Expertise France, an entity of the French Development Agency (Agence Française de Développement, AFD) Group, is the French government’s international technical cooperation agency. Its role is to design and manage donor-funded international cooperation projects in fields such as governance, security, health, education and the environment. The European Union (EU) and the French Government constitute Expertise France’s main donors.

The agency currently manages over 350 projects in 147 countries and 27 European Union member state overseas territories. The agency has a workforce of about 765 personnel in its headquarters in France and about 1400 personnel throughout the world. In 2023, Expertise France disbursed 390 million euros of official development assistance (ODA) worldwide. The European Union (EU) and the French Government constitute Expertise France’s main donors.

Expertise France is opening an office in Papua New Guinea (PNG) to implement donor-funded projects supporting PNG’s development agenda. In particular, the European Union has awarded the implementation of the national component of its Forestry, Climate Change, and Biodiversity (FCCB) support programme for PNG to Expertise France.

Description du projet ou contexte

The independent state of Papua New Guinea (PNG) occupies the eastern half of the Island of New Guinea, together with the main islands of New Britain, New Ireland, and the Autonomous Region of Bougainville. The majority of PNG’s society remains rural and heavily dependent on natural resources, both through subsistence and small-scale agriculture and through access to forest and marine resources. The country is identified as one of the 10 most at-risk countries to climate and environmental hazards and is ranked 149 out of 181 countries in terms of its capacity to adapt to climate change.

Forestry, Climate Change and Biodiversity (FCCB) have been central to PNG’s development framework since independence, with the wise use of natural resources and protection of the environment being one of the key objectives stated in the constitution. This commitment has continued into PNG’s central and sectoral planning frameworks, including Vision 2050, the National Development Strategic Plan (DSP) 2010-2030, and the Medium-Term Development Plans (MTDP). The MTDP 4 (2023-2027) emphasizes the need for Climate Change and Environmental Protection to be managed responsibly and sustainably under the Strategic Priority Area (SPA) 10, with a focus on climate change adaptation and mitigation.

Building on the EU’s extensive experience as one of PNG’s main development partners, in 2022 the European Union decided to put in place a new major cooperation programme in terms of the “Forestry, Climate Change and Biodiversity” nexus (hereafter the “EU-FCCB Programme” or the “Programme”). With approved funding in the amount of €54.7 million (PGK 213 million), this EU-FCCB Programme is one of the EU’s most ambitious forest-related programmes anywhere in the world. Its General Objective is “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three Specific Objectives (SOs) are as follows:

  • SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”.
  • SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”.
  • SO3: “Increased inclusive and gender-responsive green public and private sector investment, jobs and growth and deforestation-free livelihoods”.

The EU-FCCB programme is structured according to three components: the first, “support at the national/institutional level with spillovers at the local/community level” (€33.5 million), is implemented by Expertise France; a second, supporting the Managalas Conservation Area (€18.2 million), is implemented by CIFOR-ICRAF; and a third, on the extension of the National Forest Inventory (€3M), is implemented by FAO. The national component, implemented by Expertise France, started in July 2023 and provides support to PNG-based public sector institutions, research and awareness institutions, communities, civil society organisations and the private sector. With regard to gender equality and women’s rights, the project has been marked as Level 1 (Significant) according to the OECD-DAC gender equality policy marker.

 A significant part of the EU-FCCB national component is dedicated to a digital transformation initiative aimed at strategically modernising the digital capabilities of key FCCB government organisations. The activity equips beneficiary agencies with more robust digital platforms and coherent information systems, and supports them to operate and maintain these systems, so as to contribute to enhanced efficiency, transparency, stakeholder engagement and accessibility of information across the FCCB sector. The beneficiary agencies are CCDA, CEPA, PNGFA, DAL, DLPP, DNPM and NEA.

The initiative has matured into a multi-agency digital transformation portfolio covering websites, information systems, digital governance, institutional capacity, public communication and sustainability. It supports the upgrade or development of agency websites, including the CCDA, CEPA, DAL, NEA and PNGFA websites, the PNG REDD+ website and the PNG Carbon Market events website, as well as information systems such as the Safeguards Information System, the National Carbon Registry, the Digital Environmental Permit System, the Forest Resource Information Management System and the NEA Energy Repository Hub. It also includes in-kind donations of IT equipment.

Implementation relies on a specialised digitalisation consulting firm (Eywa Systems, based in Denmark) supported by national consultants, following a participatory, user-centred and iterative approach. Eight missions to Papua New Guinea have been conducted, complemented by remote delivery. At least 19 coordination workshops have been organised over 29 days, representing at least 276.5 participant-days, alongside 4 formal training sessions over 8 days for 34 participants (58 attendance-days). The activity cuts across the three Specific Objectives of the Programme and connects with other activities, including the update of the Forest Cover Map, organisational development support, the support to the PNG Environmental Alliance, and the support to carbon markets and REDD+.

Profil souhaité

This position requires an understanding of climate change landscape, business administration and filing system.

The required profile is:

Education

·       Minimum university degree in climate change, forestry, environmental conservation, natural resource management or related field. Post-graduate degree (MSc) is an advantage.

Work experience

·       A minimum of 2 years of progressive experience in data collection on climate change, environment, conservation, forestry, natural resource economics and management or a related field.

·       Prior experience of working on such issues in Papua New Guinea a significant asset.

Competencies

·       Fluency in written and spoken English.

·       Strong inter-personal skills, in particular, demonstrated team leadership qualities and excellent oral communication skills.

·       Displays cultural, gender, religion, nationality and age sensitivity and adaptability.

·       High level planning, organizational and time management skills, including flexibility, attention to detail and the ability to work under pressure to meet challenging deadlines.

·       Ability to quickly adapt to change, and to remain calm under pressure.

Informations complémentaires

The key objective of this assignment is to provide operational, logistical, data collection and entry, and coordination support to the EU-FCCB National Component, particularly in facilitating data collection for FCBB government agency website development and update, organizing project-related events, liaising with stakeholders, documenting meetings and providing support to updating quarterly action plans. The Digitalisation Initiative Coordination (DIC) Officer will assist in ensuring accurate data collection and operational support and efficient communication between Expertise France international and national consultants, field missions, national agencies, and other key actors.

Under the supervision of EYWA Systems and overall guidance of the Technical Coordinator of the national component of the EU-FCCB Programme, the Officer will perform the following duties:

Maintain open lines of communication with the project and stakeholders to ensure smooth collaboration and timely completion of tasks.

·       Support data collection for FCCB agency website upgrade and development

-    Facilitate coordination and information gathering through meetings with key FCCB agencies to discuss and collect accurate and up-to-date content for their respective websites, under the guidance of the Communications team.

-     Monitor progress and report challenges by attending regular coordination meetings to provide progress updates, identify any challenges encountered, and recommend solutions to improve the information-gathering process.

-       Maintain stakeholder contact database by assisting in reviewing and updating the project’s stakeholder contact list, ensuring accurate and accessible communication channels across the FCCB agencies.

·       Support internal knowledge sharing and capitalisation of the digitalisation workstream

-          Contribute to keeping the digitalisation activity tracking up to date by gathering and consolidating information on websites, information systems, workshops, training sessions, in-kind donations and launch events across the FCCB agencies.

-          Prepare concise internal updates and briefs so that the wider EU-FCCB team remains informed of digitalisation milestones, such as website launches and progress on the National Carbon Registry, the Digital Environmental Permit System and the Forest Resource Information Management System.

-          Document achievements, lessons learned and challenges from the digitalisation workstream to feed programme reporting, capitalisation and visibility products.

-          Capture and organise participation data from digitalisation workshops and training sessions, including attendance and participant-days, to support monitoring, evaluation and reporting.

-          Support the preparation of capitalisation materials on the digitalisation activity, including short case studies and achievement summaries, for internal use and for sharing across the Programme.

-          Act as a liaison point between the digitalisation consulting firm (Eywa Systems), the national digitalisation experts and the EU-FCCB team, to consolidate updates and ensure information flows smoothly.

·       Liaise with reporting and stakeholder engagement

-          Support in facilitating effective communication and coordination between Expertise France and key national stakeholders, including government agencies, development partners, civil society organisations (CSOs), private sector actors, and other relevant parties, as needed.

-          Assist in organising bilateral and multilateral meetings, including scheduling appointments, preparing briefing materials, and tracking follow-up actions.

-          Maintain regular communication with stakeholders to support timely information sharing and ensure alignment of project activities with national priorities.

 

·       Assist with organising project-related events.

-          Support the planning and delivery of workshops, stakeholder consultations, technical working group sessions, and capacity-building events under the EU-FCCB Programme, particularly those related to the national component.

-          Coordinate logistical arrangements with the logistic and travels team.

-          Prepare and distribute event materials, including agendas, briefing notes, background documents, and presentations.

-          Provide on-site event support to ensure smooth facilitation, including registration, documentation, and liaising with service providers.

-          Accurately record discussions and produce detailed meeting minutes for submission to the supervisor.

·       Support the preparation presentations and reports

-          Attend key meetings, workshops, and stakeholder engagements to take comprehensive and accurate notes.

-          Draft and circulate clear and concise meeting minutes, summaries, and action points in a timely manner.

-          Maintain a well-organised system for storing project documentation, reports, and correspondence related to the national component.

-          Ensure all records and documents are correctly filed and accessible to relevant team members for reference and follow-up.

·       Attend project staff meetings and provide administrative support

-          Participate in regular project team meetings to remain informed of ongoing activities, priorities, and timelines.

-          Assist with scheduling internal meetings, drafting agendas, and monitoring follow-up actions to ensure timely implementation.

-          Support the operations team in coordinating logistics, including travel arrangements, accommodations, transportation, and security protocols, in accordance with Expertise France procedures.
