Description de la mission

Expertise France seeks a long-term Team Leader for the EU-funded Project “Support to Justice Sector Reforms and Digitalization in Ukraine” (Pravo-Justice II). The Team Leader will manage the 20-person local expert team and oversee the entire project and its four components:

- Component 1: Justice Sector Policy Steering, Coordination and Monitoring

- Component 2: Judiciary Reform

- Component 3: Enforcement and Property Rights

- Component 4: Digitalization (e-Justice)

The Team Leader reports to the Paris-based Project Manager for Expertise France. He/she supervises a team of international and national key experts and project assistants within the project team based in Kyiv, Ukraine.

Key duties and responsiblities:

  • Responsible for the project workplan being implemented on time and for key outputs and targets being reached;
  • Ensures monitoring of all project components, and intervenes and orients interventions as needed to achieve results set out in the workplan and logframe;
  • Ensures high level stakeholder management across the project and works with component teams to proactively resolve issues;
  • Reviews and approves timesheets for the national project team;
  • Ensures respect (of the Project Team and all interventions) for all Expertise France rules and procedures.

Description du projet ou contexte

The Support to Justice Sector Reforms and Digitalization in Ukraine (Pravo-Justice) project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform, in line with the EU-Ukraine Association Agreement and European standards and comparative best practices. Since 2017, the Project has supported an ambitious sectoral reform agenda, which includes justice sector policy development, steering and coordination (Component 1), judiciary reform (Component 2), property rights protection, private legal professions development and reform of penitentiary and probation systems (Component 3), and digitization and digitalization of justice-related business processes (Component 4).

Profil souhaité

Qualifications

  • An advanced Law Degree (Masters or PhD) from an accredited law school.
  • Excellent knowledge and understanding of justice sector reform in the Europe and Eurasia region, especially in the area of policy reform;
  • Proven organizational, people, and project management skills : ability to deliver results on time, on budget and in line with EU priorities and Expertise France rules and procedures;
  • Capacity to establish effective working relations with authorities and stakeholders; including at senior level;
  • An excellent command of both written and spoken English is required. Professional proficiency in Ukrainian and/or Russian would be considered a major asset;
  • Proven track record of providing adequate visibility to projects and their achievements.

Professional Experience

  • 15 years of professional experience, including 10 years of experience in international development projects aimed at justice sector reform;
  • At least 5 years of team and management experience;
  • Experience in policy formulation, research and reporting.
