Mission description

Expertise France seeks the services of a long-term International Expert / Head of the EU Integration component, for the EU-funded Project “Support to Justice Sector Reforms in Ukraine” (Pravo-Justice III). The IKE will steer and manage Project activities aimed at supporting rule of law-related parts of the EU accession process.

The interventions of Component 4 (EU integration) will focus on developing and implementing policy advice focused on the justice/rule of law parts of the accession process, supporting the transposition of EU legislation into national law, fostering coordination with other justice reform initiatives and maintaining a high level of engagement with EU Members States. The Component 4 will also covert activities linked to reinforcement of mediation and alternative dispute resolution, as well as the reform of legal education. 

As International Key Expert / Head of the EU Integration Component, the expert will be required to perform the following tasks under the supervision of the Project Team Leader:

  • Plan, steer, and manage implementation of all Component activities in accordance with the Project workplan and logframe, needs of beneficiaries, and Expertise France rules and procedures;
  • Proactively identify, prevent and mitigate the risks related to Component implementation, alert Project leadership to significant issues with respect to Project implementation;
  • Ensure regular and ad hoc reporting of the Component on the results achieved;
  • Ensure good liaison and coordination of interventions with other Components of the Project;
  • Manage the Component team consisting of two permanent national staffs (National Expert and Field Project Officer) by way of delegating responsibilities and tasks, providing advice, capacity building and feedback on performance;
  • Coordinate and oversee mid-term and short-term international and national experts, ensure quality control of deliverables produced by the experts;
  • Establish and maintain regular communication with the Project partners, beneficiaries, other internal and external stakeholders;
  • Ensure proper visibility and communication of Component-related outputs, in coordination and cooperation with the Communications Officer.

Project or context description

The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).

Required profile

The International Expert / Head of the EU integration will have:

  • An advanced Law Degree (Masters or PhD) from an accredited law school;
  • At least 20 years of professional experience in public affairs, with at least 10 years of experience in the judiciary;
  • Demonstrated experience supporting EU adhesion process of a candidate country;
  • Experience with technical assistance projects funded by the European Union or other international donors;
  • Fluency in written and spoken English. Knowledge of Ukrainian would be considered an advantage;
  • Demonstrated experience in project management, including at the senior level, would be an asset;
  • Previous executive position within a European Union / MS public administration/institution would be an asset.

The position is based in Kyiv, Ukraine. The expected assignment start date is January 2, 2024.
