Description de la mission

The objective of the consultancy is to assist EF in the identification and prioritisation of targets for the awareness raising and capacity building activities to be implemented under GPDF.

In close collaboration with the Project team based in Colombo, the Consultant will be in charge of carrying out the following activities.

Phase 1 – Inception phase

The consultant will analyse the of GPDF’s awareness raising and capacity building objectives on inclusive green economy, defined in the project description, and identify the different stakeholders/groups to be targeted: Influencers (CSOs, NGOs, CBOs, traditional Medias, social media influencers, religious authorities); the general public; the private sector (industries, MSMEs, chambers of commerce, financial institutions and communities, etc.); political actors; academia; youth and women organisations; etc.

At the end of phase 1, the consultant will deliver an inception report in which:

  • A review of GPDF’s awareness raising objectives.
  • The updated methodology for the consultancy will be updated, including a detailed presentation of each stakeholders/groups to be analysed in phase 2 and the explanation of the selection (if any).
  • The format and parameters to be used in the production of the matrix and power maps in phase 2.

Phase 2 – Mapping phase

The consultant will produce two maps to classify all the stakeholders identified in Phase 1:

  1. a matrix map. Parameters for this matrix are to be agreed upon at the end of phase 1; and
  2. a power map. Parameters for this matrix, to be agreed upon at the end of phase 1, could include the level of alignment with green transition objectives and the capacity to origin change/level of influence. The power mapping exercise will be central to identify the stakeholders to be targeted by awareness raising activities (high power and low alignment Stakeholders) and capacity building activities for empowerment (low power and high alignment Stakeholders)

These maps will be accompanied, for each stakeholder, by a detailed explanation of the classification in both maps.

Phase 3 – Prioritisation phase

The consultant will present a list of key stakeholders to be targeted by the awareness raising activities in order for the GPDF to achieve its objectives, based on the results of the mapping exercise. At the end of Phase 2, the maximum number of stakeholders to be identified in this list will be agreed upon.

For each of these stakeholders the consultant will present information on the potential:

  • main messages and levers to be used to drive action;
  • best ways to reach them and their time preferences (Is there a best day of the week and a best time of the day for each type of stakeholder outreach identified?);
  • key actors within each group.

Description du projet ou contexte

The Green Policy Dialogue Facility (GPDF), a 4-years intervention, seeks to use the current economic crisis as an opportunity to support Sri Lanka towards a more sustainable growth trajectory. The ultimate goal would entail achieving a green (and blue) economy that is circular, carbon neutral, and socially inclusive; which, not only, would be more respectful of biodiversity resources and socio-economic/demographic context, but would also provide much needed macroeconomic stability.

In this context, the facility would harness policy experiences and knowledge from the EU (e.g. the European Green Deal (EGD)), along national and regional ones, to contribute to the inclusive green recovery (medium term) and transition (long term) of the Sri-Lankan economy and society. Sri-Lankan based stakeholders point out the abundance of policy instruments, but regret the lack of implementation of these given policies.

The global objective of the project will be to contribute to the green recovery and transition of the Sri Lanka economy and society. GPDF will more specifically support the mainstreaming of IGE challenges and objectives in the Sri Lankan policy landscape, as well as the facilitation of bringing IGE policy to action by contributing to the following specific objectives (SO):

  • SO1: Support the development and implementation of inclusive national green, blue and sustainable public policies, with participation of women and men in all their diversity.
  • SO2: Improve the business and investment climate in view of promoting an inclusive circular economy (both green and blue).
  • SO3: Increase accessibility and availability to green and sustainable finance.

                 

The primary direct beneficiaries of the project will be the public institutions particularly, the Ministry of Environment and the Ministry of Finance as well as government institutions focused on SMEs. Other direct beneficiaries include the private sector, financial institutions, and civil society.

At the stage, the pre-identified sectors are: industry, water management, waste management, energy, transportation infrastructure, biodiversity and forestry.

With regard to gender specifically, the project is classified as a DAC 1 according to the OECD marker (project where gender equality is a significant objective).

Profil souhaité

Education:

  • A Master’s degree in Psychology, Anthropology, Sociology, Communications, Political Science, or other relevant discipline.
  • A PhD would be an asset.

Experience:

  • At least 7 years of proven experience in at least one of the following fields: behavioural science, development of communication strategies, awareness raising, etc.
  • Experience in mapping stakeholders/targets for awareness raising activities.
  • Experience in developing awareness raising strategies/activities.
  • An experience working on a least a field of green economy (sustainable energy, biodiversity conservation, Climate change, etc.) would be a strong asset.
  • Experience in analysing the political positioning of stakeholders would be an asset.
  • Experience in research in a field of behavioural sciences would be an asset;
  • Fluency in English is mandatory. French will be an asset.

Personal skills:

  • Excellent knowledge of Sri Lanka stakeholders.
  • Good writing skills: elaboration of diagnoses and methodologies, drafting of documents for structuring and initiating projects, summary notes;
  • Rigor and ability to write in a clear, precise and concise manner;
  • Global, synthetic and concrete vision;
  • Strong autonomy and interpersonal skills;
  • Solution-oriented.

Informations complémentaires

The total budget for the consultancy must not exceed 14 000€ including expertise cost (excluding taxes), transportation, living and other costs, if need be (see 3.5 of the ToR).

Submission deadline: 24th May 2023, 11:59 pm (Paris time).

Expertise France reserves the right to choose a candidate before this date.

Bid composition:

  • A technical offer, including :
    • A resume highlighting the skills and experience in line with the required ones (5 pages max) for each expert;
    • 3 references;
    • A 2-5 page memo including 1) understanding of mission context and issues and 2) initial methodology ;
    • A detailed workflow (including number of man-days per activity).
  • A financial offer, based on the attached template.

Incomplete bids will not be considered.
