Description de la mission

Expertise France is recruiting on a short-term contract a Weight-in-Motion Expert/Project Coordinator for a 3 months assignment, as part of the EU project “Trans-Caspian Transport Corridor (TCTC) Capacity Development Programme”.

The Ministry of Transport and Communications of the Kyrgyz Republic is implementing measures to optimize and modernize systems used to automate weight and dimension control processes, data processing, enforcement procedures, and interaction with weighing equipment and WIM equipment.

WIM- related equipment, information systems, business processes, enforcement procedures and technical requirements to create a modern automated weighing and dimensional control system using weigh-in-motion (WIM) technologies.

Particular attention will be paid to the automation of control processes, the reliability and accuracy of measurement results, the minimization of human intervention, the reliability of digital law enforcement, integration with government information systems, and compliance with international practices and metrological requirements.

WIM Expert /Project Coordinator is to conduct a specialized comprehensive technical analysis of the existing weight and dimension control system of the Kyrgyz Republic and prepare recommendations for the creation of a modern national weight and dimension control system based on suitable solutions: high-speed WIM ( HS - WIM ), low-speed WIM ( LS - WIM ), static weighing or hybrid enforcement solutions.

The assessment should primarily focus on the weight and dimension control points operated by the Ministry of Transport and Communications of the Kyrgyz Republic. It should also examine how these internal control systems can be harmonised and integrated with the weight and dimension controls carried out by the State Customs Service at state border checkpoints.

The concept should include uniform or compatible measurement standards, integration of information systems, a consistent procedure for using weighing results, minimization of the human factor, the legal significance of digital evidence, the readiness of road and engineering infrastructure, as well as a sustainable model for the operation and maintenance of the system.

The expert will provide methodological, technical, and coordination support in developing the project concept, technical requirements, technical specifications, implementation roadmap, and PPP/tender preparation materials. The expert will also ensure a structured knowledge transfer to the Local IT Expert to ensure local capacity is maintained for implementation and subsequent processes after the international assignment is completed.

Scope of work

  • to analyze the existing system of weight and dimension control in the Kyrgyz Republic;
  • analyze existing weight and size control points, the equipment used and control processes;
  • analyze existing information systems and their interaction with weight and dimension control equipment in coordination with a local IT expert;
  • analyze the existing regulatory and technical framework related to weight and dimension control, in coordination with a legal consultant;
  • to study international experience in implementing HS - WIM and LS - WIM systems;
  • analyze international practices for automatic detection and recording of violations of weight and dimensional parameters;
  • WIM technologies in the context of the Kyrgyz Republic;
  • prepare recommendations on the target architecture of the national weight and dimension control system;
  • determine the functional requirements for the weight and dimension control system;
  • determine the technical requirements for WIM equipment;
  • determine the requirements for photo and video recording systems;
  • define requirements for automatic vehicle registration plate recognition (ANPR);
  • determine requirements for data transmission channels and information systems in coordination with the local IT expert;
  • prepare requirements for integration with government information systems in coordination with a local IT expert;
  • prepare requirements to ensure system reliability, fault tolerance and operational readiness;
  • prepare requirements for metrological support and verification of equipment;
  • prepare requirements for acceptance testing and commissioning of the system;
  • coordinate the input of a local IT expert, legal consultant, and PPP consultant into the overall modernization concept and implementation roadmap;
  • ensure practical knowledge transfer to a local IT expert to support continuity in the future implementation phase;
  • participate in working meetings, discussions and consultations with representatives of the Ministry of Transport and Communications of the Kyrgyz Republic, Expertise France and other relevant stakeholders;
  • review draft terms of reference, technical specifications or tender-related documents and prepare comments and recommendations.
  • assess the readiness of road and roadside infrastructure for the deployment of WIM equipment;
  • determine the minimum requirements that must be met before the equipment can be installed and commissioned.
  • If necessary, an expert will conduct visits to existing weight and dimension control points.

Description du projet ou contexte

This assignment falls within the framework of the European Union’s Global Gateway strategy, which aims to strengthen sustainable infrastructure, connectivity, and global cooperation, particularly with partner countries in Africa, Asia, the Balkans, and Latin America.

 

The project “Trans-Caspian Transport Corridor (TCTC) Capacity Development Programme” is being jointly implemented by the German Agency for International Cooperation (GIZ – Gesellschaft für internationale Zusammenarbeit) and the French agency for international technical cooperation (Expertise France – EF).

 

The development of the TCTC is a strategic and transformative project for trade and economic development in the region. It offers an alternative freight transport route, strengthening economic ties between Europe and Central Asia, while promoting greater integration of the participating countries into regional and international trade networks. As such, this initiative aligns closely with the goals of the EU’s Global Gateway strategy for sustainable global connectivity.

 

The project focuses on enhancing connectivity among five Central Asian partner countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) through six main areas of intervention:

Output 1 Enhanced government capacity for development of a simplified, harmonised, paperless and gender-responsive environment for customs and trade in line with international transport and logistics Conventions and relevant EU standards.

Output 2 Improved mechanisms for sustainable transport connections and for interoperability across the various modes of land and sea transport. 

Output 3 Improved government capacity for policy development and implementation relevant for public-private partnerships that incorporate gender principles (PPP).

Output 4 Improved government capacity for gender-responsive reforms and liberalisation of the transport market.

Output 5 Improved tariffs setting mechanisms along the TCTC.

Output 6 Improved capacity of government and transport asset owners for optimisation of transport asset management and related funding mobilisation.

 

While GIZ will implement outputs 1 and 2, EF is responsible of outputs 3 to 6.

 

Expertise France is mobilizing a four-person expert team for this assignment: this WIM Expert/Project Coordinator role, which leads the team, defines the technical WIM approach, coordinates the other experts and summarizes results; a Local IT Expert/Systems Integrator, supporting through knowledge of the local IT environment, integration analysis, data flow mapping and implementation continuity; a Legal Consultant, covering legal and regulatory assessment, digital evidence, data protection and PPP-related legal questions; and a PPP Consultant, covering commercial and financial feasibility, implementation models and risk allocation. This position reports jointly to the Ministry and Expertise France and leads the technical coordination of the other three.

Profil souhaité

Mandatory requirements

  • Higher education in transportation engineering, civil engineering, mechanical engineering, electrical engineering, metrology, information technology or another relevant technical field
  • At least 5 years of relevant professional experience in weight and dimension inspection, WIM technologies, vehicle measurement systems or related infrastructure systems
  • Practical experience on at least one project involving assessment, design, implementation, modernization or technical specification of WIM or weight and dimension control systems
  • Good understanding of HS-WIM and/or LS-WIM technologies and their application
  • Experience preparing technical requirements, specifications, analytical reports or design documentation for transport or infrastructure projects
  • Working command of English

Desirable requirements

  • Experience with automated weight and dimension control or WIM-based enforcement systems
  • Familiarity with metrology, calibration, verification or OIML R134 requirements
  • Experience with public sector clients, road authorities or transport ministries
  • Experience coordinating technical experts or acting as technical lead/project coordinator
  • Knowledge of Russian and/or Kyrgyz is an advantage
