Description de la mission

The PravoJustice4EU programme seeks one (1) International Key Expert to support its effort in strengthening the institutional capacity of other justice sector bodies contributing to rule of law implementation.

 

Expertise France seeks the services of a long-term International Key Expert on Alternative Dispute Resolution (ADR), legal aid and bar reform, for the PravoJustice4 EU programme.

The objective will direct its efforts towards reinforcement of mediation and alternative dispute resolution, as well as the reform of legal education. 

As International Key Expert the expert will be required to perform the following tasks under the supervision of the Pillar Team Leader and Programme Management:

 

·        Assist Pillar Team Leader with the planning, organisation, co-ordination, implementation and monitoring of the Programme activities in accordance with the Programme Work Plan and other programming documents;

·        Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to Thematic Unit activities (written articles, interviews, project events).

·        Assist Pillar Team Leader with the reporting on the results achieved by the Thematic Unit.

·        Draft and edit reports, analytical notes, policy papers and other Programme deliverables in English and Ukrainian;

·        Ensure timely organisation of Programme events, participate at various Programme activities and secure internal and external follow-up;

·        Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Programme activities, ensure circulation of information among project partners and beneficiaries with respect to Thematic Unit deliverables;

·        Contribute to the communication and visibility of the Programme, in coordination and cooperation with the Communications Officer;

·        Coordinate with Project Officer to ensure the good management of the financial, logistical and administrative aspects of Programme implementation;

·        Perform other tasks at the request of the Pillar Team Leader or Programme leadership.

·        Support the acceleration of Bar Reform

·        Support the improvement of Legal Aid system

·        Support the reinforcement of ADR

Description du projet ou contexte

The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union and the French Ministry for Europe and Foreign Affairs, supports Ukrainian authorities in advancing comprehensive justice sector reform. PravoJustice4EU builds on the results achieved by its predecessor projects (Pravo-Justice I, II and III), which, since 2017, have supported an ambitious justice sector reform agenda.

PravoJustice4EU is structured around two specific objectives: Pillar 1 – supporting the EU accession process by aligning the Ukrainian justice system with EU standards; and Pillar 2 – supporting accountability for core international crimes in line with European and international standards and fostering a holistic transitional justice approach.

Among its objectives, the PravoJustice4EU Programme will support the strengthening of the institutional capacity of justice sector bodies contributing to the effective implementation of the rule of law.

The Programme will support ongoing efforts to strengthen access to justice and the effective functioning of legal professions in line with European standards. This includes contributing to discussions on the modernization of the legal framework governing the legal profession and promoting reforms aimed at strengthening its independence, accountability and role in safeguarding fundamental rights and fair trial guarantees.

The Programme will also support the further development of alternative dispute resolution (ADR) mechanisms as a complementary means of resolving disputes and improving access to justice. Through the promotion of European best practices, institutional dialogue, stakeholder engagement and capacity-building initiatives, PravoJustice4EU will contribute to strengthening ADR frameworks and promoting their broader use within the justice system.

Profil souhaité

The International Key Expert on Alternative Dispute Resolution (ADR), legal aid and bar reform will have:

  •         An advanced Law Degree (Masters or PhD) from an accredited law school;
  •         At least 10 years of professional experience in public administration reform, with at least 5 years of experience in the judiciary;
  •         Demonstrated experience supporting judiciary reform preferably in a EU candidate country;
  •         Demonstrated experience in project management
  •         Experience with technical assistance projects funded by the European Union or other international donors;
  •         Fluency in written and spoken English. Knowledge of Ukrainian would be considered an advantage;
  •         Previous executive position within a European public administration would be an asset.

The successful candidate will demonstrate the following qualities:

·        Ability in influencing, coaching and delivering change through others;

  • A creative and entrepreneurial approach to overcoming barriers and making change happen; and the ability to cope in demanding environments.
