Description de la mission

The Team Leader (TL) shall be a senior expert in the field of civil emergencies and an experienced manager of people and processes. Assisted by the Deputy Team Leader and all other experts and support staff, the TL shall be responsible for achieving the results by providing and mobilising technical advice to the beneficiaries and for strategic guidance of the project activities in line with the Project.

The TL shall be a principal policy advisor to the beneficiary institution and shall report to Expertise France concerning implementation issues (including all staff and technical assistance to be recruited under the contract). The TL will report regularly on all other issues pertaining to the implementation of project activities.

The TL with the support of the Deputy Team Leader shall coordinate the overall performance of the project and thus bear the responsibility to supervise the full team and ensure proper performance. Relevant decisions regarding the content of the activities are taken jointly with the beneficiary and Expertise France.

The TL shall be able to effectively steer the reforms in the civil protection field, establish professional communication and partnership with the project beneficiaries and other stakeholders, as well as represent the project at all levels. S/he shall be proactive and shall plan and set the stage for the activities of the team during the Inception Phase; s/he has to submit to Expertise France within the Inception Phase of the project an Activity Plan including schedule of planned missions for the first 6 months with subsequent updates on the planning related to management of the team for the full implementation period. After one month of project implementation in Tbilisi, s/he shall present terms of reference of long-term experts to be hired under this contract, after the second month the project team is expected to be complete and on the ground with all team members.

The TL is obliged to ensure maximum information sharing with all relevant local and international stakeholders and proactively participate in close coordination among all other relevant EU projects and other international legal experts in order to make best use of available capacities.

The overall objective of the project is to ensure that the institutional capacity of the Georgian Emergency Management Service (EMS) is strengthened through organizational and functional development of the Service, enhancement of its capabilities, strengthening international relations and cooperation. This leads to the formation of an effective, modern and reliable organization and the development of an efficient civil protection system in the country.

The main purpose is to contribute to achieving the main objectives through providing permanent, relevant and robust technical assistance to the EMS. In particular, to enhance the capacity of EMS personnel in terms of preventing of, preparing for, responding to and recovering from an emergency; to ensure organizational and functional development of the Service in line with international standards; to strengthen international cooperation in the field of emergency by organizing bilateral working groups; to form an effective, modern and reliable organization and to establish an effi

Qualifications and skills

  • University degree in Public Administration, Civil protection, Disaster Management, Trainer in Civil Protection or, in its absence, a minimum of 3 years’ experience additional to the general professional experience required;
  • Excellent Process analysis and organizational skills;
  • Excellent communication and interpersonal skills;
  • Computer literate;
  • Fluent English (written and spoken);

General professional experience

  • Minimum 10 years working experience;
  • Comparative knowledge of institutional requirements and practices related to the various components of the project;
  • Solid knowledge of emergency management services operation, working methods and procedures;
  • Understanding of civil protection/disaster management systems and general institutional frameworks in the EU and EU member States;
  • Previous experience in preparation and/or analysis of institutional setting and regulations in the field of civil protection and disaster management;

Specific professional experience

  • At least 5 years as an international consultant in the civil protection/disaster management issues
  • At least 2 years as a team leader and/or deputy team leader and/or senior advisor in at least one donor-funded project.
  • At least 3 years of cumulative experience covering all the following fields: (a) emergency management services operation, working methods and procedures; (b) civil protection/disaster management systems and general institutional frameworks in the EU and EU member States; (c)in preparation and/or analysis of institutional setting and regulations in the field of civil protection and disaster management
  • Experience acquired within a national civil protection authority or agency from Participating State to the EU Civil Protection Mechanism exercising civil protection responsibilities on nation-wide basis as a central authority or central agencywould be an asset
