The Consultant must teach part of the course defined in Module I, specifically the contents described in the Climate Change sub-module, as listed below:
Contents can be modified/complemented at the suggestion of the consultant, as long as there is approval from the project coordination. The consultant will have a total of 16 hours to address the contents listed above, including time for exercises to establish knowledge. The contractor is expected to express the content in a clear and didactic way, seeking the involvement of students and answering the questions raised. The course will be taught in an online format, with the participation of 55 students (there may be a variation. n this issue), all public servants of environmental agencies working in Sustainable Forest Management in the Amazon. It is important to emphasize that the course will be fully recorded.
The videos with the classes will be made available on Ibama's Distance Learning (EAD) platform (https://escolavirtual.ibama.gov.br/), and will be available to new platform students. The course will have monitors for the organization of classes and discussions.
The consultant will perform their skills in the following areas (non-exhaustive tasks):
a) Preparation of 1 sub-module for distance training: Preparation of a sub-module on Climate Change under Module I - Sustainable forest management and changes The sub-module should include at least the following topics: Introduction to Climate Change; The role of forests in climate change mitigation; International context of climate change (Paris Agreement and international policies); Difference between mitigation and adaptation; Adaptation to Climate (NDC, tools); National Inventory of Greenhouse Gases.
b) Realization of virtual classes Virtual classes live in Portuguese. The consultant must have the basic tools to teach the classes (connection platform, virtual pedagogical tools that he intends to use during the class...). .Perform a final knowledge assessment for the participants
d) Follow-up to coordination / preparation meetings The specialist must accompany the coordination and preparation meetings of the sub-module with the EF and the local team in Brazil. of the course; Elaboration of exercises to be applied during the course, with the objective of fixing the knowledge and evaluation of the student; Teaching the indicated topics in 16 hours of online class. Context
Expertise France (expertisefrance.fr) is a public agency for international technical cooperation. The agency meets partner countries' technical advice needs in the main aspects of public action: democratic and financial governance, security, sustainable development and human development. Due to its action in the field, it contributes to the solidarity and influence objectives of French and European development policy. With an activity volume of 270 million Euros, Expertise France (EF) operates in more than 100 countries and manages more than 500 projects. Expertise France has more than 350 employees at its headquarters in Paris and more than 600 employees worldwide. In Latin America, Expertise France works mostly with regional projects and programs. In October 2018, the first Expertise France workshop was held in Bogotá, Colombia. The event had as its main objective the implementation of the EUROCLIMA+ program financed by the European Union. Description of the EUROCLIMA+ program The EUROCLIMA + program (euroclimaplus.org) is a regional cooperation project of the European Commission, which aims to support 18 Latin countries. in the implementation of their Nationally Determined Contributions (NDCs) in terms of adaptation and mitigation of climate change within the scope of COP21, through the identification and implementation of innovative projects in six priority sectors, identified together with the countries of the region, as well as promoting national and regional political dialogue. Five agencies from European Union member countries and two United Nations agencies implement the program's actions.
In the new phase of the program (phase 4), which aims at interinstitutional and political dialogue, Expertise France is the main interlocutor of the AFD Group (AFD and Expertise France) in the programme, focusing its interventions on action line 1 “Support for policies public”, coordinates actions related to the forestry and biodiversity sectors and guarantees the capitalization of experiences of sectorial projects in progress in the sectors of Forests, Biodiversity and Ecosystems and Production of Resilient Foods. In phase 4, the program promotes Country Dialogues, in efficient coordination with the National Focal Points (NFP), sectoral ministries and relevant institutions, to define, program and implement priority actions in each country or region. a methodology of Dialogue with Countries was adopted, adapted to the specificities of the EUROCLIMA + program.
This methodology makes it possible to identify, together with the country, the priorities on which the program can support them in terms of climate change actions that may vary depending on the country's climate policy and the program's capacity to meet demand. Other Dialogs with Countries started in 2020 and 2021, according to the expression of interest of the countries in the region, as well as multi-country and regional dialogues.
Specific Context of the Action
The specific project of this notice is the “Strengthening of governance of environmental agencies in the Amazon in sustainable forest management”. The project's main objective is to strengthen the governance of environmental agencies in MFS through the training of technical staff in areas of forest science. Courses will be held in the area of MFS for servers and managers of environmental agencies in the Amazon. The preferred target audience is public servants who work directly in the MFS authorization processes. The training to be carried out will be divided into six modules, each on a specific topic in the MFS area, as shown in the diagram below: The modules can be taken independently , except for module I, which will be mandatory for all participants. Thus, to attend any of modules II to VI, the student will have to obligatorily attend module I before. This notice deals with the hiring of a professor for module I, specifically on the topic “Climate Change”. module I is to address the general concepts of MFS and Reduced Impact Exploration (EIR) techniques, as well as general aspects of Climate Change and the use of Sustainable Forest Management as a tool to mitigate/avoid carbon emissions. knowledge about MFS and Climate Change among all participants, in addition to reinforcing the importance of the MFS as a climate change mitigation instrument.
