    Monitoring and Evaluation (M&E) and Knowledge Management

  • Define key performance indicators (KPIs) and monitor for each action to track the project’s progress.
  • If applicable, support the sharing of best practices and the dissemination of information, including with other Caribbean countries.

Expertise France

Expertise France (EF) is a public agency and the French interministerial actor in international cooperation. It became the technical branch of the French Agency for Development Group (“Agence française de développement” in French / AFD Group) in January 2022. As the second largest agency in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries on a range of policy issues (e.g. sustainable development, governance, stability, health, education). It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs).

Euroclima

Euroclima is an EU-funded program financed, financed by Germany’s BMZ and France and Spain's foreign ministries, aimed at reducing climate change impacts in Latin America and the Caribbean.  This program supports 33 countries through mitigation, adaptation, resilience-building, climate investments, and biodiversity initiatives in line with the “Team Europe” spirit. Key implementing agencies, including EF, GIZ, ECLAC, FIIAPP, AECID, UNDP, and UNEP, coordinate on activities that align with each country’s climate priorities through structured Country Dialogues.
In July 2023, at the EU-CELAC Summit, the EU committed to a renewed bi-regional partnership, marked by the EU-LAC Global Gateway Investment Agenda (GGIA). This agenda seeks to bridge investment gaps in sustainable development through projects in climate-related sectors, aligning closely with Euroclima’s objectives and priorities. This cooperation highlights the EU’s commitment to shared climate objectives and investment mobilization in line with country-specific goals.

Euroclima in the Dominican Republic

In the Dominican Republic, Euroclima country action includes activities to support green economic transitions, particularly for SMEs. EF's role is to aid the financial and productive sectors in adapting to climate change, with an emphasis on facilitating access to green finance for local businesses. This Action aligns with the Dominican Republic's Green Taxonomy  and the EU's Carbon Border Adjustment Mechanism (CBAM), focusing on promoting sustainable, low-carbon business models and improving the local financial sector’s capacity for green project financing.

Required profile

A.    Qualifications and skills:
-    Master’s degree in Finance, Economics, or related field.
-    Excellent qualities/capacities in:
•    Communication, knowledge transfer 
•    Analysis and reporting
•    Problem identification and resolution
•    Decision-making and taking initiatives
-    Full professional proficiency in Spanish and English is mandatory.
-    Good knowledge of the EU Sustainable Finance Strategy and Green Financing Taxonomy
    
B.    General professional experience
-    At least 10 years of experience in one of the following fields: banking, finance, insurance, sustainable development or other relevant fields related to the Action themes.
-    Demonstrable experience to effectively communicate with public institutions and international partners.

C.    Specific professional experience
-    Experience in gap analysis for the implementation by private sector of public policy instruments related to Sustainable Finance.
-    Proven experience in the formulation and/or implementation of capacity building programs on sustainable financing or similar fields for banking, financing, insurance, corporates/ enterprises, international development agencies, etc.
-    Proven experience of dealing diplomatically with high-level public and/or private sector stakeholders will be a strong asset.
-    Previous experience in Dominican Republic and knowledge of Dominican financial institutions will be a strong asset.
-    Experience in the development and/or implementation of international bilateral or multilateral cooperation projects will be an asset.

Additional information

Form of contract: 
This consultancy will be managed under a framework contract with purchase orders for specific deliverables throughout the project period.
