Related to the Output 2.1 of the project, the overall objective of the assignment is to standardize and operationalize the RBIA manuals across the IAA and MACs, and to strengthen the capacity of internal audit staff to consistently apply the methodology, supported by modern data analytics and strong audit communication practices.
Specific objectives include:
1. Standardize the RBIA manuals and deploy them as the common framework for internal audit practice across participating MACs, moving audit practice from a compliance-based to a systematic, risk-focused approach.
2. Build the technical capacity of internal auditors to plan and execute systems audits, apply data mining and analytics techniques, and detect ghost transactions, payroll and procurement irregularities.
3. Strengthen adherence to the IIA International Professional Practices Framework (IPPF) / International Standards for the Professional Practice of Internal Auditing, including audit evidence, documentation and quality assurance practices.
4. Improve the quality, clarity and impact of audit communication, including report writing and data storytelling for presenting audit findings to management and oversight bodies.
5. Support the IAA in institutionalizing the RBIA approach through standardized tools, templates, job aids and a sustainable internal training/coaching capability, so that gains are not dependent on continued external support.
Under the overall guidance and supervision of the IAA & Expertise France, the consultant will deliver the assignment through two complementary parts described below. Both are tailored to the RBIA manuals and to the operating context of participating MACs, and should be sequenced so that Part 1 (standardization) establishes the methodology that Part 2 (training) then builds capacity to apply.
Objective: Deploy the specialized RBIA manuals to the IAA to move internal audit practice toward a systematic, risk-focused approach across MACs.
• Review the existing RBIA manuals (audit manual, methodology guides, templates and any related policy documents) against the IIA Standards/IPPF and against the practical operating conditions of MACs (staffing levels, systems, data availability).
• Assess consistency and completeness across the manuals, identify gaps, duplications or provisions that are impractical to apply, and benchmark against comparable risk-based audit frameworks used in the region where useful.
• Consult IAA management, a sample of MAC internal audit heads, and relevant oversight stakeholders (e.g., audit committees, General Auditing Commission liaison as applicable) to capture practical constraints and expectations.
• Revise and standardize the RBIA manuals to resolve identified gaps and ensure a single, consistent methodology that can be applied uniformly across MACs of different size and capacity.
• Develop or standardize the supporting tools and templates linked to the manuals, including: risk assessment and audit universe templates, risk-based annual audit planning tools, audit programs, working paper and evidence templates, and standardized reporting templates.
• Ensure the manuals and tools explicitly integrate systems audit, data analytics and ghost-transaction detection techniques, and quality assurance requirements, so that part 1 and part 2 are technically aligned.
• Develop a deployment/rollout plan for the standardized manuals, including sequencing across participating MACs, resourcing implications, and a change-management and communication plan for IAA and MAC leadership.
• Conduct orientation/sensitization sessions with IAA senior management and MACs on the standardized manuals and the shift to a risk-focused audit approach.
• Support the pilot application of the standardized manuals and tools in at least one live audit assignment in each of a sample of participating MACs (number and MACs to be agreed with the IAA at inception).
• Observe and coach MAC audit teams during the pilot, document practical issues encountered, and refine the manuals and tools accordingly.
• Finalize and hand over the standardized RBIA manuals, together with a short institutionalization note describing how the IAA should own, maintain and periodically update the manuals going forward.
1.5 Monitoring of Relevant Logframe Indicators
• Develop the project logframe and identify the relevant indicator(s) linked to Internal and external audit systems are bolstered and this specific RBIA assignment.
• Establish a simple monitoring approach and baseline for the relevant indicator(s), drawing on available IAA and MAC information.
• Monitor progress against the relevant indicator(s) during implementation of the RBIA framework standardization, deployment, training and pilot activities.
• Collect and validate evidence of progress, including the number of MACs applying the standardized RBIA methodology, internal audit staff trained, application of standardized tools, and other agreed measures relevant to the project logframe.
• Provide brief updates on indicator progress and flag implementation gaps or corrective actions required.
• Contribute relevant indicator results and evidence to the assignment’s final report and recommendations for institutionalization.
Objective: Build the competencies of internal audit staff across the IAA and participating MACs to apply the standardized RBIA manuals in practice, through a structured, competency-based training programme covering three thematic areas.
• Systems audit: planning and executing audits of automated financial management, payroll and procurement systems, including IT general and application controls relevant to internal auditors (not a full IT audit certification).
• Data mining, analytics and storytelling: use of analytical techniques and accessible tools (e.g., spreadsheet-based analytics, and other tools available to the IAA) to interrogate large transaction datasets, identify anomalies, trends and red flags, and translate analytical results into a clear narrative.
• Payroll integrity and procurement compliance: techniques for testing payroll data for ghost workers, duplicate payments and unauthorized changes, and for assessing compliance of procurement processes with applicable regulations and value-for-money principles.
• Review of concession agreements, payrolls and financial transactions: practical exercises reviewing concession/contract terms against actual revenue and compliance reporting, and cross-checking payroll and financial transaction data, using real or de-identified MAC data where available.
• IIA Standards/IPPF: The International Professional Practices Framework, the International Standards for the Professional Practice of Internal Auditing, and the Code of Ethics, with practical application to the standardized RBIA manuals.
• Audit evidence and documentation: gathering sufficient, reliable and relevant audit evidence; structuring working papers; and maintaining an audit trail that supports conclusions and withstands external review.
• Quality Assurance: designing and applying a quality assurance and improvement programme (QAIP), including supervisory review, internal self-assessment, and preparation for periodic external quality assessment.
• Strategic communication: engaging auditees, senior management and audit/oversight committees throughout the audit process, and managing sensitive or contested findings.
• Audit report writing for easy interpretation: structuring reports (executive summaries, clear findings, risk ratings, practical recommendations) so that non-technical readers can act on them quickly.
• Data storytelling, particularly for presenting audit findings: using visuals, dashboards and narrative techniques to present analytical findings (from Component 2.1) persuasively to decision-makers.
• Conduct a brief training needs assessment/diagnostic to confirm participant profiles, MAC-specific priorities and available data before finalizing training design, building on the review conducted under Component 1.
• Develop or adapt training curricula, facilitator guides, case studies, datasets and job aids aligned with the standardized RBIA manuals and tools from Component 1.
• Deliver training through a blended approach: classroom sessions, hands-on practical workshops using real or de-identified data, and, where feasible, on-the-job coaching within selected MACs (linked to the Component 1 pilots).
• Administer pre- and post-training assessments for each module to measure knowledge gain, and collect participant feedback (course evaluation) after each session.
• Prepare a short trainer/facilitator handover pack so that IAA staff can co-facilitate and eventually sustain future iterations of the training.
The following deliverables are indicative and should be refined and agreed with the IAA and EF at inception. All deliverables are subject to review and written approval by the IAA and EF before associated payments are released.

Expertise France (EF), part of the Agence Française de Développement (AFD) Group, is the French public agency for international technical cooperation and the second largest cooperation agency in Europe.
EF designs and implements projects in more than 100 countries to support partner institutions in governance, public finance, health, education, climate action and gender equality. With long-standing experience in EU-funded programmes, EF has played a leading role in promoting gender equality across public administrations, notably through its implementation of the European Commission’s “Gender Flagship” projects, which supported several Member States in strengthening gender-responsive budgeting, gender impact assessments and gender mainstreaming practices.
By combining policy expertise, capacity development, and knowledge capitalisation, EF has established itself as a reference partner for advancing reforms that integrate gender equality into public policy and budgetary processes.
Liberia remains a nation in transition, grappling with the legacy of protracted conflict while striving to consolidate democratic gains and foster institutional stability. As a Least Developed Country, Liberia is characterized by significant institutional fragility and a high reliance on extractive sectors, particularly iron ore, rubber, and timber. These economic pillars, while vital for the national treasury, are frequently subject to challenges regarding transparency, sustainable management, and equitable revenue distribution. The demographic profile of the nation is exceptionally young, with approximately 78% of the population under the age of 35. This demographic "bulge" presents both a risk and an opportunity; the absence of economic stabilization and job creation efforts could lead to social unrest, while successful reforms could harness this youthful energy for national growth.
The political landscape underwent a significant shift following the peaceful democratic transition of 2023, which resulted in the inauguration of a new government in January 2024. This administration has articulated a bold commitment to anti-corruption, transparency, and comprehensive governance reforms. The central policy framework guiding this transition is the ARREST Agenda for Inclusive Development (AAID, 2025–2029). The AAID strategically links governance improvements, specifically the Rule of Law, with critical service delivery areas: Agriculture, Roads, Education, Sanitation, and Tourism. By ensuring that Public Financial Management (PFM) reforms directly support these policy outcomes, the government aims to maximize country ownership and deliver tangible benefits to its citizens.
To support this ambitious reform agenda, the European Union decided in December 2024 to provide a package of budget support and additional measures totaling EUR 63 million. Of this, EUR 56 million is allocated to direct budget support managed by the EU, while EUR 7 million is dedicated to additional technical assistance managed indirectly by Expertise France. The overarching objective of the budget support is to strengthen financial and economic governance while promoting sustainable management practices in the forestry and agricultural sectors. These sectors are critical for Liberia's food security and biodiversity preservation, yet they currently suffer from budget allocations that fail to meet operational needs, forcing a heavy reliance on external funding.
Overall objective:
To promote accountable and sustainable natural resources governance in Liberia through strengthened public financial management, effective domestic revenue mobilization, and an increased transparency system.
Specific objectives:
● Specific Objective 1 (SO1): Improve the effectiveness of public financial management and domestic revenue mobilization systems.
● Specific Objective 2 (SO2): Strengthen the framework for participation, accountability, oversight, and the fight against corruption.

The Internal Audit Agency (IAA) of Liberia is the statutory body mandated to promote, oversee and quality-assure the practice of internal audit across Ministries, Agencies and Commissions (MACs). Its role includes setting internal audit standards and methodology, building the capacity of MAC internal audit units, and providing independent assurance and advice that strengthens public financial management (PFM), accountability and service delivery.
As part of ongoing PFM reform, the IAA has developed specialized Risk-Based Internal Audit (RBIA) manuals designed to shift internal audit practice across MACs from a largely transaction-based, compliance-driven approach to a systematic, risk-focused methodology aligned with international good practice. RBIA directs audit resources toward the areas of greatest risk to government objectives – including financial management, payroll, procurement and revenue-generating arrangements such as concessions – rather than spreading audit coverage evenly and predictably across all operations.
Experience from similar reforms shows that a manual alone rarely changes practice. Successful adoption requires: (i) standardizing the manuals and the tools that operationalize them so that every MAC audit unit applies a common methodology; and (ii) building the practical competencies of internal audit staff – in systems audit and data analytics, in applying professional standards and quality assurance, and in communicating findings effectively – so that risk-based audit work translates into credible reports that management and oversight bodies act on.
The IAA is therefore seeking to engage a qualified consultant (individual or firm) to support two complementary components of this reform: (1) Framework Standardization – finalizing and deploying the RBIA manuals as the common audit methodology across MACs; and (2) Training – building the technical, methodological and communication competencies of internal audit staff needed to apply that methodology in practice.
Professional Experience
The consultant should possess the following minimum qualifications:
• Advanced degree (Master's or equivalent) in Accounting, Finance, Auditing, Business Administration or a related field; a professional certification such as CIA, CISA, ACCA or CPA is an added advantage.
• At least [8–10] years of progressive experience in internal or external auditing, including demonstrated experience designing or deploying risk-based internal audit frameworks or manuals.
• Proven experience in systems audit, data analytics and forensic/fraud detection techniques, including payroll and procurement audits, and ideally exposure to concession/contract compliance review.
• Strong working knowledge of the IIA International Professional Practices Framework (IPPF) and internal audit quality assurance practices (QAIP).
• Demonstrated experience designing and delivering professional training or capacity-building programmes for public sector audit institutions, using adult-learning and practice-based methods.
• Excellent report writing, facilitation and communication skills, including experience with data storytelling or visualization for audit reporting.
• Prior experience working with government internal audit institutions in Liberia or a comparable public financial management context is desirable.
If proposed as a team, the consultant should demonstrate a complementary mix of skills across audit methodology/standardization, data analytics/systems audit, and training/communications, with clearly defined roles and a single point of accountability to the Expertise France.
Language
Fluency in English; knowledge of French is an asset
Core Competencies
Strong analytical and facilitation skills, result orientation, team work, stakeholder engagement, adaptability and commitment to knowledge sharing. Excellent drafting and communication skills in English.
The consultant will work under the overall supervision of Expertise France, or a designated senior official, who will serve as the primary point of contact and be responsible for reviewing and approving deliverables. The IAA will designate a technical focal point to coordinate day-to-day engagement, including access to the existing manuals, relevant data, participant lists and MAC counterparts.
The consultant will submit brief progress updates at agreed intervals (e.g., bi-weekly or monthly) in addition to the formal deliverables listed in Section 5, and will present key outputs (the standardized manuals and the final report) to IAA management for validation.
The consultant will have access to sensitive financial, payroll and procurement data in the course of the assignment and must treat all such information as strictly confidential, using it solely for the purposes of this assignment. The consultant will be required to sign a confidentiality/non-disclosure undertaking and to comply with the IAA's code of conduct and the IIA Code of Ethics throughout the engagement.
All manuals, tools, templates, training materials and reports produced under this assignment are the property of the IAA and may not be used, published or shared with third parties by the consultant without the IAA's prior written consent.
