Description de la mission

As part of its actions in support of the Kenya Fisheries Service (KeFS), Expertise France is looking to recruit a high-level expert to develop and moderate a two-week workshop on how Monitoring, Control & Surveillance (MCS) can moderate domestic Illegal, Unreported & Unregulated (IUU) Fishing. The workshop should aim at presenting the best management practices on Monitoring, Control & Surveillance (MCS) implemented around the world, and examine how they could be adapted to the situation in Kenya. The workshop should cover the legal, technical, operational and management aspects allowing an efficient detection of IUU fishing occuring among the authorised fleets.

The selected expert will most notably:

  • Present the best state-of-the-art MCS systems worldwide, with a rough indication of their cost;
  • Supervise a KeFS team of expert, to study the current MCS system and procedures implemented by KeFS;
  • Together with that team, evaluate how Kenya practice compares to foreign best practice for 1) best stewardship of the resource and 2) detection of IUU fishing, both domestic and foreign;
  • Prepare recommendations with the team;
  • Present the conclusions and the recommendations to KeFS DG and top management at the end of the workshop.

The location of the workshop will be Nairobi or Mombasa (TBC). 

Description du projet ou contexte

The project “Go Blue - Strengthened, effective and integrated maritime law enforcement capacity and capabilities to protect the maritime domain and its sustainable development” (outcome 3) financed by the European Union Delegation in Kenya is implemented by Expertise France. The project aims to contribute to the development of the blue economy in Kenya through support to Kenya’s maritime security administrations in the next 3 years.

The Kenyan government established the Kenya Fisheries Service (KeFS), under the Fisheries Management and Development Act no. 35 of 2016, to be responsible for the conservation, management and development of Kenya's fisheries resources. Monitoring, Control and Surveillance (MCS) of Kenya fisheries is an essential governance tool for the sound management of the fish resource; Illegal, Unreported and Unregulated (IUU) fishing hampers such management.

In this framework, Go Blue will assist in the training of already experienced KeFS officers, to update them on tools and techniques making the best use of MCS to detect IUU fishing.

 

Profil souhaité

Qualification and skills

  • High-level qualification as fisheries officer, at management level.
  • Fluent in spoken and written English. Clarity of expression (lectures).

General and specific professional experience

  • A minimum of 10 years of professional experience in fisheries management.
  • Previous experience delivering similar MCS workshop will be considered a strong asset. 
  • Previous experience working with Fisheries in East Africa and/or Kenya will be considered an asset.

Social skills

  • Excellent coaching skills.
  • Tolerance and adaptability to the Kenyan way of proceeding.
  • Team spirit expected, along with the drive to get things done.
