Description de la mission

The EU-India Clean Energy and Climate Partnership (CECP) guides the energy and climate policy dialogue between the EU and India and helps to support joint projects and research. Established at the EU-India Summit in March 2016, it promotes access to and dissemination of clean energy and climate-friendly technologies, and encourages research and the development of innovative solutions. Its core objectives are to promote a secure, affordable, reliable, and clean energy development while supporting the implementation of the Paris Agreement and accelerating the transition towards low-carbon economies. The strategic importance of the CECP is consistently reaffirmed through subsequent EU-India Summit declarations, including those of 2017, 2020, and more recently at 16th EU-India Summit in January 2026.

Following Phase I and Phase II (2016-2025), Expertise France - the French public agency for international development cooperation and GIZ, is implementing the CECP Phase III (January 2026-October 2028) through a Team Europe approach. The specific objective of the project is to deepen cooperation under the EU-India Clean Energy and Climate Partnership, supporting policy dialogues and their effective uptake by public and private sector stakeholders in areas of mutual interest. The project will ensure a continued momentum under the EU-India Energy Panel and reinforce EU-India cooperation in the renewable energy and climate sectors. The project focuses on mutual partnership and strengthening the cooperation between line ministries, regulatory bodies, technical agencies, and private sector by providing technical support, trainings, and facilitating peer-to-peer and best practices exchanges.

Expertise France will deliver activities related to Regional Connectivity, Electricity Market Integration and Smart Grids (Output 3); Energy Efficiency (Output 4); and Energy and Climate Diplomacy (Output 5) and Other enabling priorities (Output 6). These interventions will be implemented through a diverse array of instruments, including technical workshops, business and policy dialogues, expert missions, peer-to-peer, study tours, feasibility studies, and pilot projects.
