Each profile below specifies the purpose of the support, the expected competencies and the indicative level of effort. Applicants shall demonstrate extensive technical expertise and proven professional experience in their respective sectors, including a strong understanding of relevant EU policies, legislation, regulatory frameworks, and industry developments. Experience in engaging with European public authorities, industry, utilities, research organisations, and other sector stakeholders is considered essential. Familiarity with the corresponding sector-specific Indian policy, regulatory, institutional, and market landscape is considered a distinct advantage. The expert shall possess the following qualifications and competencies:

• Smart Grid Expert - expected competencies:
  • An advanced university degree (Master's or higher) in Electrical Engineering, Power Systems, Energy Systems, Smart Grids, Energy Policy, or another relevant discipline.
  • A minimum of 15 years of progressively responsible professional experience in the utility modernisation, smart grid and electricity sector within the EU, including experience in policy, regulation, utility operations, system planning, digitalisation, or electricity market development.
  • Demonstrated expertise in EU smart grid policies, regulatory frameworks, legislation, standards, and implementation practices, including experience related to grid modernisation, advanced metering infrastructure (AMI), digitalisation of electricity networks, flexibility, standards, demand-side management, interoperability, distributed energy resources, and consumer-centric energy systems.
  • Demonstrated professional network and established relationships with relevant European industry stakeholders, utilities, technology providers, industry associations, research organisations, and the private sector, with the ability to convene and facilitate sector-specific consultations, business dialogues, and stakeholder engagements.
  • Sound knowledge of the EU Global Gateway strategy and its relevance to international partnerships, investment promotion, sustainable infrastructure, and clean energy cooperation will be considered a strong advantage.
  • Indicative level of effort: ≈ 30 days over the period of twelve months

• Energy Efficiency Expert - expected competencies:
  • An advanced university degree (Master's or higher) in Engineering, Architecture, Sustainable Energy, Energy Policy, or another relevant discipline.
  • A minimum of 15 years of progressively responsible professional experience in energy efficiency, sustainable built environment, and energy transition within the EU.
  • Demonstrated expertise in EU policies, legislation, regulatory frameworks, standards, and implementation practices related to energy efficiency, strategic framework for electrification, decarbonisation technologies, including the Energy Efficiency Directive (EED), Energy Performance of Buildings Directive (EPBD), Energy Performance Certificates (EPCs), and Smart Readiness Indicator (SRI) and other relevant EU initiatives.
  • Proven technical expertise in net-zero energy and low-carbon buildings, high-performance building design, energy-efficient building systems, and building retrofits.
  • Demonstrated EU experience in electrification technologies, including heating, ventilation and air-conditioning (HVAC), heat pumps, smart building technologies, Building Energy Management Systems (BEMS), and demand-side flexibility, among others.
  • Strong understanding of building energy performance assessment and compliance frameworks, including energy performance certification, building energy codes, compliance tools, measurement and verification methodologies, and digital tools supporting energy conservation in buildings.
  • Demonstrated professional network and established relationships with relevant European industry stakeholders, private sector, technology providers, building sector associations, manufacturers, and research organisations, with the ability to convene sector-specific consultations, business dialogues, and stakeholder engagement activities.
  • Sound knowledge of the EU Global Gateway strategy and its relevance to international partnerships, investment promotion, sustainable infrastructure, and clean energy cooperation will be considered a strong advantage.
  • Familiarity with India's energy efficiency ecosystem, building sector, Energy Conservation Act, Energy Conservation Sustainable Building Code (ECSBC), Eco Niwas Samhita (ENS), net-zero building initiatives, and relevant institutional frameworks will be considered a distinct advantage.
