Description de la mission

Reporting to the Programme Director based at EF headquarters in Paris, the Energy Technical Expert will join the ranks of a small group of other long-term consultants working with and for the GO Programme, each with its speciality. She/he will identify and ensure the implementation of technical activities related to the Energy component of the GO programme across the 25 OCTs.

To achieve this, the Technical Expert will work in conjunction with the programme team, which includes:

  • A "headquarters" based coordination unit located in Paris (Programme Director, Administration and Finance Manager, Project Coordinator, Project Assistant, Communications and Media Manager, and extensive other non-Programme specific support also based at the Expertise France HQ).
  • Three Regional "field" coordinators based in 1) the Caribbean, 2) the Pacific, and 3) Paris.
  • Other thematic experts focusing on the programme's priority themes and issues (Resilience, Energy Transition, Monitoring & Evaluation, Communications & Visibility, and Gender), based in Paris, or abroad.

The Energy Technical Expert will be responsible for the successful implementation of activities to strengthen Energy Transition across the OCTs, including the following tasks:

Provision of technical expertise:

  • Support OCTs in developing proposed actions and subsequent terms of reference on Energy Transition related topics as part of the GO Facility, including writing Technical Specifications for pilot projects (infrastructure and equipment);
  • Produce ad-hoc technical deliverables in the field of Energy Transition upon request (for example, summaries of field visits and consultations, needs and gaps assessment, action plans, mappings of relevant stakeholders at local, regional and international levels, strategic sectoral and geographical assessments etc.);
  • Review upon request the technical deliverables produced by contractors or other experts contracted by the Programme as part of the GO Facility and GO Communities and provide the appropriate quality control;

Facilitation and Capacity-building:

  • Organize and participate in bilateral and multilateral workshops on Energy related topics with the OCT partners/beneficiaries of the Programme;
  • Participate in capacity-building activities for project beneficiaries on Energy Transition related topics;
  • Support the Monitoring, Evaluation and Learning efforts of the Programme in the Energy Transition area;
  • Facilitate the sharing of best practices and the dissemination of information among the programme beneficiaries;

 

Programme management support:

  • Promote, facilitate, and guide Energy Transition related topics, both strategic and operational, within the team and with the Programme's external partners and beneficiaries;
  • Ensure the technical reporting of the Programme on topics related to Energy;
  • Support the capitalization and dissemination efforts of the programme outcomes and lessons learned on Energy Transition related topics.

This job description is not exhaustive. In general, the Energy Technical Expert will be highly instrumental in ensuring the achievement of the contractual objectives of the programme related to the Energy Transition theme and will have to carry out any and all activities necessary for the proper execution and ultimate success of the programme.

Description du projet ou contexte

In accordance with the commitments of the European Union with regard to its Overseas Countries and Territories, and those of the United Kingdom, and in particular the Overseas Association Decision (OAD) and the 2015-2020 strategy of the Overseas Countries and Territories Association (OCTA), the Thematic Programme, AKA the Green Overseas “GO” Programme, was conceived and launched to support the 25 European and British Overseas Countries and Territories (OCTs).

The GO Programme aims to contribute to the sustainable, resilient, and inclusive development of OCTs. Two specific objectives are targeted, namely: (i) to increase their resilience to climate change, including through gender equality; (ii) to further develop their low carbon energy transition. This 17.8-million-euro programme is implemented by Expertise France (EF) for a total duration of 68 months - through April 2026.

The main programme beneficiaries are the 25 OCTs including their governments, national, regional and local authorities, the private sector, civil society actors and citizens.

The list of OCTs is the following:

  • Aruba, Bonaire, Curação, Saba, Sint Eustatius, Sint Maarten
  • Anguilla, Bermuda, British Antarctic Territory, British Indian Ocean Territory, British Virgin Islands, Cayman Islands, Falkland Islands, Montserrat, Pitcairn, South Georgia and South Sandwich Islands, St Helena, Ascension Island, Tristan da Cunha, Turks and Caicos Islands
  • French Polynesia, French Southern and Antarctic Territories, New Caledonia and Dependencies, Wallis and Futuna Islands, Saint Barthélemy and Saint Pierre and Miquelon
  • and Greenland.

 

Since the inception of the Programme, the team has been exchanging and liaising extensively and consistently with the programme beneficiaries and partners in order to identify the needs of the targeted OCTs and to develop an adapted strategy and associated activities in order to support the climate change resilience and energy transition needs of the beneficiaries.  Two main implementation modalities have been selected to reach the objectives and achieve the outcomes of the GO Programme:

  • The “GO Facility”: each OCT are invited to submit requests for specific activities at the territorial/national level, within a pre-determined maximum financial range;
  • The “GO Communities”: each OCT is invited to participate in collective activities at the regional or inter-regional level on transversal issues.

 

Both modalities may contain similar types of activities: technical assistance, studies, training, webinars, workshops, field visits, pilot (for the Facility) and demonstration (for the GO Communities) projects. To the extent possible, the GO Programme will ensure synergies between the two modalities.

Both modalities will be supported by an online information and knowledge exchange web portal called the GO Platform. In practice, the GO Platform will take the form of a dedicated extranet that will be accessed via the GO Programme website. Stakeholders from beneficiary countries and territories will be able to log in to access various resources associated with both the GO facility and the GO Thematic Clusters (e.g. training or guidance materials, deliverables) as well as additional specific information on the GO Programme. Beneficiary countries and territories will also be able to upload documentation and share information and experiences. Both the GO Programme website and platform are currently under development.

Profil souhaité

Skills required

  • Master's degree in a relevant discipline (Engineering, Economics, Environment, etc.),
  • Strong ability to adapt and work in a demanding context and a multicultural environment,
  • Ability to lead technical exchanges to develop operational solutions,
  • Perfect command of office automation and desktop publishing tools,
  • Excellent command of English and French, both written and spoken, is essential.

Professional experience

  • At least 10 years of experience in international cooperation in the field of energy (institutional dialogue, capacity building, workshop facilitation, consulting, technical studies...).
  • Strong field experience in energy in island environments, preferably in the Overseas Countries and Territories of the European Union and the UK.
  • Expertise in one or several of the following areas: policy and regulation for energy transition - renewable energy storage, integration and RE waste management - energy efficient buildings and appliances  - eco-mobility and low-carbon transport.
  • Familiarity with EU-funded international cooperation projects.
  • A sound knowledge of gender-responsive approaches to energy transition.
  • A good understanding of the international governance efforts on climate change adaptation and climate finance and of the overall policy context within which the GO Programme is implemented.
  • Excellent and proven capacity for drafting operational planning related to specific objectives and associated activities with well-defined outputs, timelines and associated budgets
