Objectives and desired results
The Civil Engineer will supervise infrastructure works carried out by assigned contractors. S/he will support planning, design, and implementation of construction activities.
Description of the assignment
The Civil Engineer’s key responsibilities (non-exhaustive list, subject to changes) will be to:
1. Design and Planning
• Participate in coordination of construction interventions to meet programmatic needs and achieve results according to the project goals;
• Review technical solutions, design, drawings and specifications depending on the project assignment, with focus on underground modular construction and infrastructure rehabilitation;
• Coordinate site assessment and feasibility studies to contribute to the project planning;
• Ensure quality and safety control, compliance with technical standards, safety regulations according to Ukrainian national building codes, sanitary norms (DBN), and applicable international standards and specific donor’s requirements, including underground and training infrastructure;
• Maintain accurate project documentation, reports ensuring compliance with program and specific donor’s requirements.
2. Project Implementation & Supervision
• Coordinate and oversee the ongoing stages of rehabilitation and reconstruction activities on assigned project sites at the identified locations;
• Monitor contractor’s performance against approved work plans, quality standards, and safety regulations;
• Conduct regular sites inspections and visits and prepare detailed inspection reports;
• Identify and escalate technical problems, proposing corrective measures in a timely manner.
3. Documentation & Reporting
• Prepare and check technical documentation including bills of quantities (BoQ), cost estimates, and progress reports;
• Maintain accurate project records and support of procurement process (tender process) with technical input during the evaluation;
• Contribute to periodic stakeholder and donor’s reports as required.
4. Stakeholder Coordination
• Liaise with local authorities, management, implementing partners and contractors to ensure smooth project delivery;
• Participate in technical meetings, site visits, and coordination events;
• Provide other technical consultations/expertise as requested.
5. Quality & Safety
• Enforce compliance with occupational health and safety standards (national and international) on all construction sites;
• Verify that materials and workmanship meet contractual and technical specifications.
6. Other
• Any other task requested by Expertise France.
Place, duration and terms of performance
1) Type of contract: Service contract.
2) Assignment duration: October 2026 – September 2027 (12 months).
3) Duration of the contract: 12 months, 260 man-days.
4) Location: The position is based in Kyiv, Ukraine, with a requirement to travel to the construction site/s.
Context and justification of the need
Expertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries. As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the Agency has been regularly present since 2006 through series of technical assistance projects.
Expertise France in Ukraine
Present in Ukraine since 2006, Expertise France has significantly expanded its activities in response to the country’s resilience, reconstruction and European integration priorities. Its current portfolio combines technical assistance and institutional capacity building across several key sectors. Through the mAIDan Ukraine Facility, Expertise France supports Ukrainian authorities in preparing for reconstruction and the EU accession process. Other major programmes include PravoJustice4EU, supporting justice sector reform and alignment with European standards; Stiykist, strengthening social resilience, vocational training and social services; EU4PFM, supporting the modernization of public financial management, public procurement, audit and financial control systems in line with the EU acquis; and EU4SAR, which assists key Ukrainian institutions, including the State Property Fund of Ukraine and the Ministry of Economy, in developing a modern, transparent and efficient framework for the management of state-owned assets. Together, these interventions contribute to strengthening Ukraine’s institutions and supporting its reconstruction and European integration.
Expertise France’s Health Program
As part of France’s strategy for reconstruction and aid in Ukraine focusing on the health sector, the French Ministry of Europe and Foreign Affairs (MEAE)’s Crisis Center (CDCS) has financed €18 million over 36 months to the APPUI Sante Project. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations’ access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, financing implementing partners, financing national healthcare authorities’ resources and projects, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine.
The REHAB project, funded by the French Development Agency (l’AFD) for €5 million over 24 months, from 2025 to 2026 aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities.
Other projects under the Health Program are beginning are implemented since Q3 2026.
A procurement committee will evaluate all received proposals based on the following criteria:
· Technical Proposal – 65%
o Methodology and technical approach – 20%
o Quality and relevance of the proposed technical offer and deliverables – 15%
o Proposed timeframe and Work Plan – 15%
o CV and relevant experience of the Expert, – 15%. A particular attention will be put on the following points: experience working on underground or protected construction activities or projects (required); Experience working on public buildings or healthcare facilities (strongly preferred); Ability to obtain and maintain a security clearance (process managed by Expertise France); Fluency in English language (required); strong understanding of construction project cycles, from programme needs assessment, through planning, procurement and contracting, monitoring the execution of works; Proficiency in AutoCAD and/or other design software (e.g., Revit, ArchiCAD); Strong understanding of Ukrainian construction norms and regulations (DBN, DSTU); Experience preparing and reviewing BoQs, cost estimates, and technical specifications; Computer proficiency including MS Office software.

The Service Provider shall submit:
· Technical proposal including:
o proposed methodology
o stakeholder engagement approach
o indicative work plan, including the allocation of the 30 working days
o risk mitigation approach
o sample of previous similar work (optional)
o CV of the Expert
o copy of the FOP registration extract
· Financial proposal, indicating the daily fee and all taxes included. Travel costs shall not be included.
