Expected outputs and results
· Review of the existing legislation, existing internal rules and procedures, and sublegal acts of HPC.
· Meetings and interviews with key actors in HPC, in particular all HPC Standing Committees, as well as with other international counterparts supporting the beneficiary in this area.
· Revision of the EU4Justice Expert Reports on the level of implementation, problems, gaps, and difficulties identified in the existing Strategic Plan, with recommendations for actions undertaken under the New Strategic Plan, as well as an efficient monitoring mechanism for the progress of implementation.
· Consultation with HPC to jointly decide on the approach for drafting the New Strategic Plan and Monitoring Mechanism.
· Organize and conduct Roundtable on brainstorming the ‘Evolution Plans and Implementation Rate and Objectives of the New Strategic Plan 2025-2029’.
· Drafting jointly with HPC the New Strategic Plan and Monitoring Mechanism.
· Elaborate Mission Report.
Assisting the High Prosecutorial Council with a New Advanced Strategic Plan will ensure solid development, bringing tangible results in the overall HPC administrative performance. The support of EU4Justice Project for strengthening of the organisational and managerial function of the HPC also include setting up and managing a monitoring mechanism for the implementation of the strategic planning competences. Support to the HPC In the previous reporting period consisted of a revision of the existing Strategic Plan 2021-2024 state of implementation, defining new priorities for the next Strategic Plan, as well as assessment for a monitoring mechanism for the implementation of the Strategic Plan, based on EU standards and best practice. The Expert Reports have been shared with the HPC and are being revised by the institution. The second phase will entail open discussions on the priorities and drafting jointly with the HPC the strategic plan 2025-2029 and the monitoring mechanism for its implementation. An enhanced strategic planning, with new priorities defined, as well as a monitoring mechanism for its implementation, will lead to a strengthened organisational and managerial function of the HPC.
General professional experience:
· Not less than 10 years of experience in judiciary or prosecution system.
· Previous experiences with needs assessments, legal analysis, reporting, and legal recommendations.
· Consultancy experience in an EU Member State.
· Experience on international projects and team management.
Specific professional experience:
· Not less than 5 years of experience on Strategic Planning for institutions of the justice system.
· Extensive professional capability in dealing with governance institutions of the justice system.
Qualifications and skills:
· A very good command of oral and written English language (C2)
· Good command of Microsoft Office™ tools.
· Organizational and inter-personal skills.
· Strong problem-solving skills
· Excellent communication and analytical skills
· Technical writing
