Description de la mission

Based in the Expertise France office in Nairobi, with regular travel inside Africa and occasional travels to France, the Team Leader will be in charge of the overall supervision and coordination to achieve the project objectives in an efficient and effective manner.

The Team Leader will provide direct line management to the Expertise France operational team, including the Technical Assistance Facility (TAF) team (composed of a TAF Coordinator, 2 TAF Officers and 2 TAF Assistants), the Deputy Team Leader of Component 4 (ARISE), the Project Assistant, the MEAL coordinator, and the Outreach/Communications Officer and the Grant officer. The Team Leader will also exercise a functional coordination role over the Deputy Team Leader (DAAD), who coordinates Component 2, the Deputy Team Leader (Team Belgium), who coordinates Component 3. While Deputy Team Leaders of Component 2 and 3 remain under the hierarchical authority of their respective agencies, they will work under the functional coordination of the Team Leader to ensure the overall coherence, alignment, and effective implementation of the Action. The Team Leader will also work closely with the EF Administrative and Financial Support Team, including the Finance Officer, finance assistant, logistics assistant.

On behalf of Expertise France as consortium coordinator, the Team Leader will ensure consolidated oversight of programme implementation, partner contributions, budget execution, risks and results, in accordance with the Multi Partnership Contribution Agreement (MPCA), Partnership Agreement (PA) and the respective responsibilities of each IP. Each IP remains responsible for the implementation, financial management and compliance of the activities under its contractual responsibility.

Under the supervision of the Head of the Education, Higher Education and Research Unit at Expertise France headquarters in Paris, the Team Leader will lead the operationalization of the strategic direction set out in the Description of the Action and agreed through the project governance bodies. The Team Leader will oversee implementation, technical quality, team management, stakeholder relations and coherence between Components 2, 3 and 4, as well as coordination with Component 1 and other relevant EU, Team Europe and Africa-Europe research and innovation initiatives.

 

Key responsibilities:

Strategic management and oversight:

  • Lead the operationalization of the project’s strategic direction, as defined in the Description of the Action and further agreed through the project governance bodies.Support, convene or participate in the project governance bodies in accordance with the respective roles, decision-making arrangements and responsibilities established in the DoA and PA.Ensure alignment of project activities with relevant African and EU higher education, research and innovation frameworks and priorities, including CESA, the AU–EU Innovation Agenda, the SDGs, Global Gateway...Ensure effective monitoring and evaluation mechanisms are in place, with support from the M&E Coordinator.

  • Ensure consolidated regular reporting to the partners and the EU on project progress, challenges, and key achievements.

  • Ensure coherence and complementarity between Components 2, 3 and 4, and facilitate coordination with Component 1 and other relevant EU and Team Europe initiatives.

  • Lead the project inception phase, including the operational set-up of the project team, the clarification of roles and coordination arrangements, and the consolidation of the initial work plan, budget and implementation procedures.

 

Team management and coordination:

  • Lead, manage, and guide the Project team, through a direct (EF) or a functional link (Implementing Partners).

  • Foster team cohesion and effective cross-IP collaboration through regular and ad hoc meetings.

  • Set goals, objectives, and deliverables for team members under his direct line management and ensure appropriate coordination of deliverables across the wider project team.

  • Oversee the recruitment of short- and long-term experts under EF responsibility and contribute, where relevant, to the coordination of key project staffing needs.

Stakeholder engagement and accountability:

  • Ensure effective coordination and information flows between IPs and maintain constructive dialogue with key programme stakeholders.Represent Expertise France and, where duly mandated, the consortium in strategic dialogue with the EU, higher education institutions, relevant public authorities and institutional partners. Identify and escalate major strategic, contractual, operational or partnership issues to Expertise France headquarters and the appropriate governance bodies

Planning and monitoring of project activities:

  • Develop consolidated work plans and annual budgets in coordination with the Deputy Team Leaders, IPs and relevant support functions.

  • Contribute to the development and implementation of the M&E, communication and Knowledge Management strategies, in coordination with the respective specialists.

  • Ensure that activities managed by EF comply with applicable EU and EF requirements, and oversee consolidated compliance with the contractual framework at consortium level.

  • Identify potential strategic and operational risks and implement mitigation strategies.

  • Oversee the allocation of EF resources and the consistency of programme level resource planning.

  • Ensure that project procedures are developed, regularly reviewed and consistently applied, where relevant, at program level.

  • Ensure that agreed measures for safety and security are in place and adhered to by all staff, in coordination with the Operations Security Department.

 

Description du projet ou contexte

The Study and Research in Africa (SRIA-ARISE) programme is a European Union initiative designed to strengthen African higher education, research and innovation ecosystems. Over five years and a half, the programme aims to enhance the capacity, quality and international attractiveness of African Higher Education Institutions (HEIs), while strengthening their contribution to excellent research, innovation and the development of skills relevant to African priorities and Global Gateway priority sectors.

Through its different components, SRIA promotes stronger collaboration between HEIs, researchers, research institutions, industry, government and the wider innovation ecosystem. It combines institutional capacity building, strategic partnerships, networking, improved access to national and international funding opportunities, and support to research excellence. The programme also seeks to strengthen the links between higher education, research, innovation and public policy, while fostering sustainable Africa–Europe scientific and institutional partnerships.

This programme combines continental coordination with tailored support at country and sub-regional levels, ensuring effective delivery, coherence, and impact across the African continent. It has a duration of 66 months and it is divided into the four following components:

Component 1: Opportunities: Focuses on increasing the visibility and accessibility of African higher education institutions (HEIs) by strengthening their positioning, branding, and communication. It supports the dissemination of reliable information on study and research opportunities, helping students, researchers, and staff make informed choices while enhancing the internationalization of African higher education.

Component 2: Partnerships: It aims to strengthen collaboration between HEIs, industry, African corridors, research centers, and public institutions. By fostering stronger links with labor market needs, this component promotes employability, supports innovation, and encourages the development of skills aligned with Global Gateway priority value chains.

Component 3: Targeted Support: It seeks to reduce inequalities among HEIs by enhancing their capacity to access funding, build partnerships, and engage with the wider innovation ecosystem. It supports institutions in developing strategies, strengthening networks, and improving their attractiveness as study and research destinations at regional and international levels.

Component 4: Research Excellence / ARISE 2.0: The Africa Research Initiative for Scientific Excellence (ARISE 2.0) supports excellent African researchers in developing independent, internationally competitive research careers and research teams on the continent. Building on the first phase of ARISE, it combines competitive research funding with targeted support to researchers and their host institutions, including research-management capacities, access to scientific networks and infrastructure, and stronger connections with African and European research ecosystems. It also aims to strengthen the visibility, relevance and uptake of African research.

Expertise France was selected by the European Union as the Coordinating Agency for Components 2, 3 and 4. Expertise France ensures overall programme and consortium coordination in close collaboration with the Implementing Partners (IPs). Components 2 and 3 bring together European implementing agencies and higher education actors including EF, DAAD, EDUFI, ESTDEV, Team Belgium (Enabel, ARES and VLIRUOS) and Uni-Italia, depending on the component. Component 4/ARISE 2.0 is implemented through a restricted consortium (EF, DAAD and Team Belgium) in which the African Academy of Sciences (AAS) plays a central role.

Components 2, 3 and 4 are funded by the EU and co-funded by the MEAE (French Ministry for Europe and Foreign Affairs). The duration of the action is scheduled from January 2027 to June 2032 (66 months) with a budget of 65.350.000 EUR.

Profil souhaité

Qualifications:

  • Minimum Master’s degree in international relations and development, project management, education, or other relevant fields. PhD would be an asset.

  • Additional qualifications in project management (e.g. PM2, PMP, or equivalent) would be an asset.

 

Required Skills:

  • Strong understanding of the international cooperation architecture in Africa, including EU external action and relevant African continental and regional institutions.

  • Knowledge of higher education, research, stakeholders and innovation systems, including institutional capacity development, internationalisation and university–industry cooperation  in Africa.

  • Strong understanding of higher education, research and innovation policies and ecosystems, including institutional capacity development, internationalisation, cooperation with the private sector, research funding and Africa–Europe scientific cooperation.

  • Excellent project management skills with good command of EU administrative, project management and financial procedures.

  • Strong ability to coordinate complex multi-partner programmes and to manage relationships across institutions with different mandates, governance structures and organisational cultures.

  • Strong analytical skills, excellent leadership competencies, and strong interpersonal and communication skills.

  • Ability to diagnose, design and propose solutions adapted to potential difficulties and the context.

  • Proven ability to cooperate and negotiate with different types of partners, including local and institutional partners as well as government representatives. Politically and culturally sensitive with qualities of patience, tact, and diplomacy.

  • Good understanding of results-based management, monitoring, evaluation and learning.

  • Fluent French and English speaking, and written skills are essential.

  • Knowledge of Portuguese would be an asset.

 

Required Experience:

  • Minimum of 10 years of professional experience in the management of international cooperation programmes, preferably in Sub-Saharan Africa, including significant experience in a senior management or Team Leader position.

  • Demonstrated experience as Project manager or Team Leader of projects providing policy advice and capacity building to public institutions (eg. technical assistance, peer-to peer exchanges among civil servants, etc.).

  • Experience managing large-scale multi-partners programmes preferably funded by the European Union or other international donors.

  • Experience working with research and higher education institutions and/or programmes involving research funding, institutional research capacity or research and innovation ecosystems would be highly desirable.

  • Experience integrating cross-cutting themes such as gender equality, disability inclusion, digital skills and environmental sustainability into international cooperation programmes.

  • Experience overseeing partnerships, grants and/or contractual arrangements, including associated reporting and accountability requirements. 

  • Experience in working and coordinating with international and national partners, government agencies and donors.

  • Demonstrated ability to operate effectively in multicultural and multilingual environments.

  • Experience supervising technical assistance facilities would be an asset.

  • Previous professional experience with Expertise France and/or good knowledge of its internal procedures, organisation and decision-making processes would be an asset.

  • Contract information: the contract period is for 12 months (yearly renewable up to 5 years). We offer an EF contract with a competitive salary and benefit package which includes comprehensive insurance cover, social security, pension contribution, etc.
