The overall objective (Impact) to which this action contributes is: Improved detection of and mitigation against risks related to CBRN materials or agents and risks related to installations or sites through the EU CBRN Centres of Excellence Initiative and associated actions.
Increased national and regional capacity of the partner countries in protecting humans, animals and environment from accidental or intentional release of pathogens based on a One-Health approach and enhanced regional and international cooperation I would still suggest to include the formulation of specific objective as: Increased capacity of partner countries to deal with safety and security challenges related to biological threats and CBRN related disaster relief (as output 1.3 of Specific Objective 1 of AAP 2021)
Result 1: The legislative framework in the Partner Countries is strengthened in compliance with international requirements and regulations.
Result 2: Risk assessments methods for biosafety and biosecurity are elaborated and put into practice in the Partner Countries.
Result 3: Biological risks in laboratories/facilities are reduced, at national and regional levels through establishing a Biorisk Management System
Result 4: The proliferation risks are reduced through establishment of a framework for Dual Use Research of Concern.
Result 5: The public health risks are reduced through enhanced management of biological waste.
This project aims at improving the Partner Countries as well as overall regional capability in protecting humans, animals and environment from accidental or intentional release of pathogens. The current Biosafety and Biosecurity Initiatives and their weaknesses will be identified during the 1st phase of implementation in order to develop a coordinated regional mechanism and provide support for Actions to address the gaps. This will be achieved by engaging local experts, relevant institutions, existing professional Bodies and Regional Partners. Mitigation of biological risks emanating from inadequate legislation, enforcement, technical knowledge and skills, coordination within and beyond borders and other key structures will be achieved by developing a strong pool of multi-faceted regional experts who are capable of identifying and significantly reducing and/or responding to accidental or intentional releases of pathogens. In addressing weak laws/regulations, the project is expected to strengthen the legislative framework as the first step in working towards biological risk reduction. This ensures that countries are in line with international laws/obligations as well as infrastructure i.e. regulatory bodies, financial, technical and human capability is put in place. The development of harmonized systems for risk assessment as well as containment measures must be at the forefront for effective risk mitigation. A One-Health approach will be adopted to ensure that the existing gaps among human, animal and environmental health are addressed concurrently while harnessing synergy and other concerted efforts for the benefit of the PCs. Assessments, training programmes, simulations and cross border exercises will be developed in order to address the gaps and strengthen regional capabilities. At the end of the project, it is expected that countries will have put in place effective safeguards in areas considered to be high risk.

Work Package 6: Biological waste management
he Team Leader will manage the expert team with the following responsibilities:
-Coordinate the work of all experts on the project
-Supervise and coordinate all technical aspects of the action
-Ensure good communication between all experts and stakeholders
-Ensure coordination and communication with the Contracting Authority and oversee administrative and logistical support
-Coordinate daily activities of the project office
-Brief and de-brief experts
-Organise logistics for the exercises and training with the participating countries
-Organise study visits and meetings
-Ensure quality of the outputs and timely delivery of reports.
Qualifications and skills
-University degree or equivalent in education in sciences, public health, or any other disciplines
relevant to this assignment;
-Excellent team management skills preferably with multi-disciplinary and multicultural team
-Communication and negotiation skills at international level
-Good experience in training needs assessment, training methodologies and training management
-Ability to monitor the progress of contract-related activities and reporting
-Fluency in English is mandatory, French is necessary (both written and spoken)
General professional experience
-At least 10 years of professional experience
-At least 5 years of project management experience at national and international levels, preferably in the ECA region and Africa.
Specific professional experience
-Experience in organising technically-complex international projects
-Experience in training methodologies and organisation.
The project will be implemented to the benefit of the non-EU countries members of the EU CBRN Centres of Excellence (CoE), which belong to the CBRN CoE region of Eastern and Central Africa (Burundi, Democratic Republic of Congo, Ethiopia, Ghana, Kenya, Malawi, Rwanda, Seychelles, Tanzania, Uganda and Zambia).
