In April 2024, Expertise France (EF) has submitted a call for expressions of interest (EoI) for the implementation of Component 2 “Sustainable Blue Economy (SBE) in West Africa” and with the overall coordination of the WASOP programme.
At the time of publication of these ToR, EF is awaiting the result of this EoI. Yet, in order to start as soon as possible the formulation phase of the project in case of positive feedback, EF is launching the recruitment of a Consultancy with the following objectives:
· Provide EF with a better overview of the situation and the context (what exists, what is missing, etc.);
The final objective of the Consultancy is to provide EF with additional information to enable it to enhance its technical offer to best meet the needs and challenges of the blue economy in West Africa.
The Consultant will be in charge of carrying out:
1. Mapping
In addition to public policies and development projects, the consultant will also have to take into account the following initiatives (non-exhaustive) related to the BE in WA:
By taking these various initiatives into account, the consultant will be able to draw up a comprehensive map of the blue economy in the West African region, providing an overview of current efforts and opportunities for collaboration and development.
The mapping should take into-consideration the cross-cutting and inter-sectoral nature of the BE, which covers the following aspects:
2. Identification of the main stakeholders
The consultant will also identify the main stakeholders involved, such as government organisations, NGOs, private companies, academic institutions, etc., as well as their specific roles and responsibilities in implementing initiative on BE.

· Government players
· International and regional organisations
· Programmes & networks
· Civil society organisations
· Private sector
· Academic and research institutions
3. Recommendation for the instruction mission
Based on the results of the mapping, specific recommendations should be provided on priority countries to visit and key stakeholders to meet during Expertise France’s instruction mission. This could include national governments, development agencies, regional organisations, NGOs and private sector partners engaged in promising blue economy initiatives.
By identifying and understanding these key stakeholders, the final report will enable Expertise France to better target their actions and collaborations to promote the sustainable development of the blue economy in West Africa.
In his/her technical proposal, the Consultant can also propose any other information that s/he thinks is important to achieve the objective of this mission and include them in his/her technical offer.

Expertise France (EF) is a public agency and the interministerial actor in international technical cooperation. It became a subsidiary of the French Agency for Development Group (“Agence française de développement” in French / AFD Group) in January 2022. As the second largest agency in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries on a range of policy issues (e.g. sustainable development, governance, stability, health, education).
It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs).
Expertise France's Sustainable Development Department (SDD)
The SDD is one of the 6 thematic departments of the agency. With currently 30 projects in operation and 10 in development, for a volume of activity of 29 M€ in 2021, Expertise France's SDD supports its partners in the design and implementation of public policies in the fields of climate and territorial planning, access to urban services, energy, agriculture, and biodiversity. 75% of which is financed by the EU.

The West African (WA) coast, from Mauritania to Nigeria, is an area rich in biodiversity of aquatic/coastal resources, contributing to food and nutritional security, livelihoods, employment, exports, and foreign currency, and offering significant opportunities for economic and social development through the blue economy (BE).
As such the BE has been declared Africa’s Future in the African Union’s Agenda 2063, recognising the key role ocean resources play as a catalyst for socioeconomic transformation. Coastal industries, fisheries, cities and ports account for more than 55 % of West Africa’s GDP (World bank, 2017).
There are however major constraints to unleash the BE full potential. Marine ecosystems are threatened from the development of uncontrolled human activities on the coast that affect important habitats for biodiversity, including highly threatened mangroves. Illegal, Unreported, and Unregulated (IUU) fishing, degradation of marine ecosystems, hazard risks and marine pollution, are challenging the livelihoods of coastal communities, food security and the sustainability of the resources. Climate change is exacerbating this situation.
Lack of capacity, access to finance, transparency and adequate legal frameworks are preventing coastal states to exploit marine resources sustainably. The challenges for a sustainable integrated use and management of coastal resources, through blue economy, are thus high in the region.
The European Union (EU) has played a significant role in supporting initiatives to promote the development of the blue economy in West Africa. Through various programmes and initiatives, the EU is committed to enhancing the sustainability of marine resources and promoting inclusive economic growth in the region. These initiatives include the Programme for the Integrated Development of the Fisheries Sector in West Africa (PESCAO) and the Regional Programme for Fisheries Management in West Africa (PESCAO+), which aim to support coastal states in the sustainable management of fisheries resources and to strengthen regional cooperation in the field of fisheries.
In addition, the EU has launched specific initiatives to promote the blue economy in the region, notably through the European Maritime Affairs and Fisheries Fund (EAMEF) and the European Development Fund (EDF). These initiatives aim to strengthen the capacities of local players in the fisheries, aquaculture, maritime transport, coastal tourism and other sea-related activities sectors, while focusing on promoting employment, protecting the marine environment and combating poverty in coastal communities.
To continue supporting the region, the European Union will fund the West Africa Sustainable Ocean Programme (WASOP) to promote the sustainable integrated use and management of marine and coastal resources, through blue economy, in line with the Global Gateway (GG) objective of protection and sustainable use of natural resources, and nature-based solutions as the basis of a green recovery.
The overall Objective (impact) of this action is to enhance the sustainable and integrated use of ocean resources in West Africa boosting inclusive economic growth.
This will be carried out through three distinct components:
The project will be coordinated by the Cape Verde EU delegation (EUD).

· A technical offer, including :
oA resume highlighting the skills and experience in line with the required ones (5 pages max) for each expert (including at least 3 references) ;
oA technical offer presenting the Consultant understanding of the mission, the methodology, etc. ;
oA detailed workflow (including number of person.days per activity) ;
Incomplete bids will not be considered.
Location: The Consultancy will take place remotely but the expert must make themselves available for regular exchanges with the Expertise France team based in Paris at appropriate times.
