Context

Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France (EF) works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).

The Jordan–Lebanon Country Direction, effective since 1 January 2025, provides the framework for managing Expertise France activities in both countries. Under the responsibility of a Country Director, the Lebanon office comprises a team of more than 30 staff members, including 3 expatriates and 5 International Technical Experts (ETI).

Expertise France in Lebanon manages and develops a portfolio of approximately EUR 40 million. Its activities are structured around three priority areas of intervention:

·       Governance and Sovereign Functions: support to public administration reform processes; border security and maritime security projects; provision of technical assistance to the Ministry of Finance and the Ministry of Justice.

·       Social Sectors and Support to Vulnerable Populations: support to Lebanese civil society organizations; and implementation of projects promoting gender equality across all sectors of society.

·       Climate Adaptation and Green Economy: promotion of the circular economy through the regional ANMO Green Forward project; support to climate change adaptation strategies through the Adapt’Action facility; and assistance to the Lebanese Civil Defense.

The position of the MEAL officer will include working on multiple projects, mainly on the SECMAR and the WASEL projects.  A description of the projects can be found below.  This position might be requested to provide technical support for other ongoing projects.

SECMAR project:

This project focuses on maritime governance, safety, and security, while the second supports integrated border management at land borders and border crossing points.

The project, entitled “Strengthening the governance, safety and security in the maritime sphere”, aims to strengthen maritime governance, search and rescue capacities, port security, and cooperation between Lebanese and European institutions. The project is implemented over 40 months through a consortium led by Expertise France, together with the Italian Ministry of Defence represented by the Italian Defence General Staff and Agenzia Industrie Difesa, the United Nations Development Programme, and the United Nations Office on Drugs and Crime.

The project responds to the complex institutional and operational environment characterising Lebanon’s maritime sector. Maritime responsibilities are currently shared across several institutions operating with limited coordination, overlapping mandates, and uneven operational capacities. This affects information-sharing, operational response, and overall maritime situational awareness. The project therefore supports the operationalisation of the Joint Rescue Coordination Centre (JRCC), the strengthening of the Joint Maritime Operations Chamber (JMOC), the reinforcement of the Lebanese Armed Forces Navy and civilian search and rescue actors, the improvement of port security systems, and stronger cooperation with European and regional partners.

WASL project:

The second project, entitled “WASL – Advancing Interagency Integration and Rights-Based Border Management in Lebanon”, aims to strengthen integrated border management capacities in Lebanon in line with international standards. The action is jointly implemented by GIZ as lead organisation, together with Expertise France, the Italian Defence General Staff, and Agenzia Industrie Difesa.

Within this project, Expertise France is responsible for the implementation of one specific component related to infrastructure and equipment support at selected land border crossing points. Expertise France contributes technical and operational inputs to the project, while overall coordination, reporting, and contractual management remain under the responsibility of GIZ.

Mission

The Monitoring and Evaluation Officer will lead the operationalization of the projects' Monitoring and Evaluation framework and its fine-tuning during the inception phase.   The officer will ensure timely collection, verification, analysis and reporting of data to measure project progress, demonstrate results, and comply with donor requirements.

The Portfolio MEAL officer will collect data across different projects in line with the project log frames, indicator tracking tables, and method of verifications on outputs and outcomes levels.  S/He will contribute to tracking progress against project indicators, ensuring data quality and consistency, and supporting timely reporting processes, including updates required for donor reporting platforms (OPSYS) and internal EF monitoring systems.

The holder of this position will support the adaptation of MEAL tools, methodologies, databases, and data collection instruments, ensuring compliance with EF MEAL standards, donor guidelines, and accountability requirements. S/He will also contribute to strengthening accountability and learning processes, including the use of automated systems to support efficient data analysis, visualization, knowledge management, and evidence-based decision-making throughout the projects’ implementation.

Main Responsibilities

Monitoring and Evaluation frameworks:

·       Develop, refine, and implement MEAL plans for assigned interventions, ensuring alignment with donors, EF, and MEAL standards.

·       Ensure timely and high-quality implementation of MEAL activities, including qualitative and quantitative data collection, based on the established MEL System and MEAL Calendars.

·       Ensure proper MEL documentation in accordance with EF standards, including maintaining MEAL folders, raw and analytic datasets, evidence, tools, analysis workbooks, and all related documentation.

·       Adapt and strengthen data collection tools as needed to ensure accurate measurement of EF internal and country-level indicators

Data Management:

·       Lead the implementation of data collection activities in close coordination with the project teams.

·       Lead, and when required organize, data collection activities especially for qualitative data.

·       Maintain a chronological record of progress against targets and contribute to the design and structuring of the portfolio projects database to guarantee data accuracy, traceability, and availability for donor reporting and audit purposes.

·       Ensure that data collected is analyzed to identify risks and challenges and to contribute to the development of success stories.

·       Produce dashboards and data visualizations to enhance the visibility and tracking of project outcomes and outputs.

Reporting:

·       Prepare indicator progress summaries and lessons learned.

·       Support the implementation of internal project quarterly and annual reviews in line with Expertise France MEAL guidelines, ensuring the use, adaptation, and updating of relevant EF tools and templates to facilitate structured reflection and indicators assessment.

·       Support the preparation and submission of regular reporting for EUD platform OPSYS.

·       Ensure that the MEAL narrative for internal and external reporting is clear, precise and in compliance with donor requirements; ensuring clear presentation of results, rigorous analysis of outputs and outcomes, proper interpretation of findings, and evidence-based reporting aligned with indicators’ results.

Accountability and Learning

·       Ensure accountability to project beneficiaries of the projects by supporting feedback and complaints mechanisms.

·       Monitor, analyze and report on beneficiary satisfaction surverys through the implementation and analysis of Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and stakeholder consultation sessions.

·       Follow up on the recommendations and action plans resulting from accountability and learning activities to support their effective implementation.

·       Ensure proper planning and follow-up of the projects’ capitalization and learning exercises to support knowledge management and adaptive implementation.

·       Facilitate and document learning and knowledge sharing sessions to ensure evidence-based decision-making process and inform the development of future projects.

·       Actively participate in UN monitoring/information management working groups, when applicable, other relevant meetings, and international fora, sharing lessons learned and feeding lessons back at the program level.

Qualifications and Skills

·       5 to 8 years’ experience in monitoring, information management, data collection and evaluation for international projects/donors/organizations, development projects, preferably in the humanitarian/social development / education or refugee assistance fields.  Advanced certificate in MEAL is an asset.

·       Excellent understanding of result frameworks & indicators as well as international M&E standards and applications.

·       Experience working with EU donor reporting platforms.

·       Experience working with data collection software (Kobo Toolbox, Survey CTO, ODK, etc.),

·       Experience working with data visualization software (PowerBI), and good knowledge of more comprehensive monitoring software.

·       Experience working with data analysis software’s is an asset (quantitative and qualitative).

·       Experience in database design and management;

·       Excellent understanding of results frameworks and indicators as well as international MEAL standards and applications, particularly on projects funded by EU.

·       Fluency in English and Arabic (written and spoken); French is an asset.

·       Excellent computer skills: MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook).

·       Excellent communication and reporting skills.

·       Strong relationship skills and the ability to work effectively with local stakeholders.

·       Proactive, results-oriented, and service-oriented.

·       Previous experience work experience with international agencies would be an asset.

Reporting Line

The MEAL Officer will report to Expertise France’s Portfolio Manager and work closely with the projects team, the Lebanon-Jordan Country Direction MEAL Coordinator and with relevant functions at the organization.
