Expertise France is recruiting an expert to support the University of Guyana in building a progressive national biomedical skills pathway, from hands-on maintenance through HTM engineering and advanced specialisation.
1) Overall Objective
Build a progressive national biomedical skills pathway, from hands-on maintenance through HTM
engineering and advanced specialisation.
2) Specific Objectives
- Structure a genuine national continuum for skills development.
- Rapidly strengthen professionals already in service
- Initiate a sustainable pathway for training new biomedical technicians and engineers
- Build a limited number of national specialist competencies
- Create local capacity for training and knowledge transfer
The implementation of the assignment will be supported by the provision of relevant information, documentation and inputs from the project partners, particularly to facilitate the following preliminary assessment:
- - Assessment of existing curricula : review current training programs for biomedical technicians and engineers
- - Assessment of teaching capacities : identify available faculty members and their competencies within the UG including the Faculty of Engineering and Technology, the College of Medical Sciences and the biomedical central unit (MoH Standards and Technical Services Program).
These different steps will be subject to academic approval timelines, with the aim of launching the first cohort of students in September 2027 :

Step 1 : Define national training pathway framework and skills development plan |
Assessment of existing curricula and teaching capacities. Develop a structured national training framework covering biomedical technicians and engineers. Ensure complementarity between initial training, specialization, mentoring and advanced training. Identify priority training programs, target groups, institutional responsibilities and accreditation requirements.
Estimated working days: 5 Deliverable(s): National competency framework by qualification level National training pathway framework 2027 – 2030 roadmap Priority training programmes
|
November 2026 |
|
Step 2: Develop and deliver continuing professional development
|
Design and implement targeted short training modules for existing biomedical professionals, combining local teaching capacities with international expertise where required.
The modules will be selected based on identified needs: preventive maintenance, electrical safety, calibration, asset management, commissioning, medical imaging, dialysis, anaesthesia and ventilation, laboratory equipment, or connectivity.
Estimated working days: 5-8 days Deliverable(s): Training modules, teaching materials, initial training sessions delivered and evaluated
|
|
|
Step 3: Develop and launch specialized academic programmes |
Design a 6–9-month technician-level programme and a postgraduate specialization in biomedical or clinical engineering, in collaboration with national institutions and potential international academic partners. Support academic validation and programme launch.
Estimated working days: 30 Deliverable(s): Curricula and training materials (Theoretical and practical modules) Admission prerequisites, internship arrangements, assessment methods Accreditation roadmap Academic partnerships
|
January 2027 |
|
Step 4: Strengthen national teaching capacities and advanced expertise |
Establish a training-of-trainers and mentoring programme based on the needs identified for the two curricula under development. Facilitate access to advanced training, certifications, fellowships and international placements for selected professionals.
Estimated working days: 10 Deliverable(s): Trainer selection criteria, national pool of trainers Training-of-trainers programme Training materials Initial training sessions delivered or co-facilitated locally Selection criteria, agreement with the host institution and fellows enrolled |

The proposed contractual arrangement will be a framework agreement with purchase orders, establishing a maximum number of working days. Each of the steps outlined below will be subject to a separate purchase order, which will further specify the scope of work, activities, expected deliverables and estimated level of effort based on project needs and priorities.
Coordination
The expert will work in close collaboration with:
- Expertise France teams, the Contracting Authority, and in particular :
o The Project Leader, Jean Christophel who will serve as the main focal point responsible for overseeing the assignment
o The internal Expert, François Grimonprez
o The Project Officer, Charlotte Lazeras and Project Assistant, Farah Safwat, at Expertise France HQ, who will be responsible for the administrative and financial monitoring of the assignment
- Partners in Guyana
o Ministry of Health, and in particular the Standards and Technical Services programme
o University of Guyana (UG) and in particular, the College of Medical Sciences and the Faculty of Engineering and Technology Location
Location, Duration and Implementation Arrangements
1) Implementation period: November 2026 – September 2027
2) Start date: Upon contract notification
3) Number of working days: 50
Funded by the European Union and implemented by Expertise France, the project aims to support the Guyanese authorities in developing and strengthening accessible, high-quality specialised healthcare services, thereby contributing to the reduction of morbidity and mortality associated with non-communicable diseases by 2030.
The project is structured around three main technical components: (i) strengthening specialised healthcare services and healthcare professionals’ skills, particularly in oncology, paediatrics and nephrology; (ii) strengthening Health Technology Management (HTM) and biomedical equipment management to improve planning, maintenance and availability; and (iii) developing national capacities in clinical and operational research.
The project also seeks to foster partnerships between Guyanese and European institutions, enhance health-system resilience, reduce inequalities in access to specialised care, and support Guyana’s positioning as a regional reference hub within CARICOM. Key stakeholders include the Ministry of Health (MoH), Georgetown Public Hospital Corporation (GPHC), the Delegation of the European Union (EUD), the Donation and Transplantation Institute (DTI), and other institutional partners involved in implementation.
During September 2026, assessment missions were conducted across the HTM/biomedical, oncology and research components. These missions helped identify needs, priorities and possible technical support arrangements. The project is now translating these findings into operational action plans, including priority activities, expertise mobilisation arrangements, deliverables and implementation schedules for each component.
Regarding the HTM/biomedical component and particularly the workforce development, the main challenges identified to date are outlined below:
Guyana has experienced professionals (24 technical hospital staff in the GPHC and 20 for all hospitals of the country), but with highly diverse training backgrounds. Some were trained in Cuba, while others received distance learning or manufacturer training. According to information collected, a MedAid Academy programme (a private course of distant learning from UK) involved 38 technicians. There is not yet a fully established national biomedical education pathway. A two-year programme had been developed, but did not progress to the launch of a first cohort.
The University of Guyana nevertheless offers electrical, mechanical and industrial engineering programmes and has shown openness to specialisation pathways, modular training and continuing education.
In this context, Expertise France is recruiting an expert to support the University of Guyana in building a progressive national biomedical skills pathway, from hands-on maintenance through HTM engineering and advanced specialisation.
