The PravoJustice4EU Program, implemented by Expertise France (EF) with funding from the European Union and the French Ministry for Europe and Foreign Affairs, supports Ukrainian authorities in the continued reform and strengthening of the justice sector.
PravoJustice4EU is structured around two specific objectives: supporting the EU accession process by aligning the Ukrainian justice system with EU standards, including independence, efficiency, quality, integrity, transparency and access to justice; and supporting accountability for core international crimes in line with European and international standards while fostering a holistic transitional justice approach.
Within this framework, the Program will continue to strengthen the institutional capacity of justice-sector bodies contributing to effective rule-of-law implementation, including institutions and professional communities involved in the investigation, prosecution and adjudication of international crimes.
The Project aims to support the Ministry of Justice of Ukraine (MoJ) and other relevant state authorities in strengthening the legal, institutional and procedural framework for coordinating, implementing, monitoring and reporting on Ukraine’s rule of law commitments under the EU accession process, particularly those stemming from the Rule of Law Roadmap (RoL RM), Ukraine Facility Plan (UA Facility), National Program for the Adoption of the EU acquis (NPAA) and interim benchmarks (IBMs) under Chapters 23 and 24.
The International Expert will provide specialized international expertise, advisory support and capacity-development assistance to the MoJ and other relevant state authorities in implementing Ukraine’s rule of law reform agenda and EU accession commitments. This will include advising on institutional implementation mechanisms, cross-institutional coordination, monitoring and reporting arrangements; preparing legal opinions, analytical notes and comparative studies; and supporting the development and review of guidelines, methodologies, standard operating procedures, practical tools and training materials, drawing on relevant European standards and best practices.
The assignment will contribute to strengthening institutional capacities and cooperation, improving mechanisms for implementing, monitoring and reporting on the RoL RM, UA Facility, NPAA and IBMs, and enhancing the professional knowledge and practical skills of relevant Ukrainian authorities. It will also facilitate the exchange of experience between Ukrainian and international stakeholders, promote the application of European best practices, and ensure the integration of international expertise into the Project’s technical assistance and capacity-development activities.
