Description de la mission
General objective
The objective of the assignment is to provide financial and accounting guidance for the preparation of financial statements, inventories, and valuations in the processes of selling and corporatizing state owned enterprises, and to provide analytical and technical support to the privatization authorities in collecting and preparing documentation required for privatization and corporatization of state assets.
Description of the assignment
Planned activities
The service provider must support the Regional Office of the SPFU in performing the following activities:
• Technical assistance to the Regional Office of SPFU and mentoring its employees in drafting letters of request/responses required in the process of preparation for privatization and corporatization
• Communication with representatives of the enterprise regarding the status of preparation of documents, certificates, tracking the status of readiness, etc.
• Providing assistance to SOE management in the organization and preparation of documents required for privatization and corporatization
• Verification of documents and their completeness received from the enterprise to the Regional Office in the course of preparation for privatization (according to the defined list) and corporatization
• Providing an overview of individual SOE's legal problems to the SPFU
• Support and assistance to the Regional Office of SPFU and mentoring its' employees in forming the package of documents required for filling the privatization virtual data room
• Verification of the process of filling of the virtual data room, preparation and publication of the auction information message about the SOE being privatized
• Support of procedures and advisory support in terms of compliance with the requirements of privatization legislation in the process of publication of the information message and announcement of the auction for the sale of small privatization objects
• Consulting the Regional Office of SPFU and mentoring its' employees on the registration of property rights and registration documents required for privatization and corporatization

Coordination
The service provider shall designate a single contact person for project implementation purposes.
The service provider's counterpart within the EU4SOEs Project (Expertise France) will be the Regional Privatization/Corporatization Support Team Lead, who reports to the Long-Term Expert acting as Key Expert for Privatization and to the Team Leader.

Description du projet ou contexte
The EU4SAR program, financed by the European Union and the French Ministry of Europe and Foreign Affairs supports the transformative agenda on the Governance of State-Owned Enterprises and its alignment with EU acquis, international standards and best practices. Expertise France assists both the State Property Fund of Ukraine and the Ministry of Economy and Environment of Ukraine to improve their capacities regarding the i) design of the governance & privatization policies, ii) their implementation and iii) the control, oversight and monitoring of the State-Owned assets. The project provides technical assistance under the form of expertise, procurement of goods & services and capacity building. In this context, the Small Privatization/Corporatization Support Consultant will provide legal and financial assistance in the processes of selling and corporatizing (transforming from state unitary enterprises into limited liability companies or joint stock companies) state owned enterprises. He/she will provide analytical and technical support to the privatization authorities in collecting and preparing documentation required for privatization and corporatization of state assets, as well as active assistance in training qualified personnel, building their skills in working with legal and financial documents, and accumulating knowledge and experience regarding the processes of privatization and corporatization of state enterprises.
While within the framework of the project, consultations on a wide range of issues on the peculiarities of sale and corporatization of state owned enterprises will take place, the consultant's main area of focus will be providing guidance for the preparation of financial statements, inventories, and valuations. Training programs on procedures and algorithms of actions of privatization bodies in the processes of sale and corporatization of state assets will also be prepared.

A. Qualifications and skills:
• Ukrainian as a mother tongue, proficiency in English is an advantage; knowledge of French is an asset

B. General professional experience
• Bachelor's and/or Master's degree in finance, management, law, or other related field
• Experience working with the public sector
• Foreign technical assistance program experience preferred
C. Specific professional experience
• Minimum 5 years' experience working as an accountant, including experience preparing financial reports and inventories and performing/organizing property valuations
• Familiarity with corporate financial, legal, and property registration documents
• Knowledge of Ukrainian legislation related to privatization, corporatization, and operation of the State Property Fund of Ukraine
• Experience in organizing interaction between various institutional stakeholders

1. Rate per day – 30%
2. Specific professional experience relevant to the assignment – 35%
3. Relevant experience in EU-funded/international technical assistance projects and EU-aligned public procurement reforms – 15%
4. Quality of the proposed technical approach and methodology – 20%
