Description de la mission

Position summary

Under the supervision of the Project Leader, the Outreach and Stakeholder Engagement Officer is responsible for partner engagement, audience mobilisation and the operational organisation of assigned events for the EU-PH Digital Economy Package. The Officer maintains relationships with relevant institutions and networks, helps secure active participation in project activities, and ensures that these activities and their results receive appropriate visibility in line with EU and Global Gateway requirements.

The position combines relationship follow-up, outreach, event coordination and promotion of the programme's opportunities and achievements. Engagement continues between events through regular partner exchanges, sharing relevant opportunities, facilitating connections and following up on expressions of interest. The Officer works closely with the Technical Director, Innovation and Space Ecosystem Coordinator and Corporate and Start-up Engagement Officer.

For events assigned to the position, the Officer coordinates operational preparation and delivery with partners and service providers, working with the Logistics Officer on logistical arrangements. Activity leads remain responsible for the objectives, technical content, programme design and selection decisions.

The Outreach and Stakeholder Engagement Officer will notably be responsible for:

1. Stakeholder mapping and relationship follow-up

  • Maintain a shared, up-to-date, GDPR compliant stakeholder and contact database covering government agencies, research and education institutions, private-sector actors, business support organisations, start-ups and civil society organisations;
  • Identify relevant audiences and potential engagement opportunities with the activity leads, recording interests, existing relationships and appropriate contact channels;
  • Maintain regular working exchanges, facilitate introductions and follow up on invitations, information requests and expressions of interest, keeping the responsible colleagues informed;
  • Support activity leads in maintaining partner and beneficiary networks, following up on agreed engagement actions and promoting synergies between project activities and relevant initiatives;
  • Gather feedback on partners' interests and barriers to participation, and bring emerging opportunities or sensitive issues to the attention of the relevant activity lead and Project Leader.

2. Audience mobilisation and inclusive participation

  • Translate activity objectives into practical outreach actions: identify target groups, prepare clear messages, select suitable channels and plan invitations and follow-up;
  • Mobilise participants for consultations, information sessions, workshops, training and other project activities, working through partner networks and targeted contacts as appropriate;
  • Manage invitation lists, registrations, confirmations and participant communications for assigned activities; monitor likely attendance and adjust outreach where priority audiences are missing;
  • Promote gender balance and youth representation, and identify practical barriers to participation, working with activity leads and the Logistics Officer to improve accessibility;
  • Support awareness-raising about the project's objectives and opportunities through approved messages, presentations and partner exchanges.

3. Event organisation and coordination

  • Plan, coordinate and follow up assigned events, including official ceremonies, technical and thematic events, entrepreneurial project competitions, hackathons, conferences, innovation days, workshops and training sessions;
  • Translate the objectives and technical requirements agreed with the activity lead into a practical event plan, specifying responsibilities, timelines, resource needs, indicative budgets and partner contributions;
  • Coordinate the operational preparation with partners, speakers, facilitators and service providers, including schedules, speaker briefings, participant information, registration, welcome arrangements and programme materials;
  • Work with the Logistics Officer to prepare venue, travel, accommodation, catering, equipment and other logistical arrangements, sharing requirements and confirmed participant numbers and monitoring readiness together;
  • Coordinate assigned providers and the operational running of the event, anticipate practical issues and organise timely responses with the activity lead and Logistics Officer;
  • Follow up with participants and partners after the event, share approved materials and next steps, collect feedback with the MEAL Officer and document results and improvements for future activities.

4. Programme promotion and dissemination of results

  • Responsible for advocacy efforts;
  • Prepare and implement a practical outreach and visibility plan with the Project Leader and activity leads, aligned with the work plan and the messages agreed with the EU Delegation;
  • Prepare accessible materials for partner engagement and events, including invitations, partner briefings, presentations, event summaries and short accounts of project achievements; adapt technical deliverables and verified MEAL findings for different audiences and obtain the required reviews and approvals;
  • Maintain an organised repository of photographs and approved programme materials, obtain appropriate consent for images and quotations, and contribute to event announcements, press briefs and occasional media contacts in coordination with Expertise France headquarters and the EU Delegation;
  • Disseminate approved information through partner networks and existing programme channels, including occasional short social media updates where useful to support outreach and visibility, in accordance with EU and Global Gateway guidelines.

5. EU and Global Gateway visibility compliance

  • Act as the project focal point for the practical application of the EU guidance on communicating and raising visibility for external actions, and the programme's agreed Global Gateway requirements;
  • Check the consistent use of the required branding across programme materials, including presentations, invitations, training materials, banners, signage, publications and digital content;
  • Guide colleagues, partners, beneficiaries and relevant providers in applying the programme's communication and visibility requirements, share approved templates, review assigned materials before use and maintain a record of approved outputs;
  • Coordinate event visibility and protocol requirements, including flags, acknowledgements and anthems where required, with the activity leads, Logistics Officer and relevant counterparts.

6. Coordination, service providers and reporting

  • Coordinate outreach and visibility with the EU Delegation to the Philippines, Expertise France headquarters and other programme implementing partners through the arrangements agreed by the Project Leader, including joint events and aligned dissemination schedules;
  • Work with the Corporate and Start-up Engagement Officer and the Innovation and Space Ecosystem Coordinator on mobilisation and events for incubation, challenges and other innovation opportunities, using the eligibility criteria and technical messages defined by the responsible colleagues;
  • Prepare briefs and contribute to terms of reference for assigned event, outreach and visibility services, identifying deliverables, schedules, indicative costs and quality requirements; support provider selection with the procurement function in accordance with the applicable procedures;
  • Coordinate assigned service providers, monitor timelines and agreed budgets, review deliverables and refer issues or changes requiring approval to the Project Leader and relevant support functions;
  • Track audience mobilisation, participation, stakeholder follow-up, feedback and visibility evidence, sharing relevant information with the MEAL Officer and using it to improve future activities;
  • Provide concise summaries of outreach, events and partner engagement, together with evidence of programme visibility, for project reporting.

Description du projet ou contexte

Expertise France is the French public agency for international technical cooperation. The agency designs and implements international cooperation projects and mobilises technical expertise in support of public policies, institutional strengthening and sustainable development.

The EU-PH Digital Economy Package is co-financed by the European Union under the Global Gateway strategy, with a contribution of EUR 20 million, and by the French Ministry of Foreign Affairs, with a contribution of EUR 620,000. Expertise France implements Components 1 and 2, with a combined budget of EUR 12.62 million, to strengthen digital connectivity and improve access to and use of Copernicus Earth observation data. The programme contributes to the Team Europe Initiative on Digital Transformation and Connectivity in the Philippines and aims to strengthen the country's resilience to climate change and natural disasters through secure digital connectivity and improved access to Earth Observation data.

The components implemented by Expertise France pursue two complementary specific objectives: improving international and national connectivity through secure, high-speed bandwidth links; and enhancing access to and dissemination of Copernicus data, notably to the private sector. Activities combine investment in connectivity and computing infrastructure with technical assistance, capacity building and support to the use of Earth Observation data and services.

The project is implemented in close collaboration with the Philippine Space Agency (PhilSA), the Department of Science and Technology - Advanced Science and Technology Institute (DOST-ASTI) and the Department of Information and Communications Technology (DICT). It also engages research institutions, business support organisations, companies and start-ups to turn improved connectivity and data access into practical services for disaster preparedness, climate resilience and sustainable economic development.

The Outreach and Stakeholder Engagement Officer supports both objectives through sustained partner engagement, mobilisation of relevant audiences, organisation of assigned events and promotion of the programme's opportunities and results.
