PALESTINE
The primary objective of this consultancy is to provide independent, field-based monitoring and quality assurance of partner project implementation in Gaza. The consultant will verify the accuracy of reported activities and results, assess implementation quality and alignment with approved workplans, and produce timely, evidence-based field monitoring reports that support informed project management and decision-making.
The consultant is not responsible for submitting partners' reports to Expertise France or to donors. Their role is limited to field observation, verification, quality review, and documentation of findings.
Scope of Work
The consultant will undertake the following tasks across all relevant Expertise France projects operating in Gaza mainly Gaza city, Deir Al Balah working with five main partners in addition to visiting some other potential partners occasionally
1 Field Monitoring and Site Visits
● Conduct regular field monitoring visits to partner project sites across Gaza, in line with an agreed visit schedule and programme priorities.
● Observe activities directly and assess their quality, relevance, and alignment with approved workplans and logframes.
● Verify reported activities, outputs, and results against supporting documentation, beneficiary data, and physical evidence observed on the ground.
● Verify beneficiary figures and cross-check data provided in partners' progress reports against field observations.
● Monitor partner progress against agreed indicators, targets, and implementation timelines.
2 Quality Assurance and Advisory Support
● Review partners' draft narrative reports and provide concrete recommendations to improve their quality, accuracy, completeness, and consistency with field observations — without assuming responsibility for their submission.
● Identify implementation delays, risks, and compliance issues, and recommend corrective actions to the relevant project lead and programme management team.
● Provide on-the-spot guidance to partner staff where appropriate, to support alignment with reporting standards and programme requirements.
3 Documentation and Reporting
● Document findings from each field visit in a structured field monitoring report, including photographic or other evidence where feasible and appropriate.
● Field monitoring reports should capture key observations, verified data, identified risks or quality gaps, and agreed follow-up actions.
● Submit field monitoring reports to the relevant Expertise France project lead within five (5) working days of each visit.
● Flag urgent concerns (security incidents, serious compliance issues, significant implementation risks) immediately to the relevant project lead and programme management.
4 Coordination
● Coordinate the field monitoring schedule in advance with Expertise France project leads, taking into account programme priorities, security conditions, and partner availability.
● Liaise closely with the relevant Expertise France project lead for each programme covered under this consultancy.
● Participate in programme coordination meetings as required and feasible.
5 Security arrangements
The consultant will operate independently and will not fall under Expertise France’s security management or security arrangements. Expertise France will therefore not be responsible for the consultant’s movement tracking, transportation, relocation, evacuation, medical assistance, or insurance.
The consultant will remain responsible for assessing the security and access conditions associated with each field visit, determining whether travel can be undertaken safely, making the necessary logistical and security arrangements, and maintaining appropriate insurance coverage throughout the assignment.

Level of Effort and Indicative Schedule
The consultancy is estimated over a period of six (6) months, for a maximum total of 35 working days. The specific partners to be visited and the scheduling of field visits will be agreed with the consultant in advance, in coordination with the relevant Expertise France project leads, and will take into account programme priorities, security conditions, and access constraints.

Expertise France, with support from the European Union’s Foreign Policy Instrument (FPI), is implementing an 24-month project that aims at empowering Civil Society and Media to foster community resilience and social cohesion. The project responds to the need for inclusive, justice-oriented approaches that go beyond traditional models, which have often failed to address structural inequalities and entrenched power asymmetries.
The overall objective of the project is to contribute to creating a more conducive environment for sustainable peacebuilding by strengthening Palestinian civil societies and supporting independent media in advancing dialogue, mutual understanding, and collaboration.
Required Profile
Expertise France seeks an experienced field monitoring specialist with a strong track record in programme monitoring and quality assurance in complex humanitarian or conflict-affected environments.
1 Required Qualifications and Experience
● Minimum five (5) years of professional experience in programme monitoring, field verification, or quality assurance in humanitarian, peacebuilding, or development contexts.
● Demonstrated experience conducting field monitoring visits in conflict-affected or high-risk environments.
● Strong knowledge of monitoring and evaluation frameworks, indicator-based reporting, and results verification methodologies.
● Experience reviewing narrative reports and providing structured, actionable feedback on quality, accuracy, and completeness.
● Proven ability to identify implementation risks and compliance issues, and to recommend practical corrective measures.
● Familiarity with EU-funded programmes and donor compliance requirements is a strong asset.
● Experience working with civil society organizations and/or media organizations in conflict-affected contexts is desirable.
2 Technical Competencies
● Strong skills in structured field reporting: documenting evidence, observations, data, and follow-up actions clearly and concisely.
● Ability to triangulate information across multiple sources: partner documentation, beneficiary interviews, and direct observation.
● Proficiency in designing or using field monitoring tools (checklists, observation guides, report templates).
● Ability to work independently in a complex, fast-changing operating environment with limited supervision.
● Strong analytical and writing skills; ability to produce concise, evidence-based reports for programme management audiences.
3 Contextual and Ethical Competencies
● Strong understanding of conflict sensitivity, do-no-harm principles, and safe programming in Gaza.
● Sensitivity to the political and humanitarian context in Gaza and the broader Palestinian context.
● Commitment to accountability, impartiality, and ethical conduct in field work and reporting.
● Ability to navigate complex multi-stakeholder environments with diplomacy and professionalism.
4 Languages
● Arabic (fluency required — spoken and written).
● English (strong proficiency required — all formal reports and communications with Expertise France will be in English).
Practical Arrangements
The consultant will be home/field-based in Gaza. All field monitoring visits will be conducted independently by the consultant in accordance with the agreed schedule and Expertise France's duty of care protocols.
The consultant will report directly to the Project Manager, and will liaise closely with the relevant project leads for each programme covered under this consultancy.
Expertise France will provide the consultant with relevant project documentation, partner contact information, and any existing monitoring tools or templates at the start of the assignment. Regular coordination calls between the consultant and the relevant project leads will be scheduled to ensure alignment and timely follow-up.
