Expertise France recruits for the “EU-LAC CyberSHIELD” project, a Team Leader whose responsibilities are as follows:
Ø Operational management:
Ø Coordination with the EU and other implementation agencies
Ø Administrative and finance management:
· Ensure consistency between operational and finance planning;
· Support to the Administrative and Finance Manager (RAF) in the overall administrative and finance follow-up of the project and provide regular reviews of the commitments, expenditures and budget forecast;
· Responsible for ensuring consistency and transmitting internal reporting (budget follow-up, forecasts and budgetary closures), in support to the RAF;
· Ensure the administrative follow-up of HR (timesheets, billing, etc.);
· In direct support to the RAF, is responsible for the full respect of procurement procedures and contracting requirements;
· Is responsible for developing intermediate and final narrative reports and closely contribute in support to the RAF in developing intermediate and final financial reports, with due respect to the contract and calendar requirements,
· Support the RAF in supervising financial audits;
· Ensure coordination with mutualised functions and other projects in Santo Domingo.

Ø Institutional and partnership relations:
· Responsible for the smooth communication and good quality of institutional relationships with partners, stakeholders and the donor;
· Promote the project and its objectives, ensuring complementarity with other national or multilateral initiatives on the topic of the project;
· Identify synergies and avoid duplication by ensuring a smooth coordination with relevant stakeholders.
Ø Communication and visibility:
The confirmation of the position is subject to the signature of the EU-LAC CyberSHIELD Contribution Agreement Contract.
Designed to strengthen the EU’s cybersecurity engagement in the Latin American and Caribbean region, the EU-LAC CyberSHIELD will be part of and contributes to the EU-LAC Digital Alliance regional programme and the corresponding Team Europe Initiative. Specifically, the CyberSHIELD aims to improve incidents response preparedness and capacities of the LAC region through a comprehensive approach relying on enhanced technical cooperation and information-sharing between LAC and EU cybersecurity stakeholders. By involving the private sector, academia, national institutions and civil society, the Action will work to support the effective enforcement and functioning of cybersecurity regulations and institutional frameworks in LAC while fostering economic opportunities between both regions, in line with the Global Gateway strategy.
Funded by the European Commission, this 3-year project will start on summer 2026 and be implemented by Expertise France and FIAP, in close collaboration with the Spanish Centre for Cryptology (CCN).
The Overall Objective of this Action is to improve multi-stakeholder cooperation and cybersecurity incident response towards stronger cyber resilience in the LAC region. This Objective is pursued with three components:
· Deployment and interconnection of SOCs (SO1)
· Incident response architecture (SO2)
· Cybersecurity ecosystems (SO3)
- Master’s degree in international cooperation / project management / international relations / international law or any other relevant thematic;
- At least 10 years of professional experience, including 6 years in the development sector and/or international cooperation;
- At least 4 years of experience in coordinating a team with direct management;
- Demonstrated project management skills, with a strong understanding of UE-funded actions
- Knowledge of and interest for the thematic of cybersecurity and digital affairs;
- Reactivity, autonomy, teamwork and excellent communication skills;
- Ability to work remotely, within a team deployed in several countries.
- Experience coordinating and supervising private contractors;
- Demonstrated experience in budget planning, management and reporting;
- Strong ability to integrate and respect internal procedures;
- Organization of successful activities in the framework of international cooperation projects;
- Perfect command of office software;
- Organizational skills and thoroughness.
- Strong knowledge of the European Union
- Full professional ability in French, English, and Spanish (written and oral);
- Excellent writing and synthesis skills (in French, English and Spanish);
- Successful experience working with LAC countries;
- Previous experience working with LAC regional organisation would be a strong asset
- Sense of diplomacy.
The confirmation of this position is contingent upon the confirmation and signature of the project's contract.

The Team Leader may have to travel to Europe, Caribbean and Latin America pending on the project’s needs.
What we offer
An initial contract of 12 months based in Santo Domingo, Dominican Republic (with possibility of extension until the end of the project, in August 2029)
A remuneration package including a gross monthly salary, based on our established salary scales, an expatriation allowance, and other benefits. The exact salary will be determined based on the experience relevant to the position.
