Description de la mission

The Ministry of Transport and Communications of the Kyrgyz Republic is considering the possibility of using PPP mechanisms for the modernization, financing, implementation, operation and maintenance of weight and dimension control (WIM) systems, WIM equipment , automated law enforcement processes and related IT infrastructure.

The project may include public sector investment, private sector financing, supply and installation of WIM and IT systems, operation and maintenance arrangements, performance-based service delivery, or other PPP/concession-type structures. The assignment will assess which implementation options are feasible and suitable for the Kyrgyz Republic.
The purpose of engaging a PPP consultant is to analyse the possibilities of using PPP mechanisms, assess commercial and financial feasibility, identify suitable implementation models and prepare recommendations on the project structure.

The PPP consultant will work under the coordination of the International WIM Expert/Project Coordinator and will utilize technical inputs from the International WIM Expert and the local IT expert, as well as legal inputs from the legal consultant

Scope of work

  • Analyze international practice implementing WIM, automated law enforcement, transport control and related IT infrastructure projects through PPP, concession, service contract or hybrid models
  • Assess the suitability of PPP mechanisms for modernizing the Kyrgyz Republic's weight and dimension control system
  • Consider implementation models: public procurement, design-build-operate-maintain, service contract, PPP with availability payments, concession or other feasible models
  • Assess investment attractiveness, market interest, banking attractiveness and options for private sector participation
  • Analyze CAPEX, OPEX, life-cycle cost, maintenance and replacement needs, based on input from the WIM Expert and local IT expert
  • Assess potential funding, payment and revenue mechanisms: budget payments, availability payments, performance-based payments, user-linked/penalty mechanisms where legally permissible, and hybrid mechanisms
  • Prepare a risk allocation analysis covering technical, legal, demand, enforcement, information, availability, maintenance, efficiency, revenue and political/regulatory risks
  • Develop proposals for financial sustainability and efficient use of project funds
  • Prepare recommendations on procurement strategy, transaction preparation needs, tender structure, qualification requirements and performance indicators
  • Contribute to the implementation roadmap and PPP/tender preparation sequence
  • Participate in meetings, consultations, workshops and validation discussions

Description du projet ou contexte

This assignment falls within the framework of the European Union’s Global Gateway strategy, which aims to strengthen sustainable infrastructure, connectivity, and global cooperation, particularly with partner countries in Africa, Asia, the Balkans, and Latin America.

 

The project “Trans-Caspian Transport Corridor (TCTC) Capacity Development Programme” is being jointly implemented by the German Agency for International Cooperation (GIZ – Gesellschaft für internationale Zusammenarbeit) and the French agency for international technical cooperation (Expertise France – EF).

 

The development of the TCTC is a strategic and transformative project for trade and economic development in the region. It offers an alternative freight transport route, strengthening economic ties between Europe and Central Asia, while promoting greater integration of the participating countries into regional and international trade networks. As such, this initiative aligns closely with the goals of the EU’s Global Gateway strategy for sustainable global connectivity.

 

The project focuses on enhancing connectivity among five Central Asian partner countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) through six main areas of intervention:

o Output 1 Enhanced government capacity for development of a simplified, harmonised, paperless and gender-responsive environment for customs and trade in line with international transport and logistics Conventions and relevant EU standards.

o Output 2 Improved mechanisms for sustainable transport connections and for interoperability across the various modes of land and sea transport. 

o Output 3 Improved government capacity for policy development and implementation relevant for public-private partnerships that incorporate gender principles (PPP).

o Output 4 Improved government capacity for gender-responsive reforms and liberalisation of the transport market.

o Output 5 Improved tariffs setting mechanisms along the TCTC.

o Output 6 Improved capacity of government and transport asset owners for optimisation of transport asset management and related funding mobilisation.

 

While GIZ will implement outputs 1 and 2, EF is responsible of outputs 3 to 6.

Expertise France is mobilizing a four-person expert team for this assignment: a WIM Expert/Project Coordinator, who leads the team, defines the technical WIM approach, coordinates the other experts and summarizes results; a Local IT Expert/Systems Integrator, supporting through knowledge of the local IT environment, integration analysis, data flow mapping and implementation continuity; a Legal Consultant, covering legal and regulatory assessment, digital evidence, data protection and PPP-related legal questions; and this PPP Consultant role, covering commercial and financial feasibility, implementation models and risk allocation. This position works under the coordination of the WIM Expert/Project Coordinator and draws on technical input from the WIM Expert and local IT expert, and legal input from the legal consultant.

 

Profil souhaité

Mandatory requirements

  • Higher education in economics, finance, management, law, engineering, public policy or a related field
  • At least 3 years of professional experience
  • Experience in PPP projects, infrastructure projects or projects financed by international organizations
  • Experience preparing financial, commercial, risk or implementation model analyses

Desirable requirements

  • Experience working with government agencies
  • Experience supporting transportation projects, road enforcement, ITS, WIM or IT infrastructure projects
  • Experience with concessions, availability payments, performance-based structures or service contracts
  • Experience cooperating with international organizations
  • Knowledge of English is an advantage
