Description de la mission

The position is part of the Colombo-based Implementation Team (the Team) which will be responsible for: (i) defining and implementing the intervention strategy; (ii) overall project coordination, and stakeholders information and consultation; (iii) the implementation of the communication and visibility strategy, and the M&E system; and (iv) the administrative and financial management of the project.

The Sustainable Consumption & Production (SCP) expert will be part of the GPDF team based in Colombo. The role is a senior and substantive one informing all of the GPDF activities on IGE issues. SCP is a key cross-cutting thematic area of the GPDF project and will be a central focus of its activities. 

The SCP expert will take the lead in the implementation of all activities directly related to mainstreaming SCP at policy level, including related EU instruments and incentives schemes; supporting dialogue between EU and Sri Lankan based public and private sectors stakeholders; and overseeing the overall advocacy towards SCP practices.

Indicative tasks to be carried out would include:

  • Design, develop and formulate the project’s roadmap on SCP, including the indicators to monitor its implementation and results.
  • Provide leadership and substantive inputs on SCP across all GPDF activities.
  • Inform the policy dialogue on the best international practices on SCP, Extended Producer Responsibility (EPR), etc. and on related European legislation (European Green Deal, New Circular Economy Action Plan,).
  • Collaboratively review and assess existing policy instruments, and legislation, and their implementation (identifying challenges) on SCP at national and sectoral levels.
  • Lead the process of developing recommendations for SCP policy alignment with European legislation and the private sector challenges and formulate actions to be undertaken under GPDF.
  • Identify key areas of SCP policy gaps requiring GPDF support especially in relation to circular economy.
  • Develop and oversee interventions to address the identified gaps.
  • Work with relevant national multisectoral stakeholders to develop knowledge and capacity on SCP and identify gaps for follow-up.
  • Develop innovative methods to inform stakeholders on SCP know-how and practices through digital platforms.
  • Participate in the development of other EU-funded programmes and projects on sustainable production, distribution and consumption in Sri Lanka.
  • Manage, supervise and coordinate the work of related short-term experts and service providers.
  • And any other related activities.

Description du projet ou contexte

The Green Policy Dialogue Facility (GPDF) is a four-year intervention funded by the European Union (EU). It seeks to use the current economic crisis as an opportunity to support Sri Lanka towards a more sustainable growth trajectory. The ultimate goal would entail achieving a green (and blue) economy that is circular, carbon neutral, and socially inclusive; which, not only, would be more respectful of biodiversity resources and socio-economic/demographic context, but would also provide much needed macroeconomic stability.

In this context, the facility would harness policy experiences and knowledge from the EU (e.g. the European Green Deal), along national and regional ones, to contribute to the green recovery (medium term) and transition (long term) of the Sri-Lankan economy and society.

GPDF would more specifically support the mainstreaming of green economy (GE) challenges and objectives in the Sri Lankan policy landscape, as well as the facilitation of bringing GE policy to action by contributing to the following specific objectives (SO):

  • SO1: Support the development and implementation of inclusive national green, blue and sustainable public policies, with participation of women and men in all their diversity.
  • SO2: Improve the business and investment climate in view of promoting an inclusive circular economy (both green and blue).
  • SO3: Increase accessibility and availability to green and sustainable finance.

The primary direct beneficiaries of the project will be the public institutions particularly, the Ministry of Environment and the Ministry of Finance as well as government institutions focused on SMEs. Other direct beneficiaries include the private sector, financial institutions, and civil society.

The Green Policy Dialogue Facility, which should start in Q2 2023, will be the first bilateral project to be implemented by Expertise France in Sri Lanka.

Profil souhaité

Education

Minimum of a master’s degree in Engineering (Environmental, Industrial, Waste Management, Hydraulic, etc.), Political Science, Sustainable Business, Sociology or other relevant discipline.

A specialised training on SCP will be an asset.

 Proven Experience

  • At least 6 years of experience in greening production lines, formulating SCP policy instruments, setting up EPR systems, eco-design, and/or on sustainable waste management (including the waste hierarchy - reduce, reuse, recycle).
  • Experience in supporting public and private sectors stakeholders in the definition, design and implementation of SCP practices and labels.
  • At least one experience in advocacy.
  • Experience in South or South-East Asia is a strong asset.
  • Private sector experience is a strong asset.
  • Experience in project development and/or implementation with a cooperation agency or an NGO is an asset.
  • Experience in economic and/or cost-benefits analysis is an asset.
  • Management experience is an asset.

 Qualification and skills

  • Excellent knowledge of European legislation (European Green Deal, New Circular Economy Action Plan, etc.)
  • Good knowledge of international best practices on SCP, ERP, etc., in particular within the European Union.
  • Knowledge of related European initiatives regarding the promotion of sustainable products and consumer empowerment (eg. proposal for a Regulation on Eco-design for Sustainable Products, proposal for a revision of the Construction Products Regulation, proposal to Empower Consumers in the Green Transition, Eco-design and Energy Labelling Working Plan 2022-2024, etc.) is an asset.
  • A full professional proficiency in English is a requirement.
  • A professional working proficiency in French is a strong asset.
  • Technical and political analytical skills.
  • Ability to communicate well and reach out, both verbally and in writing, with a wide range of stakeholders, including with high-level policy makers.
  • Excellent interpersonal skills and good interpersonal and teamwork skills, diplomacy and adaptability.
  • Personal qualities of integrity, impartiality, credibility, and commitment to the mission of the organisation/project.
  • A strong sense of organisation, rigour and autonomy is required.
  • A strong ability to be dynamic, proactive and a creative force is expected.

  • Full-time.
  • For Sri Lankan candidates: Wage portage.
  • For non Sri Lankan candidates: French law employment contract (CDDU).
