Description de la mission

Expertise France is recruiting a Team Leader for the AFD-funded Technical Assistance project to support energy and climate sector reform in Kosovo, full-time based in Pristina, Kosovo.

The Team Leader will be an expert with international experience in charge of coordinating the TA activities in liaison with the Ministry of Economy, the Ministry of Environment and Spatial Planning (MESPI), the Energy Regulatory Office (ERO) and the Kosovo Energy Efficiency Fund (KEEF), with the Ministry of Finance (MoF) acting as the PBL focal point, in order to facilitate the necessary contacts within the energy and climate sectors and with the various concerned stakeholders.

She/he will have a permanent local management role, overseeing both the team of short-term experts - particularly with regard to work organization, allocation of working days, contractual arrangements, and the logistical aspects of their missions (transport, office space, facilities, equipment, etc., to be coordinated with the MoF and the relevant technical beneficiaries) – as well as stakeholder mapping, inception planning, risk management, governance and reporting arrangements, and the overall planning of activities, ensuring compliance with the approved work plan. The team leader will be responsible for the successful achievement of the project's results. She/he will be assisted by Expertise France’s headquarters and by the support departments.

More precisely, the Team Leader will have to implement the following tasks:

 

Strategic advice and project representation

·         Proposal, adjustment and implementation of the strategic and technical orientations of the project, including energy and climate policy priorities, in particular on the basis of the proposals made by the project technical experts and national stakeholders

·         Project representation: developing and maintaining excellent working relationships with local administrations and international donors; representation of the project at high level events related to the project themes; networking with relevant stakeholders in Kosovo

·         Coordination and communication with other teams involved in the energy and climate sector reform in Kosovo or in other countries of the Balkan region and any other relevant stakeholders.

Management of the team of experts

·         Support Expertise France in the identification and selection of local experts, including legal and financial experts in energy sector, as well as experts in climate policy, environmental governance, gender-responsive implementation and other relevant areas aligned with the PBL matrix.

·         Supervision of the team of experts: validation of work plans by thematic area of the project, consolidation of the overall action plan, coordination of the activities’ execution. This management must be done while maintaining a very high level of communication within the team and continuous evaluation of activities, with the aim to continuously improving the project management.

Project management

·         Operational coordination of the project: overall supervision and coordination of the inception phase, including stakeholder mapping, establishment of governance and reporting arrangements, recruitment and mobilization of experts; overall supervision and coordination of the project activities and the achievement of their objectives.

·         Guarantees the strategic and operational efficiency of the project: ensures the management of resources for achieving the project’s objectives.

·         Supervises the timely production of expected deliverables, both in relation to project activities (mission reports) and at project level as a whole (inception report, annual report, final report, etc.), in liaison with the Energy Division at Paris Headquarters.

Technical Assistance

·         Beyond project coordination and management responsibilities, the Team Leader is also expected to conduct part of the technical assistance activities.

 

Any other task related to the mission, at the request of Expertise France or the donor.

Description du projet ou contexte

The Agence Française de Développement (AFD) is launching its Technical Assistance (TA) program to support the Government of Kosovo (GoK), more specifically providing support to the Ministry of Economy (ME) and the Ministry of Environment, Spatial Planning (MESPI) of Kosovo, the Kosovar Energy Regulatory Office (ERO) and the KEEF (Energy Efficiency Fund), in implementing the 2026–2027 Policy-Based Loan (PBL). The project is parallel to a budget support loan for the energy and climate sector reform in Kosovo (funded by AFD and KfW). The TA will last 24 months.

 

Expertise France (EF), the French public agency for international technical assistance, was entrusted by AFD with the implementation of the project.

As part of several commitments undertaken by the GoK as part of Kosovo’s European integration Agenda, the stabilization and Association Agreement and its obligations under the Energy Community Treaty, the country is actively engaged in comprehensive reforms to align with the relevant EU energy, environment and climate acquis, renewable energy integration, addressing financial sustainability, corporate governance, operational improvements, market liberalization, environmental compliance, and gender equality.

The PBL aims to accelerate Kosovo's green energy transition and enhance climate resilience by establishing and enforcing a robust policy and legal framework fully aligned with the EU and Energy Community acquis, as well as enabling Kosovo to realize its international commitments under the Green Agenda of the Western Balkans. Main milestones of the PBL will support Government of Kosovo in establishing a competitive market environment within its energy sector based on international best practices, and support decarbonization through the expansion of renewable energy deployment and improvement of energy efficiency. It also emphasizes the promotion of gender equality within the energy sector.

Profil souhaité

The main characteristics of the Team Leader will be threefold:

1.    Excellent knowledge of Kosovo and its general political environment;

2.    Excellent knowledge of the energy and climate sector issues in general, and more particularly in the Kosovar context, experience in energy and climate policy reform and in electricity market policy making;

3.    Good familiarity with international projects, procedures and policies, especially in the energy sector, with proven track record (demonstration of previous international working experience).

Moreover, Expertise France will evaluate candidates according to the following criteria:

 

Education / qualification:

·         University degree (BA or MA or equivalent) in law, political science, international relations, energy related fields or any other relevant discipline

·         Good management skills

·         Good communication and reporting skills

·         Fluent in spoken and written English and Albanian (knowledge of Serbian or French would be an asset)

 

Professional experience:

·         A minimum of 10 years of working experience in the energy

·         Experience in the climate policy field is an asset

·         Experience working on inter-agency/administration cooperation will be a strong asset

·         Demonstrated management skills in a multicultural environment and experience in a leadership role

·         Experience implementing international cooperation projects

·         Experience working in the Balkan region is required, and experience in Kosovo is preferred

 

Additional specific requirements:

·  Excellent understanding of capacity building and administrative reforms

·         Strong capacities in devising strategies

·         Strong capacities in drafting legislation and regulation

·         Strong ability to work effectively in a politically sensitive and multicultural environment

 

Informations complémentaires

Condition of the mission

The signature of the contract between Expertise France and the team leader will depend on the signature of the contract between Expertise France and its donor.

·         Duration of the contract: 12 months, full time (renewable until the end of the project for a total of 24 months)

·         Beginning of the mission: September 2026

·         Contract: Local contract through a salary portage company, depending on the selected candidate’s nationality

·         Budget: Based on Expertise France’s salary grid

·         Working conditions: The expert will be based in Pristina, Kosovo, for the duration of the project. Occasional missions to Paris, France.
