Description de la mission

Working under the authority of the Urban Development and Circular Economy unit (HQ) and in close collaboration with the senior expert, the ASEAN expert will contribute to the implementation of most activities of a programme carried out in the ASEAN region (see programme description below).

Based in Jakarta, the expert will contribute to planning, organizing and facilitating consultations, meetings and workshops at national levels. She/he will also participate in liaising with the ASEAN member states to ensure their full commitment in the activities. She/he will ensure efficient information flows between the different stakeholders, as well as the adequate visibility of the programme.

 

She/he will carry out the following tasks:

 

  1. Capacity building and regional cooperation:
  • Support the review of existing literature and reports in the partner countries on ship waste management regulations, practices and challenges;
  • Support national consultation meetings with 10 ASEAN countries;
  • Support discussions at MTWG meetings on the issue of SWM;
  • Organise and facilitate events planned during the project (1 EU study tour, 3 to 4 regional workshops, several technical meetings and consultations); ie all logistical elements: drafting of agendas, identification and briefing of speakers, drafting/review of presentations and other training materials, confirmation of participants, support visa requests, etc.

 

 

 

  1. Regional strategy

Support the identification and analysis of ship waste management issues at national levels, which will feed into the development of a national strategy; draft summary notes as input to such a strategy;

  • Support the development of an ASEAN sustainable ship waste management strategy which summarizes conclusions and recommendations from consultation meetings and discussions;
  • Support discussions with the MTWG and STOM regarding national implementation;
  • Support the preparation of concept notes / an outline for national Ship Waste Management plan for each member state.

 

  1. Monitoring, reporting, capitalisation:

Prepare, with the senior expert, technical notes and inputs in preparation of project steering committee meetings;

  • Prepare, with the senior expert, progress reports for every 6-month reporting period;
  • Support the dissemination of results, experiences and best practices;
  • Support the monitoring and evaluation process;
  • Ensure the logistical organisation of missions and events: travel preparation (flight tickets, mission orders), relationship with service providers (hotel, restaurant/caterer, translation services, etc.);
  • Carry out administrative and accounting management (follow-up on expenses and supplier invoices, check the compliance of supporting documents and invoices, archive all accounting and financial documents).

 

This job description is not exhaustive. The expert will be part of the achievement of the two results. He/she will contribute to the needed activities related to these results and provides technical inputs. He/she will do everything possible to ensure that these targets are met.

Description du projet ou contexte

With a support from the Agence Française de Développement (AFD), Expertise France will implement a programme which aims at improving the overall efficiency of ship waste management within the South-East Asia. The project will contribute to the achievement of sustainable development goals for ASEAN countries, by reducing the number of illegal discharges of waste from ships into the marine environment.

 

The project will enable the ASEAN MTWG/STOM to develop a systematic approach to regional Ship Waste Management through the identification and harmonization of a number of relevant issues and provide recommendations of regional importance in an ASEAN Sustainable Ship Waste Management Strategy. This regional program relies on other experiences and activities carried out in Asia e.g. “The Rethinking Plastic” project which was implemented from 2019 to 2022.

 

Hereafter the 2 expected main results and a short description of their related activities:

  • Result 1: a regional cooperation framework has been elaborated with ASEAN Member States (AMS) to develop recommendations to improve ship waste management.

Related activities: 1. organisation of a 3 day study tour in EU for representatives of AMS ; 2. organisation of national consultations on the waste management situation for each AMS; 3. Organisation of technical meetings and workshops with AMS according to their needs (to be discussed and agreed with MTWG/STOM); 4. Identification of ship waste management measures of regional importance that affect delivery behaviour and competition between ports; formation of recommendations for harmonization and implementation.

  • Result 2: a sustainable ship waste management strategy for ASEAN has been developed to support the development of national roadmaps on sustainable waste management.

Related activities: 1. Organisation of a series of meetings to discuss and agree with MTWG/STOM on relevant recommendations for regional harmonization; 2. Production of an ASEAN sustainable ship waste management strategy, to be shared and validated by the relevant stakeholders (AMS, MTWG/STOM); 3. Preparation of a plan for national implementation of the regional strategy.

For this programme, Expertise France is seeking 2 key experts:

-a senior technical expert (Ship Waste management) who will be in charge of the planning and the implementation of the programme,

-an ASEAN expert who will support the senior expert in implementing all activities and facilitating dialogue with ASEAN and all member states.

Profil souhaité

Qualifications and skills

  • At least a master’s degree in a related subject including ecology, social sciences & economics, political sciences & governance, waste management;
  • Good knowledge of capacity building processes and institutional governance;
  • Good knowledge of ASEAN as an institution;
  • Excellent knowledge of the South-East Asian context;
  • Good Knowledge of the international framework on ship waste management;
  • Very strong aptitude to navigate multi-actor dialogues and organisations;
  • Excellent writing and oral communication skills;
  • Strong working capacity, autonomy, flexibility, organisation, responsiveness;
  • Pedagogical qualities;
  • Full office automation tools proficiency;
  • Complete fluency in English (spoken and written), speaking regional language will be an asset.

 

General and specific professional experience

  • At least 8 years’ experience in international cooperation projects and multi-actors environment;
  • At least two significant experiences on the topic in one or several South-East Asia countries;
  • Several proven experiences in needs’ assessments, work plan elaboration, feasibility studies, legislative and technical assistance to national and local authorities;
  • Experience in drafting recommendation papers, guidelines for law reform or policy amendments, particularly in ASEAN countries;
  • Experience in facilitating the sharing of good practices, establishing cross-sectoral institutional and private stakeholders’ networks;
  • Experience in network management, multi-actor concertation and institutional dialogue, a former experience in ASEAN will be an asset;
  • Experience in preparing and facilitating training sessions (workshops, webinars).

Informations complémentaires

  • Location : Jakarta, several short-term field missions in ASEAN countries;
  • Duration : 20 months;
  • Starting date : May 2023;
  • Type of contract: Service contract. The offered position is to be filled for 200 day work load (beaded expertise). The contract duration is 20 months, renewable if the services are deemed satisfactory by Expertise France.
