Under the supervision of the Project Manager, the Expert will provide targeted technical support to the project during an initial four-month period to prepare, structure and operationalize priority interventions under Outcome 1.
The assignment will focus on three complementary areas:
The Expert will work closely with the Program Manager, the Heads of components, other relevant project partner staff, Government counterparts, private-sector organizations, financial institutions, development partners and other technical experts.
The assignment is intended to support the technical development and operationalization of priority Outcome 1 workstreams, combining strategic advice with hands-on implementation support. This will include consolidating and applying existing evidence, supporting stakeholder engagement, contributing to the establishment and operationalization of the national PPD framework and targeted technical PPDs, supporting the operationalization of the investment promotion and investor conversion mechanisms emerging from the Liberia-EU Business Forum, advancing the NIC support plan, support the project’s access-to-finance strategy development and implementation, and providing technical representation, capacity-building and support to partners and stakeholders as required.
Objective 1 – Support the establishment and operationalization of the national PPD framework and targeted technical PPDs
Objective 2 – Support the operationalization of investment promotion and facilitation
· Support the operationalization and strengthening of the post-Liberia-EU Business Forum investment promotion and investor conversion mechanism, including the Investment Conversion Task Force, clarifying its operating arrangements, roles, processes and linkages with relevant Government institutions and private-sector partners.
· Provide strategic and technical support to the development and implementation of the National Investment Commission support plan, including the identification and prioritization of institutional, procedural and coordination improvements needed to strengthen investment facilitation.
· Support the development and refinement of investor-facing tools, referral mechanisms, follow-up and aftercare processes, working closely with the Investment Officer responsible for their implementation on the ground.
· Support the follow-up of priority investors during the initial implementation period, including direct engagement with companies, analysis of recurring bottlenecks, facilitation of institutional solutions and documentation of lessons and intelligence emerging from investor engagement.
· Support the identification and structuring of high-potential investment opportunities, including opportunities linked to the project’s priority value chains, and advise on approaches to investor targeting and promotion.
· Support structured engagement with Government institutions, investors, financial institutions, business organisations and development partners around priority investment opportunities and investment climate constraints.
· Contribute to the development and refinement of the project’s investment promotion approach, including recommendations on investor targeting, value propositions, market intelligence and partnerships.
· Represent the project in relevant technical meetings, investment promotion events and stakeholder forums, as requested, and provide technical briefings and follow-up inputs to project leadership.
Objective 3 – Develop and advance the project’s Access to Finance workstream
· Lead the strategic development of the project’s Access to Finance approach, building on the A2F scoping study and stakeholder consultations.
· Translate study findings into a prioritized strategy and practical implementation roadmap, distinguishing between ecosystem-level and value-chain-specific interventions.
· Identify priority regulatory, institutional and market reforms required to improve MSME access to finance.
· Support engagement with the Central Bank of Liberia, financial institutions, Government institutions, private-sector organizations and relevant development partners.
· Identify opportunities to link project interventions with relevant national, regional and international financing mechanisms.
· Support the capacity strengthening of relevant partners and institutions where identified as a priority within the A2F strategy.
· Prepare technical concepts, implementation arrangements and ToRs for subsequent A2F interventions.

Liberia’s private sector holds significant potential for driving economic growth, decent job creation, and poverty reduction. However, this potential remains untapped due to structural weaknesses in economic governance, a challenging business environment, and an unfavourable investment climate. These systemic constraints, combined with underdeveloped value chains in the cassava, fisheries, and wood sector, limit opportunities for inclusive and sustainable economic transformation.
At the same time, these issues present clear entry points for targeted interventions under this Action, aiming to improve economic conditions, strengthen key value chains, and support private sector growth and create the business environment and investment climate in which they can flourish.
The Overall Objective of the Action is to contribute to increase the competitiveness, inclusivity and environmental sustainability of cassava, aquaculture and wood processing value chains for enhanced decent job creation, economic growth, and competitiveness of Liberian MSMEs. The Action also takes into consideration strategic approaches aimed at addressing structural barriers to decent work opportunities for all Liberians, including Persons with Disabilities (PWDs), thereby facilitating their active involvement and contribution to Liberia’s labour market.
The Specific Objective (outcome) of the Action aims to ensure that MSMEs, with a focus on enterprises owned by women, youth and persons with disabilities, within the three targeted value chains increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards. However, this may occur only if the general ecosystem, including access to skills and business development services, is improved, therefore requiring policy dialogue at all stages of project implementation, involving the public and private sector, and EU and Liberian MSMEs.
The Action will focus on the two main areas of intervention and the related challenges: private sector development and value chain development (cassava, aquaculture and wood).
Three outcomes for the implementation of the Action have been defined as follows:
· Outcome 1: Improved business regulatory frameworks and institutional capacity development for a more conducive business and investment climate in line with sustainable and inclusive international standards
· Outcome 2: Supported value chains are more competitive, productive and better integrated into domestic and international markets.
· Outcome 3: Enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalised groups (youth, women and persons with disabilities) for better skills, livelihoods and workplace accountability in line with International Labour Standards.
More specifically, Outcome 1 aims to strengthen Liberia's business and investment climate by supporting policy and regulatory reforms, institutional capacity development, public-private dialogue, investment promotion, and improvements to the enabling environment for enterprise growth, as illustrated below:
The Action is financed by the European Union and will be co-implemented by Expertise France and the International Labour Organisation (ILO).
Professional Experience
· At least 10 years of relevant professional experience in private sector development, business climate reform, investment promotion and facilitation, public-private dialogue, access to finance, economic governance or related fields.
· Demonstrated experience in designing and operationalizing private sector development, business climate reform, investment promotion or PPD initiatives, including direct implementation and stakeholder engagement.
· Demonstrated experience supporting complex donor-funded programmes, preferably financed by the European Union, and working within multi-stakeholder development programmes.
· Proven experience working with senior Government institutions, private-sector organizations, financial institutions and development partners, preferably in Sub-Saharan Africa.
· Demonstrated experience in investment facilitation and investor engagement, including follow-up of investment opportunities, identification of bottlenecks and coordination of institutional solutions.
· Demonstrated experience in access-to-finance initiatives, financial-sector engagement and/or development of strategies, partnerships or institutional approaches to improve finance for MSMEs and businesses.
· Proven experience preparing strategic analyses, implementation plans, policy recommendations, technical notes and reports.
· Experience in Sub-Saharan Africa is required; experience in Liberia or West Africa would be a strong asset.
Technical Competencies
· Excellent knowledge of private sector development and business and investment climate reform, with a strong ability to translate strategic priorities into operational interventions.
· Strong expertise in public-private dialogue, including the establishment and operationalization of structured PPD mechanisms, reform processes and multi-stakeholder working groups.
· Strong understanding of investment promotion, investor facilitation and conversion, including investor targeting, engagement, aftercare and institutional coordination.
· Good knowledge of access to finance for MSMEs, including financial-sector ecosystems, regulatory and institutional barriers, and potential financing mechanisms and partnerships.
· Good knowledge of trade facilitation, AfCFTA and regional economic integration, particularly in relation to private-sector competitiveness and market access.
· Experience in institutional development and capacity strengthening, including support to Government and private-sector institutions.
· Excellent analytical, drafting, stakeholder engagement and facilitation skills.
· Knowledge of digital tools, digital trade and e-commerce would be an asset.
