Objectives and desired results
General Objective of the Assignment
Key stakeholders demonstrate measurable engagement with green and inclusive economic recovery messages, supported by clear, compelling, and accessible visual communication that enhances understanding and advocacy for sustainable practices.
Specific Objectives of the Assignment
To support the Facility in embedding visibility and communication into its activities, ensuring that activity materials are visually aligned with the European Union and the Facility’s mission and effectively convey messages that drive long-term, sustainable transformation.
Anticipated Results
Design communication materials and visual guidelines are developed to ensure that sustainability and inclusivity are consistently and effectively reflected in the Facility’s communications, enhancing the visibility, clarity, and impact of its activities.
Description of the assignment
The Graphic Designer will be responsible for designing templates for and laying out a range of communication assets, ensuring visual coherence and compliance with EU and EF guidelines, for various audiences such as:
Project-internal (i.e. for the EUD, the MoE or other key stakeholders of the Steering Committee)
Presentation and decks (e.g. internal updates, Steering Committee meetings)
Internal reports (e.g. yearly reports, evaluations)
Editable documents for internal use (e.g. newsletters, brochures, reports, briefs)
Activity-related (i.e. for activity beneficiaries)
Knowledge products (e.g. public-facing reports, toolkits, factsheets, guides)
Infographics (to visualise and simplify complex data and processes)
Banners and posters (for events, social media, and campaigns).
The Graphic Designer may support the Project Team with the following indicative activities:
Strategic collaboration and planning
Collaborating with the Awareness Raising specialist and Project Manager to define graphic needs.
Work closely with content creators[1] to ensure accurate visual representation of messages.
Visual design and production
Template design (foundational work)
Design branded templates for recurring materials, ensuring templates comply with both the EU’s Global Gateway Branding Guidelines and Expertise France’s Visibility Guidelines.
Document layout and production (using templates)
Layout and format content into designed templates
Adapt layouts as needed for different formats (print, web, social media) while maintaining visual consistency
Visual assets and data visualisation
Create bespoke visual assets such as banners and posters (for events, social media, campaigns) or infographics (to simplify and visualise complex data and processes)
Proposing creative visuals aligned with the Facility’s messages.
Quality assurance and brand consistency
Ensure all visual products are coherent with the organizations’ style, tone, and visual identity.
Adapt and revise designs based on internal feedback.

Content will be submitted by the Project Team to the Graphic Designer in English, in editable formats (e.g. MS Word).
The deliverables are sent by the Graphic Designer to the Project Team either in editable formats (for templates) or uneditable formats (for laid-out communication assets).
Frequent exchanges with Expertise France’s team (based both in Paris and in Colombo) will be necessary. These exchange can be done remotely.
Expertise France
Expertise France (EF) is a public agency and the French inter-ministerial actor in international cooperation. It became a subsidiary of the French Agency for Development Group (AFD Group) in January 2022. As the second largest agency of its kind in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries on a range of policy issues (e.g. sustainable development, governance, stability, health, education). It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs).

European Union Delegation to Sri Lanka and the Maldives
The European Union (EU) Delegation to Sri Lanka and the Maldives is the funding partner of the EU Green Recovery Facility[1]. Cooperation between the EU and Sri Lanka is based on the partners’ mutual respect for democratic principles and human rights and covers a number of key areas of cooperation, including; diversification of trade and investment; networking between EU and Sri Lankan business communities; strengthening technical, economic and cultural linkages and providing technical assistance to Sri Lanka to interact more effectively with the EU; supporting Sri Lanka’s efforts to improve the living conditions of the poorer sections of the population; green recovery, environmental protection and sustainable management of natural resources.
As part of the Global Gateway Initiative, the EU Green Recovery Facility is part of a series of EU funded initiatives being rolled out between 2021 and 2027 under the Team Europe Initiative (TEI) “Green Recovery”, which will mainly focus on green economic recovery and on valuing and protecting Sri Lanka’s rich biodiversity.

EU Green Recovery Facility
The EU Green Recovery Facility (The Facility) is a four-year intervention funded by the European Union (EU). It uses the current economic crisis as an opportunity to support Sri Lanka towards a more sustainable growth trajectory. The ultimate goal entails achieving a green (and blue) economy that is circular, carbon neutral, and socially inclusive; which, not only, is more respectful of biodiversity resources and socio-economic/demographic context, but would also provide much needed macroeconomic stability.
In this context, the Facility harnesses policy experiences and knowledge from the EU along with national and regional ones, to contribute to the green recovery (medium term) and transition (long term) of the Sri Lankan economy and society.
The Facility more specifically supports the mainstreaming of green economy (GE) challenges and objectives in the Sri Lankan policy landscape, as well as the facilitation of bringing GE policy to action by contributing to the following specific objectives:
SO1: Support the development and implementation of inclusive national green, blue and sustainable public policies, with participation of women and men in all their diversity.
SO2: Improve the business and investment climate in view of promoting an inclusive circular economy (both green and blue).
SO3: Increase accessibility and availability to green and sustainable finance.
The primary direct beneficiaries of the Facility are public institutions, particularly the Ministry of Environment and the Ministry of Finance, as well as government institutions focused on SMEs. Other direct beneficiaries include the private sector, financial institutions, and civil society.
Background and justification
Clear, visually engaging, and consistent communication is essential for the success of the EU Green Recovery Facility’s outreach and awareness-raising efforts. Well-designed visual content supports stakeholder engagement, ensures broader dissemination of project messages, and strengthens the Facility’s identity and credibility.
In this context, the Facility requires the support of a graphic design consultant to support the production of a range of high-quality communication materials aligned with EU and Expertise France branding guidelines.
[1] “EU Green Recovery Facility” is the “brand name” of the Green Policy Dialogue Facility (GPDF) initiative.
Education:
Proven Experience:
At least 5 years of experience in graphic design and layout services.
Experience working with development or international development programmes or organisations preferred.
Strong portfolio demonstrating ability to create visually compelling products for diverse audiences.
Experience designing for EU-funded projects would be a strong asset.
Experience designing with Sinhala and/or Tamil and/or other non-Latin alphabets would be a strong asset.
Skills and Qualifications:
Proficiency in graphic design software.
Ability to translate technical (e.g. sustainable development) content into accessible, engaging visuals.
Understanding of institutional branding and visibility guidelines, knowledge in particular of Expertise France’s and European Union Global Gateway’s guidelines will be appreciated.
Strong communication and collaborative skills.
Capacity to deliver high-quality results within tight deadlines.
Excellent communication in English.
