General objective
The general objective is to support EF with a rigorous, impartial and well-documented technical evaluation of the proposals, and to strengthen quality assurance for the assignment that follows.
Specific objectives
• Provide expert technical analysis of each proposal against the tender's evaluation grid.
• When requested, provide independent technical review of the contract's deliverables.
Description of the assignment
1 Planned activities and tasks
The Consultant shall undertake the following tasks:
• Tender Evaluation
- Review the tender documents
- Attend a briefing with the EF team.
- Analyse the technical proposals submitted under the call, assessing methodological soundness, feasibility, relevance, and alignment with the tender requirements.
- Provide one individual evaluation sheet per proposal, with a proposed score and written justification for each criterion, plus strengths, weaknesses, gaps and compliance issues.
- Take part in one evaluation committee session to present analysis and provide technical input to the evaluation report.
- Prepare a technical note on quality control, outlining key criteria, risks, and recommendations to ensure the robustness and consistency of deliverables produced under the contract, as well as elements supporting knowledge capitalization.
• Technical review of deliverables
- Draft a quality review checklist for each expected deliverable.
- Review the inception report and give written comments.
- Peer-review the diagnostic reports and the draft strategic roadmap.
- Provide ad hoc technical advice to EF on the assignment, and draw out practical recommendations.
2 Deliverables
The deliverables, with their content, format and deadlines, will be described in each purchase order (PO). For information only, the deliverables expected under each lot are likely to include:

3 Expected methodology and cross-cutting requirements
The expert will:
• apply the tender's evaluation grid
• apply the same standards to all proposals, so they are treated equally and consistently
• follow EF's procurement procedures
All tender documents, proposals, deliberations and scores are strictly confidential, during the contract and after it ends. The expert signs a declaration of confidentiality and absence of conflict of interest.
4 Coordination
The service provider’s main contact person for Expertise France will be designated in the service contract.
5 Place and conditions of execution
• Place of execution: home-based
• Execution period: Nine (9) months from the contractual commencement date. The Expert must be fully available from 19/10/2026, the deadline for submission of technical proposals, to carry out the analysis of proposals without delay.
• Number of working days: max. 40 working days.
1 Expertise France

2 The project
The project aims to improve solid waste management in Luanda while fostering the development of circular economy initiatives in Angola. This four-year programme is funded by the European Union and co-financed by the French Republic, and implemented by a consortium composed of Expertise France, Camões – Instituto da Cooperação e da Língua, I.P., the International Finance Corporation (IFC), and the Fundación para la Internacionalización de las Administraciones Públicas (FIAP).
The action focuses on strengthening institutional, regulatory, and technical capacities, improving service delivery and financial sustainability, mobilizing private investment, and promoting inclusive and sustainable employment in the sector.
Expertise France (EF) leads the programme coordination and contributes to Outcomes 1 and 2, that aims at strengthening the policy and regulatory framework at national level and reinforcing the institutional, human, and technical capacities of local authorities, including the implementation of pilot projects on waste management and circular economy.
FIAP contributes to Outcome 2, focusing on the strengthening of the financial and budgetary capacities of municipalities to improve the sustainability of waste services and facilitate access to investment.
IFC is responsible for Outcome 3, which focus on mobilizing private sector investment and structuring bankable projects in infrastructure and circular economy.
Camões, I.P. leads Outcome 4, which goal is to support the dignification of the informal sector and promoting access to decent and inclusive employment opportunities, with a strong emphasis on gender equality.
3 Background
EF has launched a call for tenders called "Integrated diagnostic and strategic roadmap for solid waste management and circular economy in Luanda Province." The assignment covers several assessments: institutional and governance, regulatory, technical and operational, financial and economic, planning, data and M&E, and socio-anthropological and behaviour change. Together they lead to a strategic roadmap.
Technical proposals are due on 19/10/2026. The number of bids is not yet known, and EF may need support beyond the evaluation itself. EF is therefore recruiting an independent senior expert under a framework contract. Services will be ordered through purchase orders as needs are confirmed.
Education
Advanced university degree in environmental engineering, urban services, waste management, environmental policy, public administration or a related field.
Experience
• At least 12 years of professional experience, including substantial experience in SWM.
• Proven experience designing and implementing municipal waste management plans, including planning, budgeting and operationalisation.
• Experience in integrated SWM planning covering the technical, institutional, financial and regulatory dimensions. Circular economy experience is an asset.
• Experience developing or evaluating strategic roadmaps, action plans or investment programmes.
• Demonstrated experience evaluating tenders: scoring, justification drafting, compliance checks and committee participation. Experience with EU rules is a strong asset.
• Knowledge of international good practices in SWM and circular economy, ideally in comparable contexts.
• Experience coordinating multidisciplinary teams and engaging in dialogue with public authorities.
• Experience in Angola, Lusophone countries or other African countries is an asset.
Competences
• Strong analytical and synthesis skills, and the ability to compare proposals and identify gaps.
• Clear, evidence-based writing of justifications and technical notes.
• Rigour, impartiality and respect for procedures.
• Fluent English is required. Working knowledge of Portuguese is a strong asset. French is an asset.
