The EU4SAR program, financed by the European Union and the French Ministry of Europe and Foreign Affairs supports the transformative agenda on the Governance of State-Owned Enterprises and its alignment with EU acquis, international standards and best practices. Expertise France assists both the State Property Fund of Ukraine and the Ministry of Economy and Environment of Ukraine to improve their capacities regarding the i) design of the governance & privatization policies, ii) their implementation and iii) the control, oversight and monitoring of the State-Owned assets. The project provides technical assistance under the form of expertise, procurement of goods & services and capacity building.
Attracting serious investor interest — particularly from foreign investors requires a proactive, professional and sustained investment-promotion effort, going beyond domestic public communication. SPFU needs to build international visibility for the assets it is bringing to market, engage directly with investors and their advisors at major international financial and investment platforms, and maintain a credible, harmonized narrative across all audiences: from investors and journalists to SOE employees and regional communities affected by privatization.
In line with the support Expertise France provides to SPFU on the privatization of key assets, the investment-promotion function has been identified as an area where SPFU requires additional dedicated expert resources.
Objectives and desired results
The objective of the assignment is to strengthen SPFU's public diplomacy efforts and promote the privatization of state-owned assets — both domestically and internationally — in order to build investor confidence, increase transparency, and support successful transactions.

● Increase the international visibility of Ukrainian privatization assets among foreign investors, their advisors, and international financial and industrial audiences.

● Harmonize strategic diplomacy outputs on privatization across state institutions to ensure common messaging and expanded outreach.
● Develop strong relationships with leading Ukrainian and international media outlets and individual journalists to position Ukraine’s privatization efforts as a credible investment opportunity
● Support identification of future privatization and investment-promotion activities for follow-on technical assistance.
● Shape and positively shift public opinion regarding privatization through the active application of public diplomacy tools.
● Engage with diverse segments of society by actively participating in various public events, discussion platforms, and mass media outlets.
● Conduct comprehensive market research and develop, as well as implement, targeted strategies for the successful sale of specific privatization assets.
● Coordinate efforts with the communication expert of the Ministry of Economy and Environment of Ukraine.
