Based in the Expertise France office in Nairobi, with regular travels inside Africa and occasional travels to France, the Team Leader will be in charge of the overall supervision and coordination to achieve the project objectives in an efficient and effective manner.
The Team Leader will provide direct line management to the Expertise France operational team within the Project Management Unit (PMU), including the Technical Assistance Facility (TAF) team (composed of a TAF Coordinator and a TAF Assistant), the Project Assistant, and the Outreach/Communications Officer. The Team Leader will also exercise a functional coordination role over the Deputy Team Leader (DAAD), who coordinates Component 2, and the Deputy Team Leader (Team Belgium), who coordinates Component 3. While these Deputy Team Leaders remain under the hierarchical authority of their respective agencies, they will work under the functional coordination of the Team Leader to ensure the overall coherence, alignment, and effective implementation of the Action. The Team Leader will also work closely with the EF Administrative and Financial Support Team, including the Finance Officer, Grants Officer, and Monitoring and Evaluation (M&E) Coordinator.
Finally, the Team leader on behalf of Expertise France will ensure the consolidated monitoring of the activities and budget implemented by the IPs, in accordance with the Partnership Agreement and the respective contractual responsibilities of each partner. He/she will also be responsible for overseeing the project's budget, ensuring that financial resources are allocated efficiently and transparently; as well as for the overall monitoring and evaluation process.
Under the supervision of the Head of the Education, Higher Education and Research Unit at Expertise France headquarters in Paris, the Team Leader will lead the operationalization of the strategic direction set out in the Description of the Action and agreed through the project governance bodies. The Team Leader will oversee implementation, technical quality, team management, stakeholder relations and coherence between Components 2 and 3, as well as coordination with Component 1 and other relevant EU and Team Europe initiatives.
Key responsibilities:
Strategic management and oversight:
Lead the operationalization of the project’s strategic direction, as defined in the Description of the Action and further agreed through the project governance bodies.
Organize and facilitate the committees established in the governance in the DoA and in the Partnership Agreement.
Align project activities with EU policies, the African Union's Continental Education Strategy, the SDGs, Global Gateway and other relevant frameworks for education policy development in Africa.
Ensure effective monitoring and evaluation mechanisms are in place, with support from the M&E Coordinator.
Ensure regular reporting to the partners and the EU on project progress, challenges, and key achievements.
Ensure coherence and complementarity between Components 2 and 3, and facilitate coordination with Component 1 and other relevant EU and Team Europe initiatives.
Lead the project inception phase, including the operational set-up of the PMU, the clarification of roles and coordination arrangements, and the consolidation of the initial work plan, budget and implementation procedures.
Team management and coordination:
Lead, manage, and guide the Project Management Unit (PMU), through a direct (EF) or a functional link (Implementing Partners).
Foster team cohesion through regular and ad hoc meetings.
Set goals, objectives, and deliverables for team members under his direct management.
Oversee the recruitment of short- and long-term experts
Stakeholder engagement and accountability:
Coordinate between different teams and stakeholders to ensure alignment.
Facilitate dialogue and coordination with various teams primarily with liaison officers and project coordinator.
Represent Expertise France and, where duly mandated, the consortium in strategic dialogue with the EU, relevant public authorities and institutional partners, and escalate major strategic, contractual or partnership issues to Expertise France headquarters and the appropriate governance bodies.
Address stakeholders feedback and integrates it into project strategies.
Planning and monitoring of project activities:
Develop consolidated work plans and annual budgets.
Contribute to the development and implementation of the M&E, communication and Knowledge Management strategies, in coordination with the respective specialists.
Ensure programming, financial, and administrative compliance with EU and Expertise France procedures.
Identify potential risks and implements mitigation strategies.
Develop contingency plans to address unforeseen challenges and ensure project continuity.
Monitor compliance with regulatory and organizational policies.
Manage the allocation of resources (personnel, finances, materials).
Ensure the efficient use of project assets.
Ensure that project procedures are developed, regularly reviewed and consistently applied.
Supervise implementation of the project information management system.
Ensure that agreed measures for safety and security are in place and adhered to by all staff, in coordination with the Operations Security Department.
The Study and Research in Africa (SRIA) programme is a European Union initiative designed to strengthen the capacity, quality, and international attractiveness of African Higher Education Institutions (HEIs). The 5 years programme supports universities in becoming more equitable, innovative, and responsive to the skills and research needs of the Global Gateway priority sectors.
SRIA promotes stronger collaboration between HEIs, industry, government, and the wider innovation ecosystem through institutional capacity building, strategic partnerships, networking, and improved access to national and international funding opportunities. It also supports the development of market-oriented innovation, internationalization strategies, and sustainable higher education ecosystems across Sub-Saharan Africa.
This programme combines continental coordination with tailored support at country and sub-regional levels, ensuring effective delivery, coherence, and impact across the African continent. It has a duration of 60 months and it is divided into the three following components:
Component 1: Opportunities: Focuses on increasing the visibility and accessibility of African higher education institutions (HEIs) by strengthening their positioning, branding, and communication. It supports the dissemination of reliable information on study and research opportunities, helping students, researchers, and staff make informed choices while enhancing the internationalization of African higher education.
Component 2: Partnerships: It aims to strengthen collaboration between HEIs, industry, African corridors, research centers, and public institutions. By fostering stronger links with labor market needs, this component promotes employability, supports innovation, and encourages the development of skills aligned with Global Gateway priority value chains.
Component 3: Targeted Support: It seeks to reduce inequalities among HEIs by enhancing their capacity to access funding, build partnerships, and engage with the wider innovation ecosystem. It supports institutions in developing strategies, strengthening networks, and improving their attractiveness as study and research destinations at regional and international levels.
Expertise France was selected by the European Union as the Coordinating Agency for Components 2 and 3. In this capacity, Expertise France is responsible for ensuring overall coordination among the Implementing Partners (IPs). Component 2 brings together DAAD, EDUFI, ESTDEV, Team Belgium (Enabel, ARES and VLIR-UOS) and Uni-Italia, while Component 3 brings together DAAD, EDUFI and Team Belgium.
These two Components are funded by the EU and co-funded by the MEAE (French Ministry for Europe and Foreign Affairs). The duration of the action is scheduled from October 2026 to September 2031 (60 months) with a budget of 40.250.000 EUR.
Qualifications:
Minimum Master’s degree in international relations, project management, or other relevant fields.
Strong understanding of higher education, research and innovation policies, including institutional capacity development, internationalisation, university–industry cooperation and research and innovation funding.
Additional qualifications in project management (e.g. PM2, PMP, or equivalent) would be an asset.
Required Skills:
Profound understanding of international aid architecture in Sub-Saharan Africa.
Working knowledge of education systems and stakeholders in Sub-Saharan Africa.
Excellent project management skills with good command of EU administrative, project management and financial procedures.
Ability to lead and conduct dialogue with different types of partners (donors and, partners at central and local levels).
Excellent project planning, organisational, interpersonal and communication skills.
Strong analytical skills, excellent leadership competencies, and strong interpersonal and communication skills.
Ability to diagnose, design and propose solutions adapted to potential difficulties and the context.
Proven ability to cooperate and negotiate with different types of partners, including local and institutional partners as well as government representatives. Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
Strong capacity for work and autonomy, flexibility and organization, and responsiveness.
Experience in monitoring and evaluation (M&E) to ensure results-based management.
Full command of standard computer applications (Microsoft Office).
Fluent French and English speaking, and written skills are essential.
Ideally, knowledge of Portuguese.
Required Experience:
Minimum of 10 years' professional experience in education project or programme management, preferably in Sub-Saharan Africa, including significant experience in a senior management or Team Leader position.
Demonstrated experience as Project manager or Team Leader of projects providing policy advice and capacity building to public institutions (eg. technical assistance, peer-to peer exchanges among civil servants, etc.) on education related issues.
Experience managing large complex projects (> €10M) preferably funded by the European Union or other international donors.
Experience integrating cross-cutting themes such as gender equality, disability inclusion, digital skills and environmental sustainability into education initiatives.
Proven experience managing multidisciplinary and multicultural teams across multiple countries.
Ability to manage partners, sub-contracts and grant programs with all required reporting requirements.
Experience in working and coordinating with international and national partners, government agencies and donors.
Work experience in a multilingual/international environment and ability to accommodate cultural differences to effectively interact with people of different cultures.
Experience supervising technical assistance facilities or managing multiple implementing partners would be an advantage.

Contract information: the contract period is for 12 months (yearly renewable up to 5 years). We offer an EF contract with a competitive salary and benefit package which includes comprehensive insurance cover, social security, pension contribution, etc.
Starting date: Around October 2026. The start date is conditioned to the signature of the contract with the EU.
