Description de la mission

Job purpose

The Programme Manager is one of the front-line lynchpins of RESEMBID’s operation. The position attends to the implementation of the Sustainable Energy project portfolio. The core of her/his added value in this role is making sure that it happens: ensuring the effective and efficient implementation by implementing partners on the ground of the national and regional projects under her/his responsibility, whilst maintaining impeccable relations with all stakeholders at all times.

Key accountabilities:

  1. Project management:
  • Monitors implementation of projects by implementing partners in the OCTs, in line with workplans, overseeing: achievement of outputs, execution of activities in an effective and timely fashion.
  • Follows the substantive evolution of projects, ensuring they are on track to achieve their strategic objectives (outcomes), contributing in turn to expected overall impact
  • In the closest collaboration with OCTs, brings to closure rapidly (i.e. finalisation of design, approval and contracting) projects currently pending in the pipeline, with a view to ensuring readiness for implementation in Q4 2022/Q1 2023 at the latest.
  • In close collaboration with the Senior MEAL and Repotting Specialist, coordinate the monitoring- evaluation-and-reporting aspect of design and implementation of all projects in portfolio under her/his responsibility
  • In close collaboration with the Manager, Communications and Visibility, identifies, substantively informs and coordinates implementation of communications and visibility opportunities and/or initiatives in all projects in portfolio under her/his responsibility
  • Analyses information emanating from projects, including but not limited to, reports; provides periodic feedback to team, including troubleshooting, on a structured and ongoing basis

 

  1. Relationship management
  • Nurtures and maintains impeccable relations with all 17 partners, including, critically, the 12 OCTs.
  • Whilst deploying expertise of implementation of technical cooperation, emotional intelligence, diplomatic skill and substantive understanding of sustainable energy issues, ensures fluid two-way communication with implementing partners, based on trust and credibility

 

  1. Programmatic and team-based outlook
  • Successfully reconciles a specific focus on project portfolio and sector of responsibility on the one hand, with the need to relate to the Programme’s broader programmatic strategic objectives on the other hand.
  • Maintains a cross-cutting, team-based approach, avoiding a siloed outlook
  • Brings an open, congenial, collegial approach to relations with a closely knit, human-centred team
  • Prepares and/or contributes to briefs, reports, presentations or speeches as required
  • Any other duties or tasks related to the implementation of the Programme, as required

 

Organisational Setting and Reporting

The position is based full time on Sint Maarten and reports to the Director. The incumbent works very closely with the entire team, within a horizontal, collaborative, non-hierarchical environment focussed on locally owned and driven human development, the OCTs and development impact.

The Caribbean OCTs Resilience, Sustainable Energy and Marine Biodiversity Programme (RESEMBID) is a €42M programme financed under the 11th European Development Fund (EDF) Caribbean OCT Regional Programme and serves the 12 Caribbean OCTs:

  • Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Turks and Caicos Islands
  • Aruba, Bonaire, Curaçao, Saba, Sint Eustatius, Sint Maarten
  • Saint-Barthélemy

 

The Prime Minister of Sint Maarten serves as the Regional Authorising Officer (RAO) for the 11th EDF Caribbean Regional Programme, and in this capacity represents the 12 Caribbean OCTs vis-à-vis the EU. The RAO plays a key role in information sharing, knowledge management, and in liaising with national authorities and other stakeholders of the Caribbean OCTs.

The Programme team is based on Sint Maarten and is supported by Expertise France Headquarters at Paris.        The overall objective of the Programme is to advance sustainable human development in the Caribbean OCTs by working in three areas of key strategic importance for the OCTs: deepening resilience to extreme weather events, moving towards a low-carbon economy, and protecting and/or restoring marine biodiversity in the Region. Participatory, OCT-driven formulation is at the heart of the approach of the Programme, with environmental sustainability and gender incorporated as important cross-cutting considerations.

Accordingly, the three priority focus area of the Programme are:

 

  • Increase energy efficiency of infrastructures with high impact on energy consumption (Sustainable Energy)
  • Improve protection and sustainable management of the marine biodiversity of OCTs (Marine biodiversity)
  • Strengthen the resilience of Caribbean OCTs to adapt to extreme and recurrent natural events (Resilience)

Thanks to an intensive and rigorous consultation, formulation and design effort carried out in close collaboration with the OCTs, the Programme today boasts a portfolio of 50+ quality, high-impact projects, with a mix of national and regional, for an overall budget of some €26M, fairly evenly distributed across the above areas. About half of these are currently under implementation, with the other half in the very latest stages of finalisation and expected to come on stream by year’s end.

Profil souhaité

Professional experience

  • Minimum 10 years’ practical experience in management/implementation of technical/development cooperation (ODA) programmes on the ground essential.
  • Familiarity with the sustainable energy sector and technical assistance in the field of sustainable energy, a considerable asset
  • Practical experience in the implementation of the project cycle: project identification, formulation, design and evaluation essential
  • Experience with multilateral programmes an asset
  • Experience interfacing with public sector institutions and non-governmental organisations on the ground an asset

  • Demonstrated capacity to manage effectively human and institutional relationships, based on credibility and trust
  • Demonstrated capacity to oversee the implementation of structured workplans
  • Conversant and at ease with tools and processes of accountability

Qualifications and skills

  • Master´s degree in economics, international relations or other social science, or management. Additional qualifications in another field relevant to the specifics of the assignment – e.g. energy in a development context – may be an asset. Solid relevant practical experience may be accepted in lieu of postgraduate qualification
  • Strong grasp of project development and management tools, including logical frame
  • Understanding of principles and methods of MEAL
  • Excellent understanding of the Caribbean region
  • Articulate, with excellent ability to speak and write English fluently and compellingly; French desirable
