Description de la mission

Mission Description

Under the supervision of the Support Functions Manager, the National Operations Security Officers (CNSOs) are security professionals responsible for ensuring the safety of personnel and assets of the Agency in a given country. They are part of Expertise France’s Operations Security Department (DSO) and report hierarchically to the Regional Operations Security Coordinator (CRSO) responsible for their country of employment. The CNSO is the primary security contact on the ground. They maintain and leverage their expert knowledge of local security issues to secure all Agency activities in their country (EF Office, projects, ETI), under the supervision of the CRSO.

Main Responsibilities

  • Security Monitoring and Environmental Awareness
    • Conduct daily security monitoring
    • Develop and maintain a security network
    • Produce a weekly security report (CRH) for the Regional Security Coordination (CRSO)
    • Identify, qualify, and report early warning signals
    • Handle first-level alerts and escalate immediately if direct or indirect impact is confirmed
    • Contribute to local risk and threat mapping
    • Propose security posture adjustments based on context evolution
    • Immediately alert the CRSO in case of deterioration
  • Monitoring of Exposed Personnel and Activities
    • Maintain an up-to-date list of resident EF personnel and communicate it monthly to the CRSO;
    • Verify that all resident EF personnel have completed their DRSC;
    • Track movements, travel, and field missions
    • Ensure compliance with security procedures
    • Provide 24/7 monitoring of sensitive situations (depending on threat level)
    • Verify mission readiness before departure (vehicle equipment, communication devices, etc.)
    • Ensure local implementation of security instructions without interpreting their scope
    • Conduct reconnaissance missions as required by the CRSO
  • First-Level Safety Audits (Infrastructure)
    • Perform first-level safety audits of offices, residences, facilities, and hotels using professional tools
    • Verify compliance with technical standards (access, perimeter, control, lighting)
    • Monitor implementation of recommendations
    • Contribute to in-depth audits conducted by headquarters or zonal coordinators
  • Logistics Security
    • Verify security compliance of vehicles (condition, maintenance, mandatory equipment, minimum standards)
    • Supervise drivers (security briefings, incident response)
    • Maintain vehicle fleet records
  • Security Equipment and Materials
    • Analyze local legal framework for possession or use of specific security equipment (ballistic protection, satellite equipment, etc.)
    • Check existence and condition of security equipment (medical kits, radios, beacons)
    • Maintain inventory of security materials and equipment
    • Conduct mandatory tests and complete provided documentation
    • Train staff on the use of security equipment
    • Submit additional requests to the CRSO
  • Communication Loops
    • Ensure proper security communication protocols
    • Integrate new arrivals into appropriate communication loops
    • Perform first-level monitoring of communication loops (acknowledgment/receipt)
    • Escalate any issues to the zonal level
  • Local Security Providers
    • Identify local providers capable of offering security support
    • Verify and monitor contract execution by local security providers (especially guarding)
    • Ensure quality of services provided (tests, reliability analysis, etc.)
  • First-Level Mission Support
    • Support staff members in issuing their mission security clearance;
    • Support operations in setting up mission protocols
    • Verify coherence of planned routes and arrangements
    • Propose adaptive measures if necessary
    • Assist in completing mission authorization requests
    • Complete a lessons-learned sheet for any mission outside usual scope
    • Participate in high-risk missions as instructed by the CRSO
  • Security Incident Management (excluding major crises)
    • Act as local focal point in case of incident
    • Centralize initial information and produce or ensure production of a security event report
    • Report any intentional or unintentional deviation from security measures
    • Apply escalation procedures to the zonal level
    • Ensure administrative and documentary follow-up of incidents
    • Contribute to root cause analysis and implementation of corrective measures
  • Crisis Management Support
    • Implement local decisions from the crisis unit
    • Participate in crisis response activation and organizational reassurance
    • Perform any security mission required by circumstances (vehicle operation, reconnaissance, etc.)
    • Contribute to post-crisis lessons-learned process
  • Training and Awareness (depending on profile maturity)
    • Organize security briefings for incoming personnel
    • Assist in logistical preparation for security training
    • Relay instructions and materials from the DSO
    • Promote security culture within supported operations
  • Local Governance and Coordination
    • Maintain functional link with zonal level and country operational authority
    • Participate in security coordination meetings
    • Produce regular reports (weekly/monthly), including the security CRH
    • Contribute to updating local procedures
  • Documentation, Traceability, and Compliance
    • Contribute to preparation for internal or external audits

About Expertise France

Expertise France is the public agency for the design and implementation of international technical cooperation projects, a member of the AFD Group. The Agency intervenes around four priority areas: 

  • Democratic, economic and financial governance. 
  • Peace, stability and security. 
  • Climate, agriculture and sustainable development.
  • Health and Human Development. 

In these areas, Expertise France carries out technical support missions for capacity building projects, mobilizes technical expertise as well as a project coordination involving public expertise and private know-how.

With a turnover of €450 million in 2024 and more than 350 ongoing projects in 140 countries of intervention, Expertise France is the leading public agency for French international technical cooperation.

Expertise France in Liberia 

In recent years, Liberia has seen a constant strengthening of its bilateral cooperation with France and also from the European Union (main EF’s partner in Liberia) with significant funding to support the private sector development and enhance the public governance.

This has resulted in a major increase of the EF's portfolio in 2025, which now stands at €25 million and is expected to exceed €50 million by the end of the 2026. 

To support this development, EF has decided to structure an office with decentralized support functions in Monrovia, as of Q1 2026.

As of today, the Private Sector Development project in Liberia (PSD Liberia), funded by the EU, is about to start its implementation phase. As mentioned, other projects will follow to build up EF portfolio.

PSD’s Overall Objective of the Action is to contribute to increase the competitiveness, inclusivity and environmental sustainability of cassava, fisheries and wood processing value chains for enhanced decent job creation, economic growth, and competitiveness of Liberian MSMEs.  

The Specific Objective (outcome) of the Action aims to ensure that MSMEs, with a focus on enterprises owned by women, youth and persons with disabilities, within the three targeted value chains increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards. However, this may occur only if the general ecosystem, including access to skills and business development services, is improved, therefore requiring policy dialogue at all stages of project implementation, involving the public and private sector, and EU and Liberian MSMEs. 

The Action will focus on the two main areas of intervention and the related challenges: private sector development and value chain development (cassava, fisheries and wood).

Three components for the implementation of the Action have been defined as follows:

  • Component 1: Improved regulatory frameworks through PPD, including a high level policy dialogue platform, and Institutional Capacity Development for a more conducive business and investment climate in line with sustainable and inclusive international standards.
  • Component 2: Improved skills of MSMEs within the three target value chains, with particular emphasis on enterprises owned by women, youth and persons with disabilities.
  • Component 3: Enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalised groups (youth, women and persons with disabilities) for better skills, livelihoods and workplace accountability in line with International Labour Standards.  

The Action is funded by the European Union and will be co-implemented by Expertise France and the International Labour Organisation (ILO).

  • National security professional with successful experience as a security focal point for an organization
  • Expert knowledge of the country, its security environment, and local languages
  • Excellent relational and communication skills
  • Strong analytical and synthesis skills
  • Rigor and autonomy
  • Proficiency in standard software (Microsoft Office)
  • Fluency in English is mandatory
  • Knowledge in French is an asset
