EF in Nigeria

Expertise France (EF) operates in Nigeria within a broader regional framework, notably through its collaboration with ECOWAS. Its activities primarily involve regional or multi-country initiatives funded by the European Union and the AFD Group.

Currently, Expertise France is engaged in the implementation and development of several regional projects, including:

·       EPSAO II – Support to the ECOWAS Peace and Security Architecture

·       Abidjan-Lagos-Ouagadougou Corridor Project – Support for regional development

·       SECFIN Africa – Strengthening AML/CFT systems to combat illicit financial flows in Sub-Saharan Africa

·       WASOP – West Africa Sustainable Ocean Programme, promoting an innovative and sustainable blue economy

·       PEERS – Africa-Europe platform for dialogue on education reforms

·       TEI SRHR – Team Europe Initiative on Sexual and Reproductive Health and Rights

·       ProTECT – Preventing Trafficking through Enforcement, Cooperation and Training

·       MEDISAFE2 - Mitigating the harms and threat posed by Substandard and Falsified Medical Products to Public Health and Public Security in West and Eastern Africa

In addition, the Health Department of Expertise France launched two national projects in Nigeria in 2025:

·       QUALIMEDS

·       FEXTE Nigeria (in collaboration with the human capital and social development (CHDS) department)

Additional national or regional projects may be launched in the coming years.

NISVET Nigeria

The overall objective of Nigeria Industries Skills & VET Development for the Pharma and Nutrition sector (NISVET) project is to contribute to improve youth employment and workforce competitiveness in Nigeria by strengthening the relevance, quality, and labour-market alignment of skills development in the health, pharmaceuticals, and nutrition value chains, in line with existing national skills, TVET, and industrial policies.

More specifically, the project aims to improve employability, training quality, and private sector engagement.

The action will intervene across three complementary strategic pillars that together ensure political anchoring, operational effectiveness, and sectoral impact:

·    Strategic Pillar 1: Political and Institutional Level: Anchoring the action in national reforms (NSQF, National Council on Skills, PVAC), regional vision (RCCN) and strengthening institutional frameworks for tertiary‑level work‑study schemes. The action also aligns with the 2020-2030 ECOWAS Integrated Human Capital Development Strategy integrating TVET and digital skills initiatives, reinforcing coherence with RCCN and regional qualification harmonisation efforts.

·      Strategic Pillar 2: Technical and Operational Level: Developing the Work‑Study Nigeria model, and modernised pedagogical and certification systems.

·   Strategic Pillar 3: Sectoral Level – Health, Nutrition, Pharmaceuticals, Med-tech: Supporting sector-driven workforce development and curriculum modernisation, starting from emerging industry investments and employment opportunities, and aligned with PVAC and national industrialisation priorities.

Description du projet ou contexte

The TVET Component Lead, based at the EF office in Abuja, will report hierarchically to the NISVET Team Lead and work closely with the Project Manager and Project Assistant from the Health Department at Expertise France headquarters. S/he will also collaborate closely with EF's institutional representative in Nigeria, the Abuja support team, and the "France Team" (AFD and the French Embassy), while maintaining close coordination with Nigerian authorities and project partners.

The TVET Component Lead will be responsible for the technical leadership and operational coordination of the TVET component of the Action, supporting the Team Lead in the overall management and implementation of the project. As the lead expert for the Opportunity-Driven TVET (OP-VET) approach, s/he will oversee the design, implementation and quality assurance of activities related to work-based learning, apprenticeships, public-private partnerships and TVET system strengthening. S/he will work closely with the project unit in Abuja, including the Administration and Finance Manager, Grants Officer, Accounting Officer, Logistics and Security Officer, MEAL Officer and other support staff. The TVET Component Lead will also work in close collaboration with the project’s technical assistance experts, including the Public–Private Partnership (PPP) Expert, Gender Expert, Youth Mobilisation Expert, and other short-term specialists, ensuring the coherent integration of their technical inputs into the OP-VET approach and overall project implementation. S/he will contribute to the Project Coordination Committee (PCC), ensuring that gender, inclusion and environmental considerations are integrated across the TVET component.        

The key responsibilities of the Team Leader include the following:

Strategic and Operational Management of the TVET Component

  • Provide strategic and technical leadership for the TVET component of the project, ensuring alignment with the contractual framework, the OP-VET methodology and project objectives.
  • Support the Team Lead in the overall coordination and day-to-day management of the Action, ensuring effective implementation and communication across all project components.
  • Lead the implementation of activities related to work-based learning, apprenticeships, skills anticipation, public-private partnerships and institutional capacity strengthening.
  • Ensure alignment of TVET interventions with national education and skills development strategies and with EU and Expertise France priorities.
  • Foster close collaboration with national authorities (FMOH&SW, FMOE, PVAC, NBTE, NUC), private sector partners (health, nutrition, pharmaceutical and med-tech industries) and training providers.
  • Oversee the planning, implementation and technical monitoring of TVET activities, ensuring timely delivery of outputs and achievement of results.
  • Coordinate the deployment and technical supervision of short- and long-term experts working on the TVET component, ensuring quality assurance of deliverables.
  • Contribute to project planning, budgeting, monitoring and reporting, including semi-annual and annual reviews, and represent the project in technical coordination meetings as delegated by the Team Lead.
  • Monitor policy and labour market developments relevant to TVET and advise the Team Lead on implications for project implementation.
  • Identify opportunities for partnerships, innovation and synergies with other TVET, skills development and health workforce initiatives in Nigeria.

Project Representation, Institutional Relations and Communication

  • Support the Team Lead in maintaining strategic relations with the EUD, national authorities and other key stakeholders.
  • Represent the project in technical working groups, coordination mechanisms and policy dialogues related to TVET, skills development and employment.
  • Build and maintain strong working relationships with national counterparts, training institutions, employers, industry associations and implementing partners to facilitate project implementation.
  • Lead coordination with key TVET stakeholders, including the FMOE, NBTE, NUC, PVAC and private sector partners involved in work-based learning and apprenticeships.
  • Promote synergies with other TVET, education, health workforce and private sector development initiatives in Nigeria, including those implemented by Expertise France.
  • Maintain close collaboration with the broader "Team France" (French Embassy, AFD Group) and relevant Expertise France technical teams.
  • Contribute to the implementation of the project's communication and visibility strategy, ensuring effective dissemination of results and lessons learned related to the TVET component.
  • Develop and maintain a network of national, regional and international experts and institutions relevant to TVET, skills development and the OP-VET approach.

Technical Leadership of the TVET Component

  • Lead the technical design and implementation of the Opportunity-Driven TVET (OP-VET) approach across all project components.
  • Provide technical guidance on competency-based education and training, curriculum modernisation, work-based learning, apprenticeships, occupational standards, quality assurance and the digitalisation of training and certification systems.
  • Ensure the quality and technical coherence of support provided to beneficiary institutions and implementing partners.
  • Guide the implementation of capacity-building activities for public institutions, training providers, employers and workplace mentors.
  • Provide technical oversight of expert inputs and ensure the quality of technical deliverables produced under the TVET component.

Support to Sustainability and Policy Development

  • Support national partners in institutionalising project results and embedding OP-VET approaches within national TVET and skills development systems.
  • Promote evidence-based policy dialogue on skills development, employability and public-private partnerships.
  • Identify opportunities to strengthen collaboration with other national and regional initiatives on TVET, health workforce development and youth employment.
  • Contribute to knowledge management, documentation of lessons learned and dissemination of good practices to support the sustainability and scalability of project interventions.

Administrative and Financial Support

In coordination with the Team Lead, the Support Function Manager and the project team at headquarters:

  • Contribute to the operational planning of the TVET component, ensuring alignment with work plans and budgets.
  • Support the monitoring of the TVET component budget and provide technical inputs for financial planning and forecasting.
  • Ensure timely technical inputs for procurement planning, expert mobilisation and donor reporting.
  • Contribute to the preparation of technical and financial reports in compliance with Expertise France and donor requirements.
  • Support the continuous improvement of project management tools and operational procedures.

Team Coordination and Human Resources

  • Support the Team Lead in coordinating the implementation team and fostering effective communication and collaboration across project components.
  • Contribute to the mobilisation, recruitment and technical supervision of short- and long-term experts, including the preparation of Terms of Reference and review of deliverables.
  • Promote a collaborative, inclusive and results-oriented working environment.
  • Contribute to the smooth day-to-day implementation of project activities.

Monitoring, Evaluation, Accountability and Learning (MEAL)

In coordination with the MEAL Officer in Abuja and with support from Expertise France headquarters:

  • Contribute to the implementation and continuous improvement of the project's monitoring and evaluation system.
  • Ensure effective monitoring of the TVET component, including progress against indicators, analysis of implementation results and integration of gender and inclusion considerations.
  • Provide technical inputs for interim and final narrative reports and contribute to donor reporting.
  • Support knowledge management, documentation of lessons learned and dissemination of good practices related to the TVET component.
  • Contribute to communication and visibility activities by highlighting project achievements and results.

Profil souhaité

Education & Qualifications

  • Advanced university degree (Master's or higher) in Technical and Vocational Education and Training (TVET), Education Policy, Skills Development, Human Resources Development, Development Studies, Economics, Public Policy, Industrial Engineering, or another relevant field.
  • Demonstrated expertise in work-based learning systems, apprenticeship schemes, dual/alternance systems, or employer-led skills development is required.
  • Knowledge of labour market analysis, skills anticipation, or public–private partnership approaches in TVET would be an asset.

Professional Experience

  • Minimum 5 years of relevant professional experience in TVET, skills development, workforce development, labour market and employment programmes, or education system reform, preferably in Sub-Saharan Africa.
  • Demonstrated experience in the design and implementation of work-based learning, apprenticeship or dual training systems, ideally involving close collaboration with the private sector.
  • Proven experience supporting TVET reform, including competency-based training, curriculum development, occupational standards, qualification frameworks and/or quality assurance systems.
  • Experience working with national authorities, TVET agencies, accreditation bodies, training providers and employers.
  • Strong experience in developing and facilitating public–private partnerships and engaging employers, industry associations and training providers in skills development initiatives.
  • Experience coordinating technical assistance and multidisciplinary teams in donor-funded programmes, preferably financed by the European Union or other international development partners.
  • Experience contributing to policy dialogue, institutional capacity development and organisational change processes.
  • Previous experience in fragile or complex operating environments would be an advantage.

Skills and Competencies

  • Strong expertise in TVET systems development, including competency-based education and training, occupational standards, qualification frameworks, certification systems, and quality assurance.
  • In-depth knowledge of work-based learning approaches, including apprenticeships, dual training, alternance systems, and employer engagement mechanisms.
  • Good understanding of labour market analysis, skills anticipation, and demand-driven skills development approaches.
  • Solid understanding of public–private partnerships and collaboration mechanisms between training institutions, employers, and government.
  • Familiarity with TVET reform processes, institutional capacity development, and policy dialogue.
  • Good knowledge of EU-funded programmes and results-based management approaches.
  • Strong stakeholder engagement and facilitation skills, with the ability to build consensus among public institutions, employers, training providers, and development partners.
  • Excellent analytical, drafting and reporting skills, including technical notes, policy briefs, work plans and donor reports.
  • Excellent written and oral communication skills in English; knowledge of French would be an asset.
  • Proficiency in Microsoft Office and project management tools.
